TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
REGULAR MEETING
WEDNESDAY, JUNE 9TH, 1999
6:30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, June 9th, 1999 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca, N. Y. at 6:30 p.m.. Supervisor Owens presiding.
Present: Supervisor, Jean Owens; Town Councilman, Donald Lovelace, Town
Councilman, Gary Fisher; Town Councilman, Greg Stevenson. Others present were Pat
Podufalski, Bookkeeper, Alice Laue, Town Clerk. Highway Superintendent Ron Updike
was absent.
Pledge of Allegiance to the Flag -
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor -
Peggy Hubbell asked if anyone had expressed interest in filing the vacant Town
Councilman position. Answer was yes.
Approval of May 12th, 1999 regular town board meeting minutes -
Correct spelling of word expires on page three under Recreational Partnership.
Motion made by Councilman Stevenson, seconded by Councilman Fisher that the Town
Board of the Town of Enfield approve the adoption of the May 12th, regular Town Board
meeting as amended.
Discussion -
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes.
Correspondence -
Supervisor Owens read a letter from Tompkins County Representative Peter Pennimen
regarding the shifting of tax funds from the state to our local schools and municipalities.

Agreement - County Youth Bureau
Tompkins County Youth Bureau Representative Janice Johnson explained the Youth
Bureau funding.
Motion made by Councilman Stevenson, seconded by Councilman Lovelace that the
Town Board of the Town of Enfield authorize the supervisor to sign the County Youth
Bureau Agreement for 1999.
Discussion -
Vote: Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes.
Reports/Committees
Tompkins County Representative Peter Pennimen reported on the hearing he attended in
Albany on Real Property taxation. Change in appointment to County Environmental
Municipality Council. Putting assessment information on Inter-Net.
Recreational Partnership -
Written report.
Proposal is to continue at current level for the year 2000 or until a new agreement has
been reached.
Enfield Community Council - Joe Schrer
Teen Program progressing.
After School Program - Parent group taking over operation.
Summer Camp - Planning moving ahead. Looking to solve some of last year’s problems
with the CIT program.
Building Clean Up - Saturday, June 12th., 9 a.m. until ?. Volunteers from Baptist Church
and Community Council working. Everyone is invited.
Enfield Fire Department - Chief Stevenson
Month slow. No major events.
Cemetery Committee - Peggy Hubbell
May 15th, ten - twelve children and adults from the Community Council cleaned up
Presbyterian and Rolfe Cemeteries. Community Council provided lunch. May 22nd, the
Periwinkle 4-H club cleaned up Christian Cemetery and May 27th this same group helped
put out flags. Clark Marshall is supposed to start work in Christian Cemetery the last
two weeks of June. Vandalism to a headstone in Rolfe Cemetery was done.

Planning Board -
Planning Board comfortable with suggesting the initial amendment to the Site Plan
Review Law of simply adding - Communication or other towers with a height of more
than 100’ above ground level.
Planning Board is working on collecting data for Comprehensive Plan.
Planning Board meeting is the third Wednesday of the month at 7:30 p.m. at the Town
Hall.
Highway Department - Councilman Fisher
Highway Department working on Bostwick Road.
Harvey Hill Road bridge closing June 10, 1999.
Truck #19 back with new box.
County accepted town’s amendment to Harvey Hill Bridge agreement.
Planning Federation - Rick Chase
Working on a workshop in October on Fiscal Economic Development. Workshop for
Planning Board and Town Board members.
Budget Amendment - SARA
General Fund line - no funds budgeted for 1999. Extended some money for SARA
expenditures end of 1998. Grant money still to come to reimburse expenditures.
Contractual line 1460.4 board placed $100.00 of town’s funds. Supervisor would like to -
--Amend line1460.4 to read 1460.1 at $100.00. Set up SARA Records Management line
1460.42 in the amount of $210.86 to account for expenditures. Countering this by
increasing the revenue on line 3060 State Aid SARA to $210.86.
Councilman Fisher moved that the Town Board modify the General Fund of the 1999
budget as follows:
Records Management Contractual 1460.4, in the amount of $100.00, be renumbered
1460.41, further, that SARA, line 1460.42, in the amount of $210.86, be added to the
budget. Further, that Sate Aid SARA, revenue line 3060, be increased from -0-dollars
and -0- cents to $210.86.
Councilman Lovelace seconded this move.

Monthly Bills/Supervisor’s Report
Following Supervisor Owens presentation of the monthly bills and the supervisor’s
report the following resolution and motions were made.

Resolution #9
Councilman Fisher made the following resolution modification.
WHEREAS, the Town Board has determined that the purchase of the new dump body for
the 1986 Mack truck in the amount of $7050.00 constitutes a major rebuilding of the
truck and a capital expense,
THEREFORE BE IT RESOLVED, that Resolution #7 be changed to reflect that
$7050.00 be transferred from Equipment Reseve account to Machinery Equipment line
5130.2, rather than Equipment Contractual line 5130.4.
Resolution seconded by Councilman Lovelace.

Inter-Fund Transfer -
Councilman Fisher moved that the Inter-Fund transfer line under Highway Revenues for
the 1999 budget be increased from $60,000 to $67,050 to allow for transfer of payment of
the new dump body on truck #19.
Seconded by Councilman Lovelace.
Discussion -
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes.
Monthly Bills -
Motion made by Councilman Lovelace, seconded by Councilman Stevenson that the
Town Board of the Town of Enfield authorize the supervisor to pay General Fund
vouchers #80-102, dated June 9th, 1999, in the amount of $7,610.25. Highway Fund
vouchers #67 - 82, dated June 9th, 1999 in the amount of $30,109.84. Small Cities Grant
#2, HUD, voucher #8, dated June 9th, 1999, in the amount of $328.46 and Enfield Fire
Department, SF-1, voucher #6, $30,000.00.

Subordination of Diminishing Liens -
Supervisor Owens read a memo from Tompkins County Planning regarding turning the
responsibility of processing Subordination of Diminishing Liens back to the town.
Consensus Tompkins County Planning has been and needs to continue doing
Subordinations.

Property Acquisition -
Supervisor Owens presented Bargain and Sale Deed for Acquisition of 2.77 acres of
proerty on Waterburg Road, tax map # 6.-2-3.3., from Youngs.
Resolution #10
Resolution made by Councilman Lovelace, seconded by Councilman Stevenson that the
Town Board of the Town of Enfield accept the land in accordance with the Bargain and
Sale Deed With Covenant Against Grantor under the conditions of the deed.
Discussion - Discussed town taking land it has no use for. Land being a buffer around
the dump for the town.
Vote - Supervisor Owens, yes.
Town Councilman Lovelace, yes.
Town Councilman Fisher, no.
Town Councilman Stevenson, yes.
Software -
Purchase of the Budget software was tabled. Bookkeeper to look into software packet for
payroll further and report back at next meeting.
Telecommunications Towers
Supervisor Owens asked for a resolution moving the amending of the Site Plan Review
law to a public hearing.
Councilman Stevenson made the motion, seconded by Councilman Lovelace that the
Town Board of the Town of Enfield authorize the town clerk to advertise a public hearing
to be held July 14th, 1999 at 6:30 p.m. to hear comments on the proposed amendment to
the Site Plan Review Law.
Discussion-
Vote - Supervisor Owens, yes. Town Councilmen Lovelace, Stevenson, yes. Town
Councilman Fisher, no.
Town Courts
After a lengthy discussion of what justices need to have done at community building for
them to move to community building and whether the kitchen needs/should be closed
this topic was tabled.

New Business -
1997 Annual Fiscal Report -
1997 Annual Fiscal report completed and on file with State Comptroller.
Motion made by Councilman Stevenson, seconded by Councilman Lovelace that the
Town Board of the Town of Enfield give authorization to the town clerk to advertise the
availability of the 1997 Annual Fiscal report for review for the general public.

Adjournment -
Motion made by Councilman Fisher, seconded by Councilman Lovelace that the June 9th,
1999 regular meeting of the Town Board of the Town of Enfield adjourn.
