TOWN OF ENFIELD
REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY, JULY 14TH, 1999
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, July 14th, 1999 at the Enfield Community Building, 182 Enfield
Main Road, Ithaca, New York at 6:40 p.m.. Supervisor Owens presiding.
Present: Supervisor, Jean Owens; Town Councilman, Gary Fisher, Town
Councilman, Donald Lovelace, Town Councilman, Greg Stevenson. Others
present were, Highway Superintendent, Ron Updike, Bookkeeper, Pat Podufalski;
Town Clerk, Alice Laue.
Pledge of Allegiance to the Flag -
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor -
No one wished to speak.
Approval of the Minutes -
Motion made by Councilman Fisher, seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve for adoption the June 9th, 1999
regular town board meeting minutes.
Discussion
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace and
Stevenson yes.
Town Board Vacancy
Supervisor Owens expressed Joseph Schehr’s interest in filling the vacant town
councilman’s position on the town board. Term to expire December 31, 1999.
Motion was made by Councilman Stevenson, seconded by Councilman Lovelace
that the Town Board of the Town of Enfield approve the appointment of Joseph
Schehr to the vacant town councilman’s position on the Town Board of the Town
of Enfield. Term of office 7/14/99 - 12/31/99.

Town Board Vacancy (cont’d)
Discussion -Councilman Fisher questioned why Mr. Schehr was receiving the
support of town board members who didn’t think he was qualified for the County
Board seat. The response was they didn’t think he was unqualified for the County
Board seat and because he was willing to take the vacant position on the town
board and was the only one interested they voted for his appointment.
Vote: - Supervisor Owens, yes. Town Councilman Lovelace, yes. Town
Councilman Stevenson, yes. Town Councilman Fisher, no.
Upon being appointed to the vacant town councilman’s position on the Town
Board of the Town of Enfield, term of office, being 7/14/99 - 12/31/99, Mr.
Schehr took the Oath of Office given by the town clerk.
Softwear Presentation -
Representative of the Optimum Computer Solutions, Inc., answered questions
about their Payroll Software program that were presented by board members.
Reports/Committees
Tompkins County Representative Dan Winch
Mr. Winch attended the Enfield display at the DeWitt Historical Society.
County waiting for budget sessions to start.
Second Annual Farm/City Day to be held Saturday, August 7th, 1999 from 11:00
a.m. - 4:00 p.m. at the Ainslie farm on Hayts Road.
Recreation Partnership - No report
Enfield Community Council - No report
Enfield Fire Department - Chief Stevenson
Quarterly report due next month.
Highway - Superintendent Ron Updike
Past month pulled shoulders and graveled spots that needed gravel on Marshall
Road. Graveled last mile of Aiken Road to the West. Put MC 250 #1 stone on
this mile of Aiken Road and put stone on Tucker Road. Last few days working in
Village of Trumansburg helping with surface treating and paving.

Superintendent Updike reported he has been approached by Tom Brown, property
owner on Butternut Creek Road. Tom Brown would like Butternut Creek Road
abandoned by the town. Superintendent Updike to look into what is required to
legally abandon a road in the town.
Cemetery Committee - Peggy Hubbell
Starting work in Christian Cemetery Tuesday, July 20th, 1999.
Councilman Fisher complimented Peggy, the Cemetery Committee and all who
have worked in keeping town cemeteries up on how well our town cemeteries
look.
Presbyterian Cemetery is looking the best Councilman Fisher has seen it look
in years.
Planning Board - Rick Chase
Still working on Comprehensive Plan. Greg Potter, Tompkins Council
Information Service, is to attend the next planning board meeting to demonstrate
information systems he has available that town could utilize in developing
Comprehensive Plan.
Planning Federation -
Rick Chase presented to the board a copy of a Cost of Community Service study
(dated 8/95) Study to be circulated to board members.
Training session, October 7th, 1999 with Robert Burchell on the Cost Comparison
of Planning.
Monthly Bills/Supervisor’s Report
Supervisor presented bills and supervisor’s report
General Fund - Over expenditure on Town Hall Miscellanous line 1620.415.
Supervisor proposed that $1200.00 be moved from Town Barns lights and power
line 1620.423.
Motion made by Councilman Stevenson, seconded by Councilman Lovelace that
the 1999 budget be amended as follows:
Decrease line 1620.423 by $1200.00.
Increase line 1620.415 by $1200.00.
Discussion - Discussed expenditures for end of year. Need for prorating of bills.
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Schehr,
Stevenson, yes.

Supervisor proposed the amending of the 1999 budget line 1990.4 Contingency by
$580.25 and increasing Supervisor’s Contractual 1220.41 by $580.25 to pay Sally
Alario’s bill for preparing the 1997 Annual Report.
Motion made by Councilman Fisher, seconded by Councilman Lovelace that the
1999 budget be amended as follows:
Contingency line 1990.4 be decreased by $580.25.
Supervisor’s Contractual line 1220.41 be increased by $580.25 for bookkeeping
services for 1997 Annual Report. This will increase the budgeted balance in
Supervisor’s Contractual to a total of $1380.25.

Stevenson, yes.
Motion made by Councilman Fisher, seconded by Councilman Lovelace that
voucher #72, dated 6/9/99, Deckman Oil, Co., Inc. in the amount of $42.40
charged to 5110.4 be reversed and charged to 5130.4

Stevenson, yes.
Motion made by Councilman Lovelace, seconded by Councilman Stevenson that
the Town Board of the Town of Enfield authorize the supervisor to pay General
Fund vouchers #102 -123, dated 7/14/99, in the amount of $5,090.98. Highway
Fund vouchers #83 -98, dated 7/14/99. in the amount of $37,020.10. Small Cities
(HUD) Grant II, voucher # 9, dated 7/14/99, in the amount of $218.71. Enfield
Fire Company SF-1, voucher #7, dated 7/14/99, in the amount of $10,000.00.

Unfinished Business -
Local Law #1 - 1999
Motion made by Councilman Stevenson, seconded by Councilman Lovelace that
the Town Board of the Town of Enfield approve the adoption of Local Law #1,
1999 amending Local Law #1, 1998 Site Plan Review Law.

Local Law No. 1 of the Year 1999
A local law amending Local Law No.1 of the year 1998 in relation to Site Plan
Review.
BE IT Enacted by the Town Board of the Town of Enfield as follows:
Section 1. Purpose
This law is necessary to amend Section 2.1 of Local Law No. 1 of 1998 by adding
a provision that any communication or other tower more than 100’ above ground
level shall be subjected to site plan review pursuant to said Local Law.
Section 2. Amendment
Section 2.1 of Local Law No. 1 of 1998 is hereby amended to add the following
paragraph 5:
5. Any Communication or other tower more than 100’ above ground level.
Section 3. Effective Date.
This law shall become effective upon filing in the office of the Secretary of State.

Software Purchase -
Discussed purchase of Payroll software for bookkeeper.
Motion made by Councilman Lovelace, seconded by Councilman Schehr that the
Town Boarad of the Town of Enfield amend the 1999 budget as follows:
Decrease Contingency line 1990.4 by $1395.00.
Increase Bookkeeper Contractual line 1220.42 by $1395.00.
Discussion - Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace,
Schehr, Stevenson, yes.
Oral quotes for Payroll Software - MAPS $5800.00, Williamson $7500.00.
Motion made by Councilman Lovelace, seconded by Councilman Stevenson that
the Town Board of the Town of Enfield approve the purchase of a Redwing
Windows Version 95-98 Payroll Software for the sum of $1395.00 from Optimum
Computer Solutions, Inc. Optimum Computer Solutions, Inc. being the lowest
quote that will meet the Town of Enfield payroll needs.

Stevenson, yes.

Motion made by Councilman Fisher, seconded by Councilman Schehr that the
Town Board of the Town of Enfield authorize the supervisor to enter into a
contract with Optimum Computer Solutions, Inc. to purchase payroll software for
municipal and town governments in the amount of $1395.00 which includes the
first year service contract.
Discussion -
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Schehr,
Stevenson, yes.
Real Estate Property on Internet
Councilman Fisher stated he was not in favor of Real Estate Property being on the
Internet and proposed that the board consider a resolution to the County Board
opposing this. All board members were in agreement.
Haefele TV Contract
Councilman Fisher would like a public informational meeting held with Mr.
Haefle.
New Business -
Budget Meetings
Enfield Community Council and Highway Superintendent to present 2000 budget
at the August Town Board Meeting.
Adjournment -
Motion made by Councilman Lovelace, seconded by Councilman Stevenson that
the regular Town Board meeting of the Town of Enfield adjourn.
