Home My WebLink About1999 Dec 8 Town Board Minutes TOWN OF ENFIELD REGULAR TOWN BOARD MEETING MINUTES WEDNESDAY, DECEMBER 8TH, 1999 The regular monthly meeting of the Town of Enfield Town Board was held at 7:20 p.m. Wednesday, December 8th, 1999 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York, Supervisor Owens presiding. Present: Supervisor, Jean Owens; Town Councilman, Gary Fisher, Town Councilman, Donald Lovelace, Town Councilman, Joe Schehr, Town Councilman, Greg Stevenson. Others present were, Highway Superintendent, Ron Updike, Bookkeeper, Pat Podufalski, Town Clerk, Alice Laue. Pledge of Allegiance to the Flag – Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Reports/Committees Tompkins County Representative Peter Pennimen Haefele TV can provide a live feed of any government access programs. Details need to be worked out with Time Warner. Representative Pennimen spoke about the county proposing putting up a tower in the vicinity of Podunk and Aiken Road. Recreational Partnership- No report Enfield Community Council – No report Enfield Fire Company - Not a month a report scheduled for. Highway Department – Superintendent Updike Snow and Ice Contract In the past contract has been acted on by a motion authorizing the supervisor to sign the contract. Keeping it consistent with how it has been done in the past Superintendent Updike asked for a motion authorizing the supervisor to sign the Snow and Ice Contract. Regular Town Board Meeting Minutes 12/8/99 2 Motion made by Councilman Lovelace, seconded by Councilman Schehr that the Town Board of the Town of Enfield authorize the supervisor to sign the Snow and Ice Payment Contract for year 2000-2002 Discussion – Cost more to plow then getting back, need to be reimbursed actual cost spent. Vote – Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Schehr, Stevenson, yes. Material Stock Pile Materials that were stock piled this year were used, thus money left in Highway Account. Highway Superintendent Updike would like to see an end of the year transfer of $15,000.00 from the Highway Fund, line DA5110.4 to the Equipment Reserve Fund in addition to the $29,000.00 that is being put in this year. He would like to reserve $4,995.00 of that $15,000.00 to purchase a new spreader box for truck #19, which then gives the Highway Department three trucks with plows with cinder spreaders. Making them more efficient in coverage of the town, they will be cindering earlier, making one pass on all the roads. Covering 28 centerline miles with a second pass now. Superintendent Updike procured three bids for a slide in cinder box. Seneca Supply bid of $4,995.00 was the lowest. Superintendent Updike would like an end of the year transfer of $15,000.00 to the Equipment Reserve Fund and would like authorization to take $4,995.00 of that $15,000.00 to purchase a new cinder box. Motion made by Councilman Lovelace, seconded by Councilman Schehr that that the Town Board of the Town of Enfield approve the transfer of $34,000.00 from the MBIA Bridge Account to the Inter Fund Transfer Account. Transfer of $34,000.00 to be shown as revenue. Inter Fund Transfer of $34,000.00 to be transferred to account line DA5120.4 for payment of Harvey Hill Road Bridge project. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Schehr, Stevenson, yes. Motion made by Councilman Schehr, seconded by Councilman Fisher that the Town Board of the Town of Enfield approve the transfer of $15,000.00 from DA5110.4 to the Equipment Reserve account Discussion – Vote – Supervisor Owens, yes. Town Councilmen Lovelace, Schehr, Stevenson, yes. Town Councilman Fisher, no. Regular Town Board Meeting Minutes 12/8/99 3. Motion made by Councilman Fisher, seconded by Councilman Lovelace that the previous motion concerning a inter fund transfer be rescinded and rewritten as follows. That the Town Board of the Town of Enfield approves the transfer of $15,000.00 from DA5110.4 to Equipment Reserve account 9901.0. Disc. - Vote – Supervisor Owens, yes. Town Councilmen Lovelace, Schehr, Stevenson, yes. Town Councilman Fisher, no. Purchase of Cinder Spreader – Highway Superintendent Updike asked for a motion to order a cinder spreader from Seneca Supply at a cost of $4,9995.00 to be paid for from Equipment Reserve 2000 account. Discussed at length encumbering of funds to pay for a new cinder spreader. Motion made by Councilman Stevenson, seconded by Councilman Fisher that the Town Board of the Town of Enfield approve the highway superintendent ordering a 14 foot side high Air-flow Material Cinder Spreader, model AAF24D14 from Seneca Supply at the price of $4,995.00. Cinder Spreader to be paid for from Equipment Reserve 2000 account. Discussion Vote – Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Schehr, Stevenson, yes. Privilege of the Floor – Linda Stilwell reported that several people fell over the platform at the Harvest Festival and asked what could be done to correct this hazard. Board discussed possibly roping off this area. Monthly Bills/Report Supervisor Owens presented the monthly bills for payment and the supervisor’s report. Motion made by Councilman Fisher, seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize the town clerk to purchase a battery backed surge protector from Staples at a cost of $149.98. Discussed – Vote - Supervisor Owens, no. Town Councilmen Fisher, Lovelace, Schehr, Stevenson, yes. Regular Town Board Meeting Minutes 12/8/99 4 Budget Amendments Motion made by Councilman Lovelace, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the following amendments to the 1999 General Fund budget. Transfer from Contingency 1990.4 $246.62 to A1410.4 Town Clerk Contractual $339.25 to A1420.4 Attorney Contractual $208.01 to A1620.415 Town Hall/ Misc. $ 37.51 to A1620.422 Town Barn Phone Discussion – True cost of Harvey Hill Rod Bridge to town. Cost $38,552.00. Discussed not paying town attorney’s bill until bill is clarified. Vote – Supervisor Owens, yes. Town Councilmen Lovelace, Schehr, yes. Town Councilmen Fisher and Stevenson, no. Motion made by Councilman Lovelace, seconded by Councilman Schehr that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #194-211, dated 12/8/99, in the amount of $5,923.08. Highway Fund vouchers # 158- 176, dated 12/8/99, in the amount of $42,255.79. Small Cities (HUD) Grant I voucher #5, dated 12/8/99, in the amount of $2,342.11. Small Cities (HUD) Grant II voucher #14, dated 12/8/99, in the amount of $256.28. Discussed charges for calls on the town attorney’s bill not directly involved with town government. Motion made by Councilman Lovelace, seconded by Councilman Schehr that the previous motion be amended that General Fund voucher #206 be with held for clarification and all other General Fund vouchers dated 12/8/99 be paid. Vote – Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Schehr, Stevenson, yes. Contracts Cable TV Franchise Agreement Concerns with agreement language. Public comments and board concerns to be sent of the town attorney for review before signing of Agreement. Regular Town Board Meeting Minutes 12/8/99 5 Enfield Fire Company Contract Motion made by Councilman Schehr, seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize the supervisor to sign the Enfield Fire Company 2000 contract. Discussion – Councilman Fisher would like to see Annual Report include a summary of number of loans, interest rates, amounts owed on loans, amounts paid on loans, amount remaining on loans. Councilman Fisher would like to see in contract what annual report need’s to include. (Councilman Fisher’s concerns were inaudible to transcribe.) Vote - Supervisor Owens, yes. Town Councilman Fisher, no. Town Councilman Lovelace, yes. Town Councilman Schehr, yes. Town Councilman Stevenson, abstained. Enfield Community Council Contract Motion made by Councilman Stevenson, seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize the supervisor to sign the Enfield Community Council 2000 contract. Discussion – Vote – Supervisor Owens, yes. Town Councilman Fisher, yes. Town Councilman Lovelace, yes. Town Councilman Schehr, yes. Town Councilman Stevenson, yes. SPCA Contract Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield authorize the supervisor to sign the SPCA 2000 contract. Discussion – Vote - Supervisor Owens, Town Councilman Fisher, yes. Town Councilman Lovelace, yes. Town Councilman Schehr, yes. Town Councilman Stevenson, yes. Agreement Between the Town of Enfield and Better Housing for Tompkins County, Inc. Motion made by Councilman Stevenson, seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize the supervisor to sign the Cooperative Agreement between the Town of Enfield and Better Housing for Tompkins County Inc., for the administration of the town’s Small Cities Grant #13-99-DH-360201. Discussion – Questioned administration fee. Need to sign contract before sending pre- applications. Need to know criteria for participation in program and any ground rules. Vote - Supervisor Owens, yes. Town Councilman Fisher, no. Town Councilmen Lovelace, yes. Town Councilman Schehr, yes. Town Councilman Stevenson, yes. Regular Town Board Meeting Minutes 12/8/99 6 New Business Planning Board Appointment Supervisor Owens presented Jim Varrichio’s name for appointment to the Town of Enfield Planning Board. Appointment of Jim Varrichio to the Town of Enfield Planning Board postponed until January meeting. Supervisor to check whose term of office he would fill. General Payroll Payment – Motion made by Councilman Lovelace, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve the advancement of the December 31st, 1999 General Fund Payroll to December 15th, 1999. Discussion- Councilman Fisher stated Association of Towns says no to this. Vote – Supervisor Owens, yes. Town Councilman Fisher, no. Town Councilmen Lovelace, Schehr, Stevenson, yes. Adjournment Motion made by Councilman Fisher, seconded by Councilman Lovelace that the regular Town Board Meeting of the Town of Enfield held Wednesday, December 8th, 1999 adjourn.
