TOWN OF ENFIELD
REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY, AUGUST 11TH, 1999
The regular monthly meeting of the Town Board of the Town of Enfield met Wednesday,
August 11th, 1999 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,
NY at 6:30 p.m.. Supervisor Owens presiding.
Present: Supervisor, Jean Owens; Town Councilman, Gary Fisher, Town Councilman
Joe Schehr, Town Councilman, Greg Stevenson. Town Councilman, Donald Lovelace
was absent. Others present were Highway Superintendent, Ron Updike; Bookkeeper, Pat
Podafulski and Town Clerk, Alice Laue.
Pledge of Allegiance to the Flag -
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor - No one wished to speak.
Approval of the July 14th, 1999 Public Hearing Minutes -
Motion made by Councilman Fisher, seconded by Councilman Schehr that the Town
Board of the Town of Enfield approve the adoption of the minutes of the Public Hearing
held Wednesday, July 14th, 1999.
Discussion -
Vote _ Supervisor Owens, yes. Town Councilmen Fisher, Schehr, Stevenson, yes. Town
Councilman Lovelace was absent.
Approval of the July 14th, 1999 regular Town Board Meeting minutes.
Page six, correct spelling of Haefle to Haefele.
Motion made by Councilman Fisher, seconded by Councilman Schehr that the Town
Board of the Town of Enfield approve the adoption of the minutes of the regular Town
Board Meeting held Wednesday, July 14th, 1999 as amended.
Discussion -
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Schehr, Stevenson, yes. Town
Councilman Lovelace was absent.

Reports/Committees
Tompkins County Board of Representatives - No report.
Recreational Partnership - Jane Murphy
Present Recreational Partnership to continue for one year. All participants are favorable
to this while contract is negotiated.
Enfield Community Council - Jane Murphy
150 children participated in Summer Camp. 100 at the community building and 50 at the
Enfield School under a satellite program sponsored by a Twenty First Century grant,
which is a federal grant.
Enfield Fire Department - Chief Stevenson
Written report.
Cemetery Committee - Written report.
Highway Department - Highway Superintendent, Ron Updike
Last month, patched potholes. Put final surface on the last mile of Aiken Rd (West) and
Tucker Rd. Hauled rocks for a paving project on East Enfield Center Road.
Highway Superintendent Updike asked the Town Board for a resolution to fulfill the
Town’s obligation to Phil White for the .11 acres of land on Bostwick Road bartered for
last Fall.
Two appraisals obtained - Peter Meskill appraised the .11 acres at $2100.00.
Long Appraisal Co. appraised the .11 acres at $1200.00.
RESOLUTION #13
Resolution made by Councilman Fisher, seconded by Councilman Schehr.
WHEREAS, the Town of Enfield has acquired .11 acres of land from Phil White, Jr. with
an appraised value of $1200.00 for straightening the top section of Bostwick Road
(Town portion), and,
WHEREAS, it has been determined by checking with the State Comptroller’s Office that
the verbal contract for this land can be fulfilled by services in kind by the Town Highway
Department up to the amount of the appraised value,
THEREFORE, the Town Board of the Town of Enfield authorizes the Town Highway
Department to carry out the verbally agreed upon services.

Planning Board - No report.
Bills/Supervisor’s Report
Supervisor presented monthly bills for payment and monthly Supervisor’s Report.
Highway Superintendent proposed the following amendment to the 1999 budget.
Voucher #41 on the 4/14/99 warrant be changed as follows - Charge of $518.00 to
Seneca Supply, be moved from line 5142.4 to line 5130.4 to cover over expenditure. by
Highway Superintendent on Snow Removal Contractual, appropriation line 5142.4
Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town
of Enfield 1999 budget be amended as follows.
Decrease Snow Removal Contractual line 5142.4 by $518.00.
Increase Equipment Repairs line 5130.4 by $518.00.
Discussion - Whether charge is a Snow Contractual expense or a Equipment Repair
expense.
Vote - Supervisor Owens, yes. Town Councilmen Schehr, Stevenson, yes. Town
Councilman Fisher, no. Town Councilman Lovelace was absent.
Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town
Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers
#124 - 136, dated 8/11/99, in the amount of $12,487.43. Highway Fund vouchers # 99 -
112, dated 8/11/99, in the amount of $26,819.99. Small Cities Grant II (HUD) voucher
#10, dated 8/11/99, in the amount of $4,748.33 and Enfield Fire Co., SF-1 voucher #8,
dated 8/11/99, in the amount of $13,994.00.
Discussion - Payment of long distance phone charges for unknown reason by unknown
person (s) to unknown persons from phone in Community Center Buiding.
Vote - Supervisor Owens, yes. Town Councilmen Schehr, Stevenson, yes. Town
Councilman Fisher, no. Town Councilman Lovelace was absent.

Old Business -
Community Building Renovation Committee
Councilman Schehr presented a resolution pertaining to the need of having a Community
Building Renovation Committee. Majority of board members present do not want to put
a lot of money into renovations of the community building. After a lengthy discussion
the following motion was made.
Motion made by Councilman Schehr, seconded by Councilman Stevenson that the
Community Building Renovation Committee resolution be tabled until the next meeting.
Discussion -
Vote - Supervisor Owens, yes. Town Councilmen Fisher, Schehr, Stevenson, yes. Town
Councilman Lovelace was absent.
Opposition to Publication of Assessment Information on the Internet
Councilman Fisher presented the following resolution to the town board.
RESOLUTION #14
Resolution made by Town Councilman Gary Fisher, seconded by Town Councilman
Joseph Schehr.
WHEREAS, Tompkins County has proposed putting property assessment
information on the internet where it would be readily available to anyone, and,
WHEREAS, citizens of the Town of Enfield have privacy concerns about such
publication and distribution on the internet, and,
WHEREAS, many property owners feel such information accessed over the
internet violates their right to privacy, and,
WHEREAS, no compelling need has been shown that necessitates internet access
to assessment information,
NOW THEREFORE, be it resolved that the Town of Enfield is absolutely
opposed to publishing assessment information on the internet.

Haefele TV Inc., Contract
Councilman Fisher would like a informal hearing on Haefele TV contract held
Wednesday August 25, 1999 at the community building at 7:00 p.m..

Motion made by Supervisor Owens, seconded by Councilman Schehr that the 8/11/99
regular Town Boarad Meeting of the Town of Enfield adjourn.
