The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, January 7th, 1998 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY. Meeting was held at 6:30 p. m. with newly elected Supervisor Owens presiding. Present: Supervisor, Jean Owens, Town Councilmen, Donald Lovelace, Gary Fisher, newly elected Town Councilmen Tom Drew and Greg Stevenson. Others present, Highway Superintendent, Ron Updike, Town Clerk, Alice Laue, Bookkeeper, Pat Podufalski. Pledge of Allegiance to the Flag - Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor - Tammy Alling - Hines Road spoke about concerns she had with a town snowplow hitting her mailbox. She wanted to know what was going to be done about it and what could be done to prevent this from happening again. Highway Supervisor Updike acknowledged damaging mailbox and suggested mailbox be brought up to U.S. Post Office regulations, 42 inches from bottom of mailbox to ground. Highway Law states if your mailbox is on the right of way, and it is the understanding that this mailbox is on the right of way, or anything you place on the right of way you place there at your own risk. Right of way on Hines Road is 49 1/2 feet. Highway Superintendent Updike offered to talk with complainant, again but complainant refused offer. Bertanne Bowman - Bostwick Road requested that as the public has to identify themselves when wishing to speak that members of the Town Board should do the same. Approval of Minutes - Public Hearing Minutes - December 3, 1997 Motion made by Councilman Drew and seconded by Councilman Fisher that the Town Board of the Town of Enfield approve for adoption the December 3, 1997 Public Hearing Minutes. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Stevenson - yes. Councilman Lovelace abstained. Regular Town Board Meeting Minutes - December 3, 1997. Motion made by Councilman Drew and seconded by Councilman Fisher that the Town Board of the Town of Enfield approve for adoption the minutes of the December 3, 1997 regular Town Board meeting with the following corrections. Page 5 - Supervisor’s Term of Office add which was on the 1997 General Election ballot. Page 7 insert the word highway before sander, so it reads new highway sander. Town Board Meeting Minutes 1/7/98 2 Resolution 97-16 Grant I should read Grant I Voucher #5 in the amount of $402.06/ Grant II Vouchers 14 in the amount of $574.61 and Voucher #15 in the amount of $1404.55 for a total amount of $1979.16. Vote - Supervisor, Jean Owens Town Councilmen Drew, Fisher and Stevenson - yes. Councilman Lovelace abstained. Standard Resolution for the Payment of Town Bills Amendment Motion made by Councilman Fisher and seconded by Councilman Fisher that the Town Board of the Town of Enfield amend the Standard Resolution for the Payment of Town Bills lls as follows - Date: Moved by Seconded By The Town Supervisor is authorized to pay the bills/voucher listed on the General Fund Abstract, dated________________, commencing with voucher number _____________ through voucher number ___________, for a total of ____________________. The Town Supervisor is authorized to pay the bills/vouchers listed on the Highway Fund Abstract, dated ______________________,commencing with voucher number _____________ through voucher number _____________,for a total of _______________. Special Town Board Meeting Minutes, December 29th, 1997 Motion made by Councilman Drew and seconded by Councilman Fisher that the Town Board of the Town of Enfield approve for adoption the minutes of the December 29th, 1997 Special Town Board Meeting with the following correction. Page two - Verbiage should read as on form A.C.954 Agreement To Spend Town Highway Funds (1997). Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Stevenson - yes. Town Councilman Lovelace - abstained. Town Board Meeting Minutes 1/7/98 3 Correspondence - Nancy Oltz - TCAT - Tompkins Consolidated Area Transit Nancy Oltz gave a presentation on the transit services in Tompkins County. They are trying to redesign all the routes so they reach all communities in Tompkins County. January 15th, 1998, Thursday evening, TCAT is holding a public hearing at the Enfield Community Building to discuss what the Town of Enfield’s needs are for bus service. Surveys are available. Tomokins County Board Representative - Dan Winch Congratulated newly elected members to the Town of Enfield Town Board. County Representatives Peter Meskill and Dan Winch will rotate meetings. County Board of Representatives had their Organization meeting January 3, 1998. Dan Winch to continue working on Public Works Committee. Enfield Community Council - Marnie Kirchgessner Very active year last year, Started process last Fall of looking at Teen Program. Had presenters come out and talk about various ways of consolidating and or working with youth in developing programming that youth were interested in. Process is continuing. Newsletter deadline this week. Elections to be held shortly. Scott Miller, Esq. - Expressed his interest in being Town of Enfield attorney. Fire Department - Roy Barriere Election of Officers held beginning of December 1997, Installation of Officers, December 13th, 1997. At the Installation of Officers two charter members, Harold Laue and Richard Hubbell, ten life members, two double 00 (40 year members)Dominic Seamon and Charlie Sheffield were present. Over eleven month period members have devoted over 9000 hours for emergency calls, trainings, work details, etc., which is equivalent to almost 5 full time employees. Junior Fire Fighter Program (past Explorer Scout Program) has 8 active members and during same 11 month period they devoted 1600 hours. End of year financial report along with complete membership list will be available for next meeting. Sunday, January 11th, 19988 first chicken barbecue for year. Barbecues to be held the second Sunday of month through April. Nine new members, largest increase in new membership since fire company was started. Age group of Junior Fire Fighters 14 - 17 years of age, graduates of Eight Grade and Town of Enfield residents. Town Board Meeting Minutes 1/7/98 4 Contracts - Renewal of Interminicipal Consortium Agreement for Year 1998. Motion made by Councilman Fisher and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve the adoption of the Tompkins County Consortium - Renewal of Interminicipal Agreement for year 1998. Discussed cost of testing and if drug and alcohol testing was done at the same time. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Lovelace, Stevenson - yes. Recreational Partnership 1997 - 1999 Motion made by Councilman Fisher and seconded by Councilman Drew that the Town Board of the Town of Enfield authorize Supervisor Owens to sign the Terms of Agreement for the Recreational Partnership 1997-1999. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Lovelace, Stevenson - yes. Agreement To Spend Town Highway Funds 1998 Highway Superintendent Updike asked Supervisor and Town Board members present to sign Agreement to Spend Town Highway funds (1998). Councilman Fisher asked if the Agreement To Spend Town Highway Funds (1998) could be modified throughout the year and recommended that the sum of $100,000.00 be put in and see where Town stands with the addition of $10,000.00 down the road if we need to amend. Highway Superintendent Updike initialed. 1998 Organizational Resolutions Motion made by Councilman Lovelace and seconded by Councilman Drew that the Town Board of the Town of Enfield go into Executive session for Personnel issues. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Lovelace, Stevenson - yes. Motion made bye Supervisor Owens that seconded by Councilman Lovelace that the Town Board of the Town of Enfield invite the Town Clerk, Highway Superintendent and Bookkeeper to the Executive session. Vote: Supervisor Owens, Town Councilmen Drew, Lovelace, Stevenson - yes. Town Councilman Fisher - no. Executive Session opened at 8:30 p.m. Motion made by Councilman Lovelace and seconded by Councilman Drew that the Executive session close. Vote - Supervisor Owens, Town Councilman Drew, Fisher, Lovelace, Stevenson - yes. Executive Session closed at 9:47 p.m Town Board Meeting Minutes 1/7/98 5 Motion made by Councilman Lovelace and seconded by Councilman Drew that the regular Town Board of the Town of Enfield resume. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Lovelace, Stevenson - yes. Session of the regular 1/7/98 Town Board meeting resumed at 9:50 p.m. Motion made by Councilman Stevenson and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve for adoption the 1998 Organization Resolutions. (attached). 1998 Budget Amendment Motion made by Councilman Drew and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve the adoption of the following 1998 Budget Amendment transaction. 1998 Budget Amendment From Highway Fund To General Fund Buildings 1620.4.1 $7,000.00 Traffic Control 3310.4 1,500.00 Garage 5132.4 2,600.00 Insurance 1910.4 9,671.00 As A Result of These Transfers - Reduce Highway Fund and Increase General Fund Tax Revenue by $20,371.00 Split Comptroller 1315.1 As Follows: $3,912.00 To Remain in 1315.1 $2,328.00 To Go to 1315.4 For Contractual Expense (EG Paychex). Monthly Bills - Resolution ‘98 #1 Standard Resolution for the Payment of Town Bills Dated January 7th, 1998 Moved By Councilman Lovelace Seconded By Councilman Drew The Town Supervisor is authorized to pay the bills/vouchers listed on the General Fund Abstract, dated January 7th, 1998, commencing with voucher number 1 through voucher number 9, for a total of $21,957.86. The Town Supervisor is authorized to pay the bills/vouchers listed on the Highway Fund Abstract, dated January 7th, 1998, commencing with voucher number 1 through voucher number 4, for a total of $2,495.55. Town Board Meeting Minutes 1/7/98 6 The Town Supervisor is authorized to pay the bills/vouchers listed on the HUD Grant I Abstract, commencing with voucher number 0, through voucher number 0, for a total of 0. The Town Supervisor is authorized to pay the bills/vouchers listed on the HUD Grant II Abstract, commencing with voucher number 0, through voucher number 0, for a total of 0. SARA Grant Application Grant in the amount of $8,752.00 would be to complete indexing of Town Board minutes, microfilming Town Board minutes/records, preparing copies to be provided to the Tompkins County DeWitt Historical Society, local school (Enfield), Town Clerk’s office, State Archives, Safety Deposit box, original to mountain storage in Pa., for storage at approximately $50.00 per year. Printing of 6 hard copies for storage at same location as original. Microfilm printer reader for Town Hall. Microfilming done by Challenge Industries. Motion made by Councilman Fisher and seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize the Supervisor and Records Management Officer to sign the Local Government Records Improvement Fund Grant Project application 1998-1999. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Lovelace, Stevenson - yes. Town Audit Meeting Motion made by Councilman Stevenson and seconded by Councilman Drew that the Town Audit meeting be held Tuesday, January 20th, 1998 at the Enfield Community Building at 6:30 p.m. Vote: Supervisor Owens, Town Councilmen Drew, Fisher, Lovelace, Stevenson - yes.
