The regular meeting of the Town Board of the Town of Enfield was held Wednesday, November 4th, 1998 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY at 7:35 p.m. Supervisor Owens presiding. Present: Supervisor Jean Owens, Town Councilman Tom Drew; Town Councilman Gary Fisher; Town Councilman Donald Lovelace; Bookkeeper Pat Podafulski; Town Clerk Alice Laue. Pledge of Allegiance - Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor - Jack Hubbell asked permission to take yearly picture of the Town Board. Adoption of October 5th, 1998 Regular Meeting Minutes- Correct spelling of name Schrer to Schehr. Motion made by Councilman Drew, seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve the adoption of the October 5th, 1998 minutes of the regular Town Board meeting. Discussion - Vote: Supervisor Owens, yes; Town Councilman Drew, yes; Town Councilman Fisher, yes; Town Councilman Lovelace, yes; Town Councilman Stevenson, yes. Correspondence - Letter from Division of Assessment in regards to changes in exemption levels. Supervisor Owens turned this correspondence offer to Assessment Review Chairperson, Councilman Fisher. Letter from Recreation Partnership Group. Publication from NYMIR in regards to rate reduction CMS - in regards to copier trade in. Town Board Meeting Minutes 11-4-98 2 Committees Enfield Community Council - Joe Schehr Month of October - Spent time on budget. Starting to evaluate Summer Camp. Newsletter three people applied for editor position. Checked into bulk mail rate. Looking at printing costs. Cost of newsletter should be available for next meeting. Enrichment Program started. Intern from Ithaca College doing this program. Teen Program working with middle school. Harvest Festival - preliminary figure around $2400.00. Fire Company -- Roy Barriere No numbers for calls for month of October. Defensive Driving Course - three people from community participated. Four members of the Fire Company participated. Presently two people registered in EMT course, two people registered in First Responders Course, three EMT registered in EMT Refresher Course. In the last two months twenty-one members have taken the Professional CPR Course. Blood Drive doesn’t look like it was going to happen. Highway Department - Highway Superintendent Ron Updike Finished up Chipping. Spent two weeks putting down road shoulders in Town of Enfield, Ulysses, Newfield, Ithaca, Caroline. All towns worked together on this project. Back working on Bostwick Road. Point pretty much torn out in an effort to reduce the sharpness of bend. Hope to get gravel down this Fall. Item not pertaining to Highway Department. Election Day Highway Superintendent received numerous comments regarding polling place. Numerous long lines of people waiting to vote. People wanted to know who made the decision of using only two machines. Board of Elections decision. Hammond Heating and Plumbing gone out of business. Need to find someone to do furnace repairs and cleaning. Supervisor Owens asked Highway Superintendent to look into this matter. Highway Superintendent to contact two or three people and get back to the board. Cemetery Compnay - Peggy Hubbell Peggy was invited to Historic Ithaca’s lecture on Restoration of Cemeteries. Learned how old cemeteries should look. Peggy asked where the sum of $900.00 turned over from Roger Laue went. Money put in Cemetery Memorial account. Councilman Fisher stated revenue needs to show on budget. Town needs record of cemetery revenues received. Planning Federation Meeting - Rick Chase SEQR Workshop training to be held November 19, 1998 at the Clairon Hotel. Town Board Meeting Minutes 11-4-98 3 Budget Amendment - Supervisor Owens asked for the following budget amendments. Transfer from Contingency 1990.4 $293.25 to Justice Contractual A1110.4 Transfer from Contingency 1990.4 to A7320.4 $2523.00. After a discussion of transfer to A7320.4 account it was decided not to do this transfer until more information of overpayment of this account was obtained. Motion made by Councilman Drew, seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize the transfer of a total of $293.25 from Contingency Fund A1990.4 to A11104 Justice Contractual. Discussed over expending of budget line and need to watch budget lines closer. Vote: Supervisor Owens, yes; Town Councilman Drew, yes; Town Councilman Fisher, yes; Town Councilman Lovelace, yes; Town Councilman Stevenson, yes. Monthly Bills - Supervisor Owens presented General Fund, Highway Fund, Small Cities Grant I and Grant II and SARA vouchers for payment. Discussed Enfield Community Council voucher #198. This voucher withheld for clarification. Motion made by Councilman Lovelace, seconded by Councilman Stevenson that the Town Board of the Town of Enfield authorize the Supervisor to pay General Fund vouchers, #195-197 and 199-224, dated November 4, 1998, in the amount of $3,587.03, Highway Fund vouchers, #155-168, dated November 4, 1998, in the amount of $21,093.07. SARA Grant voucher, #1, dated November a4, 1998, in the amount of $5,603.50, Small Cities Grant I (HUD) voucher #2, dated November 4, 1998, in the amount of $ $352.91 and Small Cities Grant II (HUD) voucher #9, dated November 4, 1998, in the amount of $718.85. Discussed - Discussed length of time these grants were running and cost of administrative fees for grants. Vote: Supervisor Owens, yes; Town Councilman Drew, yes; Town Councilman Lovelace, yes; Town Councilman Fisher, yes; Town Councilman Stevenson, yes. Unfinished Business - Albert Oltz’s request for Subordination of Diminishing Agreement Lien. Questioned was if Mr. Oltz was aware of an increase in his taxes, lack of escrow on loan, Motion made by Town Councilman Greg Stevenson, seconded by Councilman Donald Lovelace, that the Town Board of the Town of Enfield approve the Subordination of the Diminishing Lien Agreement of the Albert Oltz HUD Grant Loan. Subordination of the Diminishing Lien Agreement places U. C. Lending Company as first mortgage holder and the Town of Enfield as second mortgage holder. Town of Enfield will not pay any filing fees. Town Board Meeting Minutes 11-4-98 4 Discussion - Vote - Supervisor Owens, yes; Town Councilman Drew, yes; Town Councilman Lovelace; yes; Town Councilman Stevenson, yes. Town Councilman Fisher, no. Junkyards - Councilman Stevenson read part of Section #136 of the General Municipal law which requires persons operating Junkyards in towns who do not have local laws, ordinances or regulations regulating automobile junkyards to apply for a license and a certificate of approved location from such towns. After a length discussion agreement was if licensed by state no need to be licensed in town. Councilman Stevenson to check with Code Enforcement officer to see how they feel about this. 10 Wheel Dump Truck Lease - none to date. Cookbook Money - Discussed need to earmark monies received from cookbooks sales for use in publishing history book. Discussed what budget line needs to be used. This is to be addressed at January 1999 meeting. SPCA - SPCA agreed to a 2% contract increase. Contract amount $6316.00. Final Budget Reviewed and amended proposed Town of Enfield 1999 Preliminary Budget. Discussed need of the Fire Company to apply the difference between budgeted amount and loan payment made to principal due. Motion made by Councilman Drew, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve for adoption the Town of Enfield 1999 amended Preliminary Budget as the Town of Enfield 1999 Final Budget. Discussion - Vote: Supervisor Owens, yes; Town Councilman Drew, yes; Town Councilman Lovelace, yes; Town Councilman Stevenson, yes. Town Councilman Fisher, no. Adjournment - Motion made by Councilman Stevenson, seconded by Councilman Drew that the November 4, 1998 regular meeting of the Town Board of the Town of Enfield adjourn. Discussion - Vote: Supervisor Owens, yes; Town Councilman Drew, yes; Town Councilman Fisher; Town Councilman Lovelace, yes; Town Councilman Stevenson, yes.
