TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY, OCTOBER 7TH, 1998
6;30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, October 7th, 1998 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York
at 6:30 p.m.. Deputy Supervisor Greg Stevenson presiding.
Present: Deputy Supervisor/Town Councilman, Greg Stevenson; Town Councilman, Tom Drew; Town Councilman, Donald Lovelace; Town Councilman, Gary Fisher. Absent, Supervisor Jean Owens.
Others present, Highway Superintendent, Ron Updike, Bookkeeper, Pat Podufalski; Town Clerk, Alice Laue.
Pledge of Allegiance to the Flag -
Deputy Supervisor Stevenson led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor - No one wished to speak.
Correspondence -
Rabies Clinic - Tuesday, October 20th, 1998 - 7:00 - 9:00 p.m. Town Highway Barn.
Flu and Pneumonia Shot Clinic - Thursday, October 29th, 1998 - 4:00 - 6:00 p.m. Enfield School.
Approval of September 5, 1998 regular Town Board Meeting minutes.
Additions and Corrections.
Page 4 - Under Highway correct depth of cut to read - back 40’ on North side and length about 270’ East and West.
Page 2 - Add - Mobile homes to be replaced with used mobile homes within the town.
Motion made by Councilman Drew, and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve the adoption of the September 5th, 1998 regular Town Board Meeting
minutes as amended.

Approval of September 21st, 1998 Special Town Board Meeting minutes -
Motion made by Councilman Drew, seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve the adoption of the September 21st, 1998, Special Town Board Meeting
minutes.
Discussion -

Reports/Committees -
Tompkins County Board Representative - Peter Meskill
Representative Meskill spoke on where county is in their budget process. County approved monies to study space problems at Tompkins County Safety Building. Study to get underway immediately.
Because of Election Day, Tuesday, November 3rd, 1998, the County Board of Representatives November meeting will be held on Wednesday, November 4th, 1998, the same night as the Enfield
Town Board meets, therefore, our county representatives won’t be attending our meeting.
Enfield Community Council - Joe Schrer
1997 Audit is in.
After School program has started. Met several times with Cooperative Extension on Teen Program. One of the big things is trying to develop a program for middle school to ease the transition
from elementary to middle school. Newsletter to be out soon.
Enrichment Program planning has taken place and is ready to start.
Tompkins County Fire and EMS Coordinator - Jack Miller
Mr. Miller spoke on the proposed county’s new communication system.
Enfield Fire Company - Roy Barriere
Total calls for September was 16. 12 EMS calls, 3 Service calls, 1 Mutual Aid call to Trumansburg.
Defensive Driving Course scheduled for Tuesday, October 20th and Wednesday, October 21st, 1998. This is a six hour course and is scheduled from 7 - 10 p.m. each night course is scheduled.
Course cost is $35.00 and there are about 10-12 open seats.
Red Cross Blood Drive scheduled for Saturday morning, 12/5/98. Sign up sheet available at Harvest Festival, Saturday, October 17th, 1998.

Highway Department - Superintendent Ron Updike
Superintendent Updike reported Highway Department was making head way on Bostwick Road. They have stopped to do Chip sealing. Black Oak Road and Griffin Road were done to day, October
5th, 1998.
Highway Superintendent Updike presented a resolution Authorizing the Execution and Deliver of Town of Enfield Equipment Lease and Option to Purchase Agreement for 10 wheel dump truck.
Councilman Fisher questioned lack of a copy of lease for board’s review. Truck scheduled for early February delivery.
Resolution tabled until a copy of lease is obtained for board review.
New Pickup is in. Old pickup sold at the Ontario County Municipal auction for $1800.00. Town will be receiving a check in the amount of $1620.00. Commission of $180.00 to be deducted
from amount of $1800.00. $1620.00 is to be deposited in the Highway Equipment Reserve fund.
Cemetery Committee - Peggy Hubbell
Poison Ivy problem taken care of. Clark Marshall to start work this week in Christian Cemetery. Forty-three big stones to be reset. Work to be done is section North of section done
last year.
Code Enforcement - Written report.
Monthly Bills -
Deputy Supervisor presented General Fund and Highway Fund vouchers for payment. Supervisor’s monthly report also presented.
Discussed number of calls made on telephone in Community Building. Seventy-eight local calls from 9-13 to 10-12 made, plus two long distance calls to Cortland. Questions are who made
calls to Cortland and if there is a block on long distance calls on this phone?
Motion made by Councilman Lovelace, and seconded by Councilman Drew that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers numbered 180-200,
dated 10/7/98, in the amount of $4,994.79. Highway Fund vouchers numbered 139 -154, dated 10/7/98, in the amount of $35,856.44.
Discussed payment of Community Building Bell Atlantic phone bill. Bill is a prepaid bill, therefore, already paid. Clerk to check on phone block and calls made to Cortland.
Vote:- Deputy Supervisor Greg Stevenson, yes. Town Councilman Drew, yes. Town Councilman Lovelace, yes. Town Councilman Fisher, agreed to payment of bills with the exception of Bell
Atlantic telephone bill for Community Building.

Highway Equipment Reserve Fund Resolution -
Superintendent Updike asked for a resolution authorizing the use of $21,367.70 from the Highway Equipment Reserve Fund, line 5130.2.
RESOLUTION -
WHEREAS, the Town Board authorized on March 4th, 1998 the purchase of a 1998 Chevrolet, CK 250 Pickup with plow; and,
WHEREAS, the lowest price obtained was through State Contract; and,
WHEREAS, the Town Board evaluated financing alternatives and determined to pay cash;
NOW, THEREFORE, BE IT RESOLVED, that the sum of $21,367.70 be appropriated from the Highway Equipment Reserve Fund, line 5130.2, to purchase said truck from Robert Green Truck Division/GMAC.
Councilman Fisher made the resolution and the resolution was seconded by Councilman Lovelace.

Unfinished Business -
Tentative Budget
Due to absence of supervisor and need of board members to review Tentative Budget motion was made to hold a Special Town Board meeting.
Motion made by Councilman Drew, and seconded by Councilman Lovelace that the Town Board of the Town of Enfield hold a Special Town Board Meeting, Thursday, October 29th, 1998 at the
Enfield Community Building at 6:30 p.m. to discuss the 1999 Tentative Budget.
Discussion - Councilman Fisher asked what the figures the board is looking at were, budgeted or amended figures?
Vote: Deputy Supervisor Greg Stevenson, yes. Town Councilman Drew, yes. Town Councilman Lovelace, yes. Town Councilman Fisher, no.
Public Hearing on the Adoption of the 1999 Preliminary Budget scheduled for Wednesday, November 4th, 1998 at the Enfield Community Building at 6:30 p.m. Public invited.

New Business -
1999 Contracts
SPCA - Councilman Fisher asked if a letter has been sent to the SPCA inquiring as to why they where asking for the increase they requested?
Discussed holding a Public Hearing December 2, 1998 on the 1999 contracts with the Enfield Fire Company, Enfield Community Council, and the SPCA. Public Hearing scheduled to be held
Wednesday, December 2nd, 1998. Contract hearing scheduled as follows - Enfield Fire Company - 6:30 p.m., Enfield Community Council - 6:40 p.m., and the SPCA 6:50 p.m.
Copies of contracts to be given to Board Members in November for review before Public Hearing.
Items mentioned -

Cookbooks sold to date - 282.
Question for clarification. Councilman Fisher asked, money transferred to MBIA in Rolfe and Budd Cemetery accounts is $1,000.00 each. How was figure chosen? Answered by Bookkeeper,
Pat Podufalski, needed to leave a small amount of money in TCTC bank accounts to keep them open because MBIA money transfers are transferred to a bank account.
Quilt? No one present has information on this subject.

Motion made by Councilman Drew, and seconded by Councilman Lovelace that the regular meeting of the Town Board of the Town of Enfield held Wednesday, October 7th, 1998 adjourn.
