A Special Meeting of the Town Board of the Town of Enfield was held Monday, December 29th, 1997 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,NY at 6:30 p.m. Supervisor Mather presiding. Present: Supervisor, William Mather; Town Councilmen, Pat Dougherty, Lanny Clark. Town Councilman, Gary Fisher, late. Town Councilman, Donald Lovelace, absent. Others present,Highway Superintendent,Ron Updike,Town Clerk,Alice Laue. Pledge of Allegiance- Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag. Monthly Bills- Resolution 97-16(see attached) Vote- Supervisor Mather, Town Councilmen, Dougherty, Clark,yes. Town Councilman Fisher, late, Town Councilman Lovelace,absent Contracts Motion made by Councilman Dougherty and seconded by Councilman Clark that the Town Board of the Town of Enfield authorize Supervisor Mather to execute the contracts previously presented to the Town Board. Contracts are 1998 Enfield Volunteer Fire Company contract in the amount of$162,761.00 as exactly discussed. 1998 Enfield Community Council contract in the amount of$35,877.00,exactly as discussed. Vote- Supervisor Mather, Town Councilmen Dougherty and Clark,yes. Town Councilman Fisher, late. Town Councilman Lovelace,absent. Cemetery Maintenance Agreement for 1998 Supervisor Mather has spoken with John Meeker and Roger Laue. They both would like to do the cemetery maintenance next year at the same rate. Cemetery Committee agreeable to this. Letter of agreement needs to be sent. Motion made by Councilman Dougherty and seconded by Councilman Clark that the Town Board of the Town of Enfield authorize the execution of a letter of agreement for cemetery maintain for the year 1998 be sent to John Meeker and Roger Laue. Cemetery maintaince work to be done at the 1997 rate. Vote- Supervisor Mather,Town Councilmen Dougherty and Clark,yes. Town Councilman Fisher, late, Town Councilman Lovelace,absent. Special Town Board Meeting Minutes 12-29-97 2 Courts/Community Building Carpeting done for Courts. Guide lines on building maintenance needs to be made by the Town Board. Highway Superintendent Updike reported that Wright Risk Management Representative and he did a walk through tour of all town buildings. Tour showed highway barns in good shape. Community Building(downstairs)cardboard and boxes, etc., packed tight up against furnaces. Stacks of food pushed tight up against hot water heater in the back. Etc. Nothing in writing yet. Concerned about fire hazards. Housekeeping is a problem. Need to address security of building, also. Telephone bills in the amount of $102.05 charged to the community building for out of country calls. Councilman Fisher recommend and board agreed that a long distance block be put on the community building phone. Work to be done for Courts- Purchasing of rubberfeet for chairs and tables to protect carpet. Steel door on kitchen with key system. Justices to have keys. Number system,alternative lock for kitchen. Wall to kitchen plugged, door enclosure installed on backdoor. 'Need to look at a programmable seven day memory thermostat with a locking cover for thermostat. Purchase two new tables, Court signage. Concerns- Who is going to have keys? Compatibility of system to mechanize on furnace to turn on/off. Need to make sure of this. Changing location of thermostat. Question asked- Who has keys to Community Building?How do we secure the building? Funding- Motion made by Councilman Clark and seconded by Councilman Fisher that the Town Board of the Town of Enfield approve the authorization to move$3042.10 from the Contingency Fund to line 1620.4 Building account. $402.16 (Stover's) for lumber& hardware, $2,523.70(Warehouse Carpet Outlet)carpeting and$116.64 (Wickes Lumber) steel door. Vote: - Supervisor Mather,Town Councilmen Dougherty, Clark and Fisher, yes. Town Councilman Lovelace absent. Agreement to Spend Highway Funds- Highway Superintendent Updike asked the Supervisor and Town Board members in attendance to sign an Agreement of Spend Highway Funds. Supervisor Mather, Town Councilmen Dougherty and Clark signed agreement. 275 Special Town Board Meeting Minutes 12-29-97 3 Burial of Underground Cable on Hines Road- We have a moritoriam on burial of underground cable. Superintendent has an application for a permit from NYNEX(Bell Atlantic)to bury telephone cable for improved service on Hines Road. (Push 4"PVC conduit under the road. Under special conditions bury cable minimum of 36"deep, go around all sluice pipes, complete and restore all highway rights of way.- Highway Superintendent asked what the board's wishes were. Consensus-When line is moved from ditch on Harvey Hill Road,permit will be considered. Need written agreement to correction of previous work done before granting permit. If this is a problem,they should contact our town attorney. Based on experience of installation on Harvey Hill Road, we would like to know where they propose putting cable. Highway Superintendent to contact NYNEX(Bell Atlantic)representative with town's concerns. SARA Grant Motion made by Councilman Fisher and seconded by Councilman Dougherty that the Town Board of the Town of Enfield authorize Diane Nelson to write a SARA Grant application soliciting funds to finish indexing Town Board Meeting minutes, purchase a microfiche readers and micro film to film town records. Writing of grant application not to exceed cost of$250.00. Vote: Supervisor Mather,Town Councilmen Dougherty,Clark and Fisher,yes. Town Councilman Lovelace absent. Announcement by Town Councilman Dougherty Starting Thursday,February 5th, 1998 and continuing thereafter Town Justice Warden's court will convene from 9:30 a.m. to 11:30 a.m. Adjournment- Motion made by Councilman Clark and seconded by Councilman Dougherty that the December 29th, 1997 Special Meeting of the Town Board of the Town of Enfield adjourn.
