HomeMy WebLinkAbout1997-12-03 2 TOWN OF ENFIELD REGULAR TOWN BOARD MEETING MINUTES WEDNESDAY,DECEMBER 3RD, 1997 6:40 P. M. The regular Town Board meeting of the Town of Enfield was held Wednesday, December 3rd, 1997 at 6:40 p.m. at the Enfield Community Building, 182 Enfield Main Road, Ithaca,New York. Supervisor Mather presiding. Present: Supervisor, William Mather; Town Councilmen, Pat Dougherty, Lanny Clark and Gary Fisher. Town Councilman Donald Lovelace was absent. Others present were Highway Superintendent, Ron Updike and Town Clerk, Alice Laue. Approval of the November 5th, 1997 Minutes - Motion made by Councilman Dougherty and seconded by Councilman Fisher that the Town Board of the Town of Enfield approve for adoption the November 5th, 1997 Public Hearing minutes and the minutes of the November 5th, 1997 regular Town Board meeting with the following correction to the Public Hearing minutes. Correct sentence two in paragraph seven to read Funding fire company budget request at$161,761.00,with a$1,000.00 incentive for total of$162,761.00. Vote: Supervisor Mather,Town Councilmen Dougherty, Clark and Fisher,yes. Town Councilman Lovelace absent. County Board Representative -Dan Winch Representative Winch spoke of past Town Councilman Garry Achilles dedication to the Town of Enfield. He also spoke of Town Councilman Clark's and Supervisor Mather's dedication to the Town of Enfield during their term of office and wished them well in their future activities. Representative Winch feels that 1997 has been an interesting,productive year for the Board of Representatives. The 1997 budget review was more in-depth and the first year the budget has been unanimously passed over the last eight years. Public Safety Program - Electronic Monitoring Representative Winch volunteered to test a electronic monitoring device. This device is worn on the ankle of a person under house arrest. The county is testing this device for possible use. 271 Town Board Meeting Minutes 12-3-97 3 Representative Peter Meskill Representative Meskill thanked the members of the Town Board who are leaving for their service to the Town of Enfield Electronic monitoring is on a two year trial basis and 911 is working well. State Police Satellite - Moving to K building in Spring of 1998. W. J. Farmer Insurance Jeff Farmer former Sprague Insurance Agency broker/agent who handled the Town of Enfield insurance is now an independent broker/agent and would like to continue serving as the Town of Enfield insurance broker/agent. Jeff is still a broker/agent for NYMIR. If the Town of Enfield decides to retain Jeff Farmer as their insurance broker/agent they need to write a letter to NYMIR, informing them that W. J. Farmer Insurance as of l/l/98 will be the town's insurance broker/agent. Highway Supervisor Updike stated the advantages of having an insurance broker/agent locally to contact when need be. Jeff knows the Town of Enfield's insurance and has handled any calls Superintendent Updike has made to him in an efficient manner. Committee Reports- Cemetery Committee-Peggy Hubell Talked about Mr. Reed a former Enfield resident ,now resided in Canada, who was looking for information about the house in the Town of Enfield where he formerly resided. The house has been located, pictures taken and mailed to Mr. Reed. Committee didn't accomplish much. Enfield Community Council- President,Joe Schrer Thanked the councilmen and supervisor who are leaving the Town Board for their work. Information obtained from the Youth Bureau gave the statistics that Enfield has had a 4.75%growth rate. Program wise, in normal After School programming,40 enrolled in Enrichment program, 40-45 in the Basketball program. Thinking of redoing the Enrich ment program,exploring changing our input into middle school where there is a transitioning problem for Enfield students coming from a small community into the large Ithaca community. Fire Department- Chief Neno Report for November 1997. Twenty-one calls. Thirteen EMS, four MVA's, two dispatching errors,one Fire Police mutual aid to Ithaca for a bad MVA. one hazardous condition call. Majority of members attended and passed Red Cross CPR course. Forty- six active members. One new member. 4 Town Board Meeting Minutes 12-3-97 Supervisor Mather thanked people working on committees. Proud of committees. Community Council. Old Business- Contracts - 19988 SPCA Contract Motion made by Councilman Fisher and seconded by Councilman Clark,that the Town Board of the Town of Enfield grant Supervisor f Mather the authorization to sign the January 1, 1998 SPCA contract in the amountClark,Fisher-yes. Town Vote: Supervisor Mather,Town Councilmen Dougherty, Councilman Lovelace absent. 1998 Enfield Volunteer Fire Company contract and 1998 Enfield Community Council contract. rvisor Mather giving contract to fire company an Town Board agreed on Supe community council for review. Answer, agreement stipulated when negotiating that$8,000.00 of the funds given would i$8 000.00 s putty to a truck replacement a fund designated for equipment replacement. Fire Company Barriere stated fund. Category under disbursement on financial statement. Note that$8,000.00 fund needs to be increased to $I o,000.00 in contract. Change word equipment to vehicle. Carpeting-Community Building day,December Sth, 1997. Approximate cost of Carpet people to measure for carpeting Fri carpet$2,000.00. Work done by December 31, 1997. Dog Enumeration- of these licenses new dog licenses. In In November of 1997 license 80 dogs, 51 November of 1996 issued twenty licenses. Cross check being done on people who showed up for the rabies clinic. SPCA now doing follow up. 272 Town Board Meeting Minutes 12-3-97 5 Code Enforcement - Code Enforcement officers are to be scheduled to attend Town Board Meetings. Bring this back to January meeting for scheduling. Proposal for Proposition 1 Change in Supervisor's Term of Office Deputy Supervisor Dougherty reported that she didn't call town attorney. (1)Proposition defeated. (2) Cost around$10,000.00 to put proposal back on ballot. (3) Would have to file a complaint in State Supreme Court to run proposal again. Consensus-Not necessary to do again,defeated 2-1 first time around, qualified attempt to see how Enfield residents voted, large percentage voted on it(406-239), voted down. Doesn't warrant another vote. Supervisor Mather agreed with decision but stated that the very essence of democracy was pre-empted in this town. Board of Election controlled the question. They didn't control how you voted. Your right and privilege to vote was pre-empted by two people who made a decision on bad information. They pre-empted the very essence of your privilege to vote New Business Correspondence- Tompkins County Municipal Officials Association inviting us to spend about$500.00 as a municipality if we are interested in having a quality ordinance written addressing towers. Information to be turned over to incoming supervisor. Tompkins County Engineer Lampman letter notifying Town of Enfield that Tompkins County is planning to replace the Harvey Hill Bridge over Enfield Creek the Summer of 1999. Cost estimate of approximately$200.000.00. Town of Enfield portion would be 20%or approximately $40,000.00. Appointment Process- Information will be passed on to incoming supervisor so she will be aware of appointment process for various advisory boards at the county level that the Town of Enfield has the right and privilege to appoint people to. Kuma's Letter of concern about Kuma from an Enfield resident read. Town Board Meeting Minutes 12-3-97 6 Rabies Clinic- At the rabies clinic held in October a total of 192 animals were vaccinated. 94 dogs and 98 cats. In 1996 at the rabies clinic 187 animals were vaccinated, 109 dogs and 78 cats Federation Planning Board- Rick Chase Continuing work on training and education for local municipals in planning. Hoping to put together a local training program for planning board members on the roles and duties of planning board members. Monthly Bills- Questions-Appropriation accounts, a lot charged to buildings, i.e. Kinko's?Postage stamps? Office Supplies go under 1620.4 and to a sub-set. We don't have a separate office supply number. Is any account line items over? Possible $11.00 on Supervisor Contract expense until adjustment from Paychex's. Resolution#15 - (See attached). Vote: Supervisor Mather, Town Councilmen Dougherty,Clark yes. Town Councilman Fisher no. Town Councilman Lovelace absent. Special Meeting- Special Meeting to be held Monday, December 29, 1997 at 6:30 p.. at the Enfield Community Building. Insurance Broker/Agency After discussing the pro's and con's of having a local insurance broker/agency it was decided to sign and send a letter to NYMIR advising them of a change in insurance broker/agency. Motion made by Councilman Fisher and seconded by Councilman Dougherty that the Town Board of the Town of Enfield authorize Supervisor Mather to sign a letter directed to NYMIR informing them that effective 1/l/98 we wish to appoint W. J. Farmer Insurance as our agency of record. Vote: Supervisor Mather, Town Councilmen Dougherty, Clark, Fisher,yes. Town Councilman Lovelace absent. 273 Town Board Meeting Minutes 12-3-97 7 Town Councilman Dougherty- Town Councilman Dogherty stated that she has enjoyed serving on the Town Board the last six months in past Town Councilman Garry Achilles place. She commended Supervisor Mather on his work during his term of office,and she would miss working with Town Councilman Lanny Clark. Town Councilman Dougherty reminded the new Town Councilmen starting their term of office 1/1/98 that they need to be sworn in to office. Audit 1996 HUD Audit scheduled for Tuesday, December 9, 1997. Sara Grant Applications due around 2/l/98. Town Councilman Fisher suggested if we want to do something we need to contact Diane Nelson,which he will do, and obtain a proposal from her for writing a grant for microfilming. Suggested this be brought up again at the January meeting. New Sander- Town Councilman Fisher asked if we had the new sander and the answer was yes. And it's already to go. It is a slide-in sander. Adjournment- Motion made by Councilman Dougherty and seconded by Councilman Clark that the regular December 3, 1997 meeting of the Town Board of the Town of Enfield adjourn. Vote: Supervisor Mather, Town Counilmen Dougherty,Fisher and Clark yes. Town Councilman Lovelace absent. Town Councilman Fisher no. Town Councilman Lovelace absent. 270 TOWN OF ENFIELD PUBLIC HEARING MINUTES WEDNESDAY,DECEMBER 3RD, 1997 6:30 P.M. A Public Hearing was held Wednesday,December 3rd, 1997 at the Enfield Community Building, 182 Enfield Main Road,Ithaca,NY. Public Hearing was held at 6:30 p.m. prior to the regular Town of Enfield Town Board meeting. The Public Hearing was in regard to the 1998 Enfield Volunteer Fire Company contract,the 1998 SPCA contract and the 1998 Enfield Community Council contact. Present: Supervisor, William Mather; Town Councilmen, Pat Dougherty,Lanny Clark and Gary Fisher. Town Councilman, Donald Lovelace was absent. Others present were Highway Superintendent, Ron Updike and Town Clerk, Alice Laue. Supervisor Mather opened the Public Hearing by leading the assemblage in the Pledge of Allegiance to the Flag, followed by a moment of silent tribute to past Town Councilman Garry Achilles. Supervisor Mather read aloud the Public Hearing notice. Contracts-1998 Enfield Volunteer Fire Company contract in the amount of$162,761.00, 1998 SPCA contract in the amount of$6,192.00. Payments to the S SPCA to be made monthly and the 1998 Enfield Community Council contract. After all wishing to speak were heard Supervisor Mather closed the Public Hearing.
