REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY,NOVEMBER 5TH, 1997
6:30 P.M.
The regular meeting of the Town Board of the Town of Enfield was held after the Public
Hearing, Wednesday,November 5th, 1997 at 8:10 p.m. Supervisor Mather presiding.
Present: Supervisor, William Mather; Town Councilmen,Pat Dougherty, Gary Fisher,
Donald Lovelace. Others present,Highway Superintendent, Ron Updike; Town Clerk,
Alice Laue.
Approval of the Minutes-
Motion made by Councilman Lovelace and seconded by Councilman Dougherty that the
Town Board of the Town of Enfield approve for adoption the minutes of the October 8th,
1997 regular Town Board meeting with the following additions.
Answer to Councilman Dougherty's question about Fire, Community Council and SPCA
contracts and Site Plan Review was,as far as contracts were concerned, busy preparing
budget, contracts would be coming along.
New Business-Answer to Councilman Dougherty's question about unforeseen attorney
fees was answered none.
Public Hearing-Talked about public hearing for Preliminary Budget. Public Hearing set
for Wednesday,November 5th, 1997 at 6:30 p.m. Copies of Preliminary budget to be
made available to board members and public.
Vote: Supervisor Mather, Town Councilmen Pat Dougherty, Gary Fisher, Donald
Lovelace-yes. Town Councilman,Lanny Clark absent.
Committee Reports
Cemetery Committee -Peggy Hubbell
John Meeker and Peggy Hubbell arranged for Bob Wells and his crew to take up two big
unusable bases. This has been done and now there are two nice granite benches in Budd
Cemetery at no cost.
Commemorative Committee-Councilman Fisher
Final recipt count 481.Cookbook delivery possibly mid December. 500 ordered. Price
of cookbook to be $7.00.
Planning Board -Councilman Fisher
Planning Board had a meeting. Mike Williams appointed chairperson. Starting work on
town map.

Fire Department- Asst. Chief Greg Stevenson
October 1997 report Automatic Fire Alarm 1, Electrical Fire(structure) 1,Public Assist
1, MVA 3, EMS 10, CO Detector 1,Brush Fire 2,EMS/Rescue 1, Structure fire 1,
Service Call 2, Mutual Aid-Trumansburg 1, Mecklenburg 1. Total calls 25. Mutual Aid
Received- Once each from Ithaca, Mecklenburg,Newfield and Odessa. Twice from
Trumansburg.Note worthy; Structure fire was a delayed alarm, which allowed the fire to
significantly progress prior to fire department notification. Significant building damage
resulted. Fire department was on scenic six minutes after receipt of alarm.
Update- Roy Barriere, President, Nine new members, 3rd quarterly report due. First
successful blood drive held l l/1/97,25 donors. Blood drive to be held again, possibly
twice next year.
Community Council -Joe Schrer
Dedication of a bench in memory of Alfred Wooster held last Sunday in October. Bench
placed in Enfield School Memorial Garden( garden in front lawn of school). Mrs.
Wooster wrote in her thank you note that the dedication was a really significant occasion
and that Enfield a very special community.
Old Business
Ownership/Boundaries -Town Property on East side of Rte#3 27.
Original survey map received and to be maintained with deeds, Controversy was mostly
on southern end of property.
Community Building Floor for Court use
Platform to be built in house. Three carpet people bidding on floor want to see what
platform looks like then will place bids.
Shelving in Vault-Not done.
Monthly Bills
Resolution 97 13 Standard Resolution for the Payment of'Town Bills
Motion made by Councilman Lovelace and seconded by Councilman Fisher. (See
attached)Vote- Supervisor Mather, Town Councilman Dougherty, Fisher, Lovelace-
yes. Town Councilman Clark, absent.
New Business-
Proposition Change of Supervisor's Term of Office Commencing in 2002.
Proposition change properly filed by town attorney with Board of Elections. Town
atorney's response to supervisor's questioning of change in wording from 2002 to 2000

was Attorney Mulvey spoke with Commissioners of Election morning of 11/5/97 and
confirmed that the Board of Elections unilaterally changed this propostion to be effective
1/2000,apparently they thought it was unlawful to have an effective date beyond the next
two year term. Attorney Mulvey carefully researched this question along time ago and his
opinion was confirmed by their calls to the State Board of Elections this morning. They
are both apologetic. Remedy at this point is unclear. Town could commence a article 78
proceeding in Supreme Court to compel a special election on this proposition.
Supervisor Mather turned this matter over to Deputy Supervisor Dougherty.
Deputy Supervisor Dougherty to contact town attorney.
Contracts
Discussed having a Public Hearing on Fire, Community Council and SPCA contracts.
Public Hearing to be held Wednesday, December 3, 1997 at 6:30 p.m. on contracts.
Resolution 414- Preliminary Budget
Preliminary budget modifications-Joint Youth Program(line 42) level funded at
$27,677.00. SF 1 funded at$161,761.00, plus a$1,000.00 incentive clause to be written
into contract. Clause to be written in away that in the event the town shouldexperience
some catastrophic experience and unable to meet this obligation town could escape from
the clause.
Motion made by Councilman Dougherty and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve the adoption of the modified 1998
Preliminary Budget as the Town of Enfield 1998 Final Budget. (Motion made did not
state modifications).
Councilman Fisher still concerned about truck for Highway Department.
Vote: - Supervisor Mather,Town Councilmen Pat Dougherty, Gary Fisher,Donald
Lovelace-yes. Town Councilman Lanny Clark absent.
Liaison for fire company- Gary Fisher.
Adjournment -
Motion made by Councilman Lovelace and seconded by Councilman Fisher that the
November 5th, 1997 regular town board meeting adjourn

PUBLIC HEARING PRELIMINARY BUDGET
WEDNESDAY,NOVEMBER 5TH, 1997
6:30 P.M.
A Public Hearing considering the adoption of the 1998 Town of Enfield Preliminary
Budget as the 1998 Town of Enfield Annual Budget was held Wednesday,November 5th,
1997 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,New York, at
6:30 p.m. Supervisor Mather presiding.
Present: Supervisor, William Mather, Town Councilmen, Pat Dougherty, Donald
Lovelace, Gary Fisher. Town Councilman,Lanny Clark, absent. Others present,
Highway Superintendent, Ron Updike, Town Clerk, Alice Laue.
The Public Hearing was opened by Supervisor Mather leading the assemblage in the
Pledge of Allegiance to the Flag.
Supervisor Mather read the Notice of Publication to the assemblage.
From previous deliberations there appeared to be two matters of prime consideration.
One,the Joint Youth Program . Community Council total request was $29116.00, Town
Board tentatively approved$25,000.00, a difference of$4,116.00. Two, SF 1 - Fire
protection fund. Difference of$1,707.00 between fire company request and tentative
amount budgeted by the Town Board.
Community Council President Joe Schrer, Mamie Kirchgessner,Tom Drew,Jane
Murphy spoke in behalf of necessity for teen funding.
Fire Company President, Roy Barriere spoke in behalf of the fire company budget
requests.
Discussed level funding Community Council budget. Funding fire company budget
request at$161,671.00 with a$1,000.00 incentive.
After all wishing to speak were heard the Public Hearing was closed. Public Hearing
closed at 8:10 p.m.
