TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY, JULY 2, 1997
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,July 2, 1997 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca,NY at 6:30 p.m.. Supervisor Mather presiding.
Present
Supervisor, William Mather; Town Councilmen, Garry Achilles, Lanny Clark, Gary
Fisher, Donald Lovelace. Others present, Highway Superintendent, Ron Updike,Town
Clerk, Alice Laue.
Pledge of Allegiance -
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Bid Opening-
A bid for a new ten wheel dump truck with spreader in the amount of$106,661.69 from
Beam Mack was opened.
Annroval of the Minutes-
Motion made by Councilman Clark and seconded by Councilman Achilles that the Town
Board of the Town of Enfield approve for adoption the minutes of the regular June 4th,
1997 Town Board meeting.
Vote:- Supervisor Mather-aye
Town Councilmen Achilles, Clark, Fisher- aye
Town Councilman Lovelace-abstained
Resignation- Town Councilman Garry Achilles-
Supervisor Mather commended Town Councilman Garry Achilles for his dedication and
diligent work to the Town of Enfield as a Town Councilman. Supervisor Mather then
sadly and regretfully announced the resignation of Town Councilman Garry Achilles
from his position of Town Councilman to the Town of Enfield Town Board due to ill
health. Resignation effective immediately.
Supervisor Mather recommended to the Town Board of the Town of Enfield that past
Town Councilman Pat Dougherty be appointed as Town Councilman to the To"Board
of the Town of Enfield to finish Town Councilman Achilles term of office.

Resignation(continues)
Motion made by Supervisor William Mather and seconded by Town Councilman Clark
that the Town Board of the Town of Enfield approve the appointment of Pat Dougherty to
the position of Town Councilman to the Town Board of the Town of Enfield to finish
Town Councilman Garry Achilles tern of office. Term of office ending December 31,
1997. Appointment of Town Councilman Dougherty effectively July 2, 1997

Tompkins County Representative-Dan Winch
Representative Winch praised Town Councilman Achilles for his dedication to the Town
Board of the Town of Enfield.
Spoke about E911 completion in near future.
Closing of Hines Road by the county the week of July 14th, 1997 for five days for bridge
repair
Monthly Bills-
Motion made by Councilman Lovelace and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for payment General Fund warrants ,#112 - 133,
in the amount of$18,313.22, Highway Fund warrants,#111 - 130, in the amount of
$44,301.77 and Small Cities Grant 1, #3, in the amount of$650.00 and Small Cities
Grant !! warrants, # 8 - 10, in the amount of$2,262.67.
Vote- Supervisor Mather-aye
Town Councilmen, Clark, Fisher, Lovelace-aye.
Committee Reports
Cemetery Committee -Peggy Hubbell
Christian Cemetery-measured, stones out, waiting for top soil after grading bases and
stones will be put back.
All cemeteries have been mowed and weeds cut twice.
Fire Department- Roy Barriere/Gregg Stevenson
President Roy Barriere reported that the Enfield Volunteer Fire Company had been
involved in two search and rescue calls which involved 250 people hours spent on
searches. Carnival a total of 1000 people hours was used.
Car show scheduled for Sunday,August 3, 1997.
Carnival next year, same time of year,parade and fireworks. Fire Company will be
celebrating fifty year anniversary.

Fire Department(continues)
Assist. Chief Greg Stevenson reported fire company had responded to three motor
vehicle accident,twelve emergency medical calls, two searches,three automatic alarms,
four investigations, one hay wagon fire,two mutual aid calls, (one-Mecklenburg,one-
Trumansburg). Received one mutual aid call from Ithaca.
Community Council-Joe Schrer
Mr. Schrer, also, commended Town Councilman Achilles on his dedication to his duties
as Town Councilman to the Town of Enfield Town Board.
Work continuing on Summer Camp. ,
Youth workers to start on proposed park.
Comparative Committee Gary Fisher
No report.
Planning Board- Michelle Humphries
Planning Board asked for a joint meeting with the Town Board. Meeting set for
Wednesday,July 16th, 1997 at 7:15 p.m.
Old Business-
Rural Roads Classification Law-
Public Hearing scheduled for Wednesday,August 6th, 1997 at 6:30 p.m. at the Enfield
Community Building in regards to Rural Roads Classification Law.
Draft of Decency Law-
After discussion of setting a fee to pay for expenses to enforce this law,putting a business
out of business, Town's liability to provide a place for business and there being no
agreement, the Decency Law was tabled.

New Business-
Check Imaging_Resolution
Motion made by Councilman Fisher and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve the check imaging facsimile of checks. (See
attached.)
Discussed was the return of original checks to the Town.
Vote:- Supervisor Mather-aye
Town Councilmen Clark, Fisher and Lovelace- aye.
Youth Bureau Addendum Agreement-
Motion made by Councilman Clark and seconded by Councilman Lovelace that the Town
Board of the Town of Enfield authorize Town Supervisor, William Mather,to execute the
Addendum Agreement with the County Youth Bureau. (See attached.)
Vote: Supervisor Mather- aye
Town Councilman Clark and Lovelace- aye

Adjournment
Motion made by Councilman Fisher and seconded by Councilman Lovelace that the
regular July 2, 1997 meeting of the Town Board of the Town of Enfield adjourn.
Meeting adjourned at 9:10 p.m..

Resolution #7
Check Imaging Resolution
Motion made by Town Councilman Fisher, seconded by Town Councilman Lovelace
that the Town Board of the Town of Enfield approve for adoption Resolution#7, Check
Imaging.
RESOLVED; That,pursuant to Section 99-b of the General Municipal Law of the State
of New York,whenever,the Town of Enfield, is required to receive,
retain and/or produce for examination or audit a canceled check or
checks drawn on the bank accounts of the Town of Enfield, the Town of
Enfield, its officers and employees are hereby authorized to receive,
retain and or produce check images in lieu of canceled checks drawn
on the bank accounts of the Town of Enfield,provided,that such images
show both sides of the canceled checks; and that such check images
shall be considered the equivalent of original canceled checks for
purposes of record keeping and uniting requirements.
RESOLVED: That the Town of Enfield implement the check imaging practices
authorized by the preceding resolution for any purpose authorized by
the statutes, rules and regulations of the State of New York as may be
applicable to the Town of Enfield from time to time
