TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY, JUNE 4, 1997
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,June 4th, 1997 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca,NY, 14850 at 6:30 p.m.. Supervisor Mather presiding.
Present: Supervisor, William Mather;Town Councilmen, Garry Achilles, Lanny Clark,
Gary Fisher. Town Councilman, Donald Lovelace,absent. Others present Highway
Superintendent,Ron Updike; Alice Laue,Town Clerk.
Pledge of Allegiance -
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Approval of May 7th, 1997 Town Board Meeting Minutes-
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for adoption the minutes of the regular Town
Board meeting held May 7, 1997.
Carried Unanimously
Tompkins County_Board Representative -Peter Meskill
Board of Representatives voted on process regarding budget and giving directions as to
increases, if any, in target. This year's directions same as last three years- no increase in
target, if you need an increase you apply for special request.
Hines Road bridge- County Highway meeting June 5, 1997 will try to get something that
works with Enfield Highway department.
Public Safety Committee working on a proposal for jail medical services
Committees.
Community Council -Joe Scheher
Met with fire department concerning small park Community Council wants to put in by
community building with Youth Corp.
After School program requesting additional money.
Summer program moving ahead.
Commemorative Committee- Gary Fisher
Working on completing cookbook. Have a copy of everything to go to company for
printing.

Cemetery Committee - Peggy Hubbell
Met with Clarke Marshall, made a proposal for him to do a small section of Christian
Cemetery,to see how it's going to work out lifting the stones out, leveling the ground
underneath them, putting in new foundations and putting stones back.
For Memorial Day weekend Donald Lovelace mowed and raked Budd cemetery. Jack
Hubbell mowed Presbyterian and Rolfe cemeteries. Jack Meek trimmed Rolfe
Peggy Hubbell placed 41 flags on veterans graves.
County working on honoring Tompkins County war dead.
Infrastructure Committee - Supervisor Mather
No May meeting
Fire Department- Roy Barriere.
Fire department Explorer program has 14 active members.
Seventeen calls during the month of May. 2 fire calls, 10 rescue calls,and 5 mutual aid
calls.
Old Business-
Site Plan Review Law
There is no legal way Site Plan Review law can be a legal ballot referendum.
Some Town Board members mot comfortable in how town's people feel. Do we need
another survey. Need to have a joint meeting with Planning Board members.
Decency Law
Town attorney not comfortable with law. Town attorney suggests a law be created that
charges a legitimate fee,monitors and licenses activities.
Decide at July meeting what Town Board is going to do.
Highway Classification Program
Information given to Town Board members, back to July meeting for discussion.
TV Franchise -
Negotiating a TV franchise coming up.
Drug and Alcohol -
Supervisor to contact Enfield school about making school a drug free school area, like
Trumansburg school has done.
Indexing Minutes -Councilman Fisher
Diane Nelson willing to index minutes on a verbal contract. Written contract to be
written up and signed.

Highway Department- Highway Superintendent Ron Updike
January FEMA work done. FEMA work being done now- Rumsey Hill Road, big
project, digging ditches, putting in fabric and rift-raft, increasing driveway pipe sizes, etc.
Still need to lay rift-raft on bridge abutments on Bostwick Road bridge. Need to change
pipe at bottom of lower Butternut Creek Road. Road is a seasonal road but FEMA gave
town money to do work. Dug 400 ft. of ditch along Rothermich Road under FEMA
project to deepen ditch. Project started this year with was finishing last project of
January 19th disaster money which was rebuilding 6/10's of a mile of VanOstrand Road.
Project is now done.
Old Loader-
Old loader taken to Palmyra for auction sold for$10,000.00. Town Highway received
$9,000.00 - 10%($1,000.00) commission charged.
Spreader Box
If town goes ahead and gets another truck to replace the three trucks,highway department
will only have two spreaders and need three spreaders to cover town with plow and
spreader combination. Thinking about putting a 13 foot spreader box on truck#18,which
would allow plowing and spreading cinders in one operation which would save time,
make roads safer for town's residents to travel on. Money from loader might cover
expense of spreader box for truck#18.
In"spec's" for new truck, spreader for truck included. We already have a truck with
spreader and this would give us three trucks with spreaders.
Highway Superintendent to bring numbers for spreader box back to July meeting.
Bids for truck out for opening at July Board Meeting.
Monthly Bills -
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for payment.General Fund warrants 94-110 in the
amount of$36,739.24 and Highway Fund warrants 90-110 in the amount of$35,570.41.
Vote: - Councilman Achilles, Clark, and Supervisor Mather,aye.
Councilman Fisher-abstained- Councilman Lovelace-absent.
Adjournment-
Motion made by Councilman Achilles and seconded by Councilman Clark that the
regular monthly meeting of the Town Board of the Town of Enfield be adjourned.
Carried Unanimously
Meeting adjourned at 8:45 p.m.
