TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY,MAY 7, 1997
6;30 P.M.
The regular meeting of the Town Board of the Town of Enfield was held Wednesday,
May 7th, 1997 at the Enfield Community Building, 182 Enfield Main Road, Ithaca<NY
at 6:30 p.m. Supervisor Mather presiding
Present: Supervisor, William Mather; Town Councilmen,Garry Achilles, Lanny Clark,
Gary Fisher, Donald Lovelace. Others present Highway Superintendent,Ron Updike;
Town Clerk, Alice Laue.
Pledge of Alleaiancg to the Flag-
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Tompkins County Representative- Dan Winch
Representative Winch reported on the County Criminal Justice Coordinator's
accomplishments since creation of this position.
Spoke on reduction of possible sales tax on clothing and shoes. More information county
wide needed.
Monthly Bills -
Motion made by Councilman Lovelace and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for payment Highway Fund warrants 57 - 89,
deleting warrant#58 in the amount of$112.00,for a total of$42,354.80, General Fund
warrants 74 -93 in the amount of$20,122.12 and Small Cities Grant II warrants 6-7 in
the amount of$1,596.52.
Vote: Councilman Achilles, Clark,Lovelace- aye.
Supervisor Mather, -aye
Councilman Fisher-nye.
Committees-
Cemetery Committee -Peggy Hubbell
Toured Christian Cemetery April 18, 1997 to see what work needs to be done.
Authorized Roger Laue to buy supplies(stakes,reflective tape)needed to line up rows.
Regular meeting April 21, 1997 discussed coming up with rules and regulations for
people going into cemetery or people who have plots there. Saturday,May 3rd,Cub
Scout Pack#50 picked up branches at Presbyterian Cemetery. Saturday,Maya 3rd and
Sunday May 4th,Jack and Peggy Hubbell worked at Presbyterian Cemetery.

Fire Department- Roy Barriere
Written quarterly report given to board members.
Number of grass and brush fires up considerably. Some members have just received final
certification for the defibrillator which is now on the truck. \Carnival coming back, same
weeks as in the past. June 25th-June 29th, 1997 for four days. Wednesday- Saturday.
There will not be a beer tent. Tentative schedule fireworks Friday night. No parade-
Advanced ride tickets sale. Possibly will do carnival again next year for 50th
anniversary.
Planning Board-Gene Enders
Public Hearing held on Site Plan Review Ordinance April 9th, 1997. Dozen or so people
in attendance, mostly to voice objections to the ordinance ranging from why do we need
any law at all,nothing has happened in the last 6-7 years since the first Site Plan Review
law proposal. People with specific objections to kinds of things in it. Few people
supporting law. If census were taken most people would not be affected by Site Plan
Review Ordinance.
CoMW Planning- Rick Chase
Tompkins County Planning and Wolf Landscape architects working on Tompkins County
Water Pump Plan. Details are canal planning, recreational paths and parks, lake front
planning and development. Upcoming Planning Federation meeting to be a workshop on
implication of flooding, drainage, streams and lakes. May 13th, 1997 at the Holiday Inn
Executive Tower.
Commemorative Committee-Gary Fisher
No up date.
Infrastructure Committee- Supervisor Mather
Working with space, buildings, trying to figure out what we do to satisfy courts, make
sure highway has what it needs, what town needs,trying to find the most affective way to
use what are resources we have and what we as a town need.
Approval of Minutes-
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for adoption the minutes of the April 2, 1997
regular Town Board Meeting.
Vote- Councilman Achilles, Councilman Clark-aye
Supervisor Mather-aye
Councilman Fisher and Lovelace-abstained(absent from 4/2/97 meeting).

Old Business-
Site Plan Review- Supervisor Mather
Supervisor Mather suggested revisiting proposed ordinance,make minor changes on
things we can address, i.e. 62 day window,put out published exact copies of proposed
Site Plan Review Ordinance,put Site Plan Review Ordinance on ballot as a referendum
and let the public vote on it.
Motion made by Councilman Clark and seconded by Councilman Achilles that the Site
Plan Review Ordinance be put on the ballot as a referendum, if legal.
Discussed-
Advocating boards responsibility. People elect board members to make decisions.
Best way for decision to be made on Site Plan review Ordinance is by public vote.
Reluctance on Town Board members to vote on because of controversy.
Motion made by Councilman Clark and seconded by Councilman Achilles that the
motion to place the Site Plan Review Ordnance as a referendum on the ballot be
withdrawn.
Carried Unanimously
Supervisor to look into legality of placing Site Plan Review Ordinance on election ballot
as a referendum. Back to June 4th, 1997 meeting.
Decency Law-
Attorney has given a suggested alternative to Decency Law. Copies given to board
members for review.
New Business-
Cemetery Maintenance bid
Under$1,000.00 no bid necessary. Over$1,000.00 placed out for bid. Bid received to be
presented for acceptance or rejection to Cemetery Committee.
Tompkins County Cable Commission
Town's cable contract with Haefele coming up for re-negotiation. Representative from
Tompkins county Cable Commission to be invited to attend a Town Board meeting.

Budget Amendment-
Motion made by Councilman Fisher and seconded by Councilman Achilles that the Town
Board of the Town of Enfield approve the amendment.of the 1997 budget as follows.
One thousand dollars($1,000.00)be moved from line A 1990.4 Contingency to line A
1410.4 Town Clerk, CE,to be used for the indexing of the Town Board minutes.
Carried Unanimously
Adjournment-
Motion made by Councilman Achilles and seconded by Councilman Fisher that the
regular May 7th, 1997 monthly meeting of the Town of Board of the Town of Enfield
adjourn.
Carried Unanimously
