TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY,MARCH 5TH, 1997
6;30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, March 5th, 1997 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca,N.Y. at 6: 30 p.m. Supervisor Mather presiding.
Present: Supervisor, William Mather;Town Councilmen, Garry Achilles, Lanny Clark,
Gary Fisher and Donald Lovelace. Others present: Highway Superintendent, Ron
Updike; Town Clerk,Alice Laue.
Pledge of Allegiance -
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Approval of February 5th 1997 Regular Town Board Meeting Minutes-
Motion made by Councilman Lovelace and seconded by councilman Achilles that the
Town Board of the Town of Enfield approve for adoption the February 5th, 1997 Regular

Tompkins Count/Board Representative- Dan Winch
Mr. Winch noted that there was not a lot of activity going on in the county right now.
He expressed his wishes to become involved in the Intermunicipal Cable Commission.
Possible major change in Intermunicipal Cable Commission to a county wide
commission,which would be more beneficial, as it would give more rural representation.
Highwa�Superintendent- Ron Updike
Highway Superintendent,Ron Updike requested a Cooperative Purchasing of Highway
Services with County from the Town Board of the Town of Enfield. This resolution
enables the town to purchase highway services with the county. This resolution is made
yearly.
Motion made by Councilman Fisher and seconded by Councilman Achilles that the Town
Board of the Town of Enfield approve for adoption the following Cooperative Purchasing
of Highway Services with County(See attached).

Loader
Highway Superintendent Updike asked the Town Board for a consensus on whether the
old loader,that has been replaced, be consigned to the auction held in Palmyra or
advertised and sold locally. Consignment needs to be done by April 2, 1997.
Discussed were the pro's and con's of selling the loader locally or on consignment. Town
Board consensus was that loader is to be consigned to auction by April 2, 1997.

Highway continued
Truck Replacement.
History-On February 14, 1990 the Town Highway Department lost two trucks. On
February 13, 1997 the Town Highway Department lost the 1972 Ford truck with spreader.
Insurance Company possibly totaling truck and cinder spreader. Highway Superintendent
Updike would like to replace the 1972 Ford truck(totaled), single axle 1978 Autocar(#8)
and the 1964 Brockway (cinder spreader)with a new ten wheel dump truck with slide-in
cinder box and a separate slide- in cinder box to put on truck now being used to plow
snow. This would give the town three trucks with cinder boxes and plow equipment, and
a truck for hauling as normally done. Looking toward Fall for replacement. Possible
State contract. By replacing these three trucks with a truck with a slide in cinder spreader
and a separate slide- in cinder spreader would give the town two trucks with the
capability of plowing and cindering in one operation instead of plowing and then
covering the same route to cinder.
Superintendent is to come back with facts and figures. Discussion and a decision to be
made later.
Indexing Town Board Minutes
Diane Bassett Nelson gave a presentation on Indexing Town Board Meeting minutes.
Possible cost of indexing twenty-five years of minutes would be$1,000.00. Three ways
to finance indexing are,totally financed by town, financed by town and grant or financed
totally by grant Decision to be made later.
Monthly B�ills -
Motion made by Councilman Lovelace and seconded by Councilman Achilles that the
Town Board of the Town of Enfield approve for payment General Fund warrants(23-49)
in the amount of$20,746.37 and Highway Fund warrants(19-41)in the amount of
$13,048.37.
Discussed payment for replacing mailbox hit by town snowplow.

Committees-
Fire Department- Roy Barriere, Greg Stevenson,Town Councilman Lovelace
Roy Barriere advised assemblage of Chicken Barbecue being held Sunday March 9th,
1997. Chicken Barbecue to be held monthly.
Greg Stevenson reported Fire Company has responded to nine emergency medical service
calls, one fire call,two chimney fires,three motor vehicle accidents and two hazardous
waste fires.
Councilman Lovelace reported that during budget talks last Fall it was mentioned a
possible reduction in fire rates and that fire rates have gone down.

Cemetery Committee-Peggy Hubbell
Speaker Bob Wells to be at March 17, 1997 meeting. Mr. Wells will be speaking on old
cemetery stones. Cemetery meeting is held the third Monday of the month at the
Community building . ,
Commemorative Committee- Councilman Fisher
Doing follow up on cookbook ads.
County Planning Federation- Rick Chase
Committee going through a short course on Guide to Basic Planning. Main function of
County Planning Federation is to provide training and educational teachings for
municipalities.
Infrastructure Committee- Supervisor Mather
Looking at space considerations. Checking to see if there is any free advise available
from Cornell Architectural School.
Personnel Committee- Councilman Lovelace
Meeting to be held Monday, March 24, 1997 at the Community Building. Will be
covering Alcohol and Controlled Substance Testing and policy we now hold and what it
should be for the Town of Enfield.
Town Planning Board- Michelle Humphries
Ready to set a date for Site Plan Review Law Public Hearing. Councilman Fisher and
Michelle have been discussing need of adding something in reference to Agriculture and
Market law referenced to in SEQR. Agriculture and Market Law protects the farmers,
which is not town's Site Plan Review Law. Under Agriculture and Markets Law a local
government can not interfere with the normal course of agricultural procedures. Ag. and
Market Law needs to be incorporated in town Site Plan Review Law. Councilman Fisher
requested that Ag and Market Law and Normal Course of Timbering be specifically
exempt. Ag&Market and Timber exemption clause to be written into town Site Base
Review Law at the next Planning Board meeting, Wednesday,March 12th, 1997,and
presented to the Town Board at the April 2nd, 1997 Town Board meeting.
Public Hearing on town's Site Base Plan Review Law to be held Wednesday, April 9th,
1997 at 6:30 p.m. at the Enfield Community Building.
Old Business-
Public Decency Law
Copy of law sent to town attorney.. Attorney Mulvey sees no major changes and is
writing an opinion on the"grandfathering" clause.

Committee Reports continued
Code Enforcement-
Written report attached.
Installment of solid fuel burning stoves or heating devices needs a building permit and
needs to be added to Building Permit Guidelines.
Junk Cars -
Town Board needs to know actual number of licensed auto salvage operations in town. If
not licensed, that is another issue. Need to restrict number of auto junkyards in town.
Mobile Home Parks
Regulations and registration forms read to be mailed to Mobile Home Park owners asking
them to comply.
Code fog Ethics Policy-
No changes. Code of Ethics Policy to be included in policy manual.
New Business-
Age of Trailers
Code Enforcement Officer suggested that a five year age limit be placed for the first
trailer site in the Town of Enfield and if moving a trailer from the first site in the Town of
Enfield to a second site the trailer age is seven years
Town Barn/Town Hall Outside Lighting.
Motion made by Supervisor Mather and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve the installation of two outside vapor lights by
NYSEG at the Town Barn/Town Hall
Discussed were need of lights and number of lights needed.

Notes of Interest.
Haefele TV --Letter advising of 50 cents base rate increase effective 4/1/97.
Assessment Review meeting scheduled for Wednesday, May 14th, 1997 at the Town Hall
from 3:00 - 6:00 p.m. Councilman Clark and Fisher members of this committee.
Adjournment -
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
regular March 5th, 1997 meeting of the Town Board of the Town of Enfield adjourn.
Meeting adjourned at 8:50 p.m.
