TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY,FEBRUARY 5TH, 1997
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,February 5th, 1997 at the Enfield Community Building, 182 Enfield Main
Rd., Ithaca,NY, at 6: 30 p.m.. Supervisor Mather presiding.
Present: Supervisor, William Mather; Town Councilmen,Garry Achilles, Lanny Clark,
Gary Fisher and Donald Lovelace. Others present, Town Clerk, Alice Laue. Highway
Superintendent, Ron Updike, absent.
Pledge of Allegiance-
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Tompkins Cogpjt Board of Representative-Peter Meskill
Peter has been appointed Chair of the Public Safety Committee, Vice Chair Budget
Committee and re-appointed to the Highway Committee this year. He would like a list
of county roads in the'Town of Enfield.
Supervisor Mather reported Hines Road bridge work has been moved up to high priority.
Coordinating when this work will be happening.
Councilman Fisher brought up the need for recycling trucks to be covered.
Monthly, Bills=
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the_Town of Enfield approve for payment General Fund warrants, #9-22,
in the amount of$4157.28, Highway Fund warrants, #8-18, in the amount of$4143.61,
Small Cities Grant 1 warrants 112 in the amount of 1411.42 and Small Cities Grant 2
warrants 17 tin the amount of$1205.72.

Site Plan Review Law
Planning Board waiting for return of Site Plan Review law given to board members for
review.
Councilman Fisher would like to know specifically what the impact that the change in
SEQR would have on areas discussed putting in Site Plan Review. Before voting on this
area he would like to become more familiar with this area and impact on Site Plan
Review. Town Board would be in remise if Town Board didn't have a thorough
understanding of what we are sending to a public hearing.

Draft of Decency Law
Draft of Decency Law presented by Supervisor Mather. Draft covered line by line.
Discussed eliminating "Adult Entertainment'wording. Copy of draft to be sent to town
attorney for his opinion
Code Enforcement
Changes in what requires a building permit.
Building constructed for agricultural purposes are exempt from town permit
requirements, but must still obtain permit for electrical/septic work
Any work proposed that adds square footage of interior space to an existing structure
requires a permit.
Any work purposed that will create additional space under a roof, interior or exterior,
attached to an existing structure requires a permit.
Construction or placement of any building regardless of size for use as a residence
requires a permit.
Construction or placement of any building,regardless of size, for use as a place of
business where by business will be conducted within confines of building requires a
permit.
Construction of any building,not intended to be mobile,regardless of type of foundation
or flooring requires a permit if the total square footage under roof exceeds 120 square
feet.
Renovations or repair work of a non business use building under certain conditions,
primary as that is of a structural nature,however, any modification to the size or location
of an exterior opening in a building,be it a window or door, does require a permit.
Roofing or siding replacement does not require a permit unless structural modifications
are involved,.
Renovation of a business use building requires a permit.
Repair work of a business does not require a permit.
All electrical, plumbing, heating, central air conditioning, other than repair requires a
permit.
Septic Systems
We want to require by law that any modification or change to a septic system require a
free permit. (1) Falls under health department. (2) prior to starting work permit from
the town showing proof that they have gone to the health department.
Discussed-
Plastic piping,modification to septic systems,right people notified, imposition to people,
law compliance, mechanics of obtaining permit.
Town Board to think about this and bring back suggestions.

Junk Cars-
Need to know who instates action on junk cars. How do we deal with auto repair
businesses. Need to comply with ordinances.
Mobile Home Parks
Complete paper work. Send packets out to mobile park owners. Need an age limit on
mobile home brought into town.
Code Enforcement meeting, Thursday,February 6, 1997 4:30 p.m. at the Town Hall.
FEMA -
Verbally fundidng Rumsey Hill Road, committed to cost of pipes, installment of pipes,
certain tonnage of riftraft.
Infrastructure Committee-
Putting out questionnaire to people using town facilities asking for input as to space and
types of considerations they need in a town facility.
Justice Petty Cash Fund
Motion made by Councilman Achilles and seconded by Councilman Fisher that the Town
Board of the Town of Enfield approve the establishment of$100.00 petty cash funds per
justice. Complying to town law as to frequency of audit of petty cash_

New Business
1997 Orgiizational Resolution Policies-
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for adoption the 1997 Organizational Resolution
policies. 100.1, 100.2, Payroll Schedule, 100.3, 200.1, 200.2, 400.1,400.2, 400.3, 400.4,
510.1. (See attached.)
Vote- Councilmen Achilles, Clark, Fisher, Lovelace, Aye - Supervisor Mather- Aye.
Code of Ethics-
Copy of Code of Ethics dated 1970 given to board members for any updating,
modifications. These are to be brought back to the March 5„ 1997 Town Board meeting.

Use of Town Facilities
Reserve building use through Town Clerk. Clerk to maintain official list. Priority
Courts,Town functions and meeting, use by local people,use for other purposes.
Conditions of use of building- Properly supervised,users clean up after use, alcohol
prohibited. In accordance,with town insurance carrier users of building must supply town
with proof of and maintenance of sufficient liability insurance to emdenife the town in the
even of an incident
Approval of January 8 1997 Regular Town Board Meeting Minutes -
Motion made by Councilman Fisher and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve for adoption the minutes of the January 8,
1997 regular Town Board minutes with the following added to the Cemetery Committee
report. 1970 burial information based on a survey of names on gravestones done by Allen
Chaffee. ,
Indexing of Town Board Minutes-
Councilman Fisher would like to see town pursue a.SARA grant to index minutes. He
will make arrangements with Diane Nelson to attend next Town Board meeting to give a
presentation on indexing minutes to the board.
Cemetery Committee -
Motion made by Supervisor Mather and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve the appointment of Paula Meeker to the Cemetery
Committee.
Cemetery Committee meeting to be held third Monday of month at the Enfield
Community Building at 7:00 p.m..
Fire Company-Roy Barriere
Fire Company reports attached.
Larry Lanning appointed as Fire Company representative to Infrastructure Committee by
Fire Company.
Auditing Books-
Town Clerk's books audit by member of the Town Board. Workshop to be held Tuesday,
February 11, 1997 at 4:00 p.m. to audit books not audited at Town Board meeting.
Adjournment -
Motion made by Councilman Lovelace and seconded by Councilman Clark that the
regular February 5, 1997 Town of Enfield Town Board Meeting adjourn. Meeting
adjoined at 9:00 p.m.

RESOLUTION; #2
COOPERATIVE PURCHASING OF HIGHWAY SERVICES WITH COUNTY
March 5, 1997
WHEREAS,the Office of the State Comptroller has ruled that counties may no longer
extend their bids for public work(services)to political subdivisions, and
WHEREAS, General Municipal Law, Article 5-G, Section 119-0 states that"any
agreement entered into there under shall be approved by each participating municipal
corporation or district by a majority vote of its governing body; now, therefore,be it
RESOLVED, That the Town of Enfield be hereby authorized to participate with
Tompkins County in the cooperative purchasing of the following highway services:
1. Liquid Bituminous Materials
2. Calcium Chloride Solution
3. Cold Recycling of Bituminous Materials
4. Bridge Repair
5. Subsurface Drainage
6. Installation of Guide rails
FURTHER RESOLVED, That the Town of Enfield reserves the right to reject any or all
bids.
