TOWN OF ENFIELD
TOWN BOARD MEETING
WEDNESDAY„ JANUARY 8TH, 1997
6;30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,January 8th, 1997 at the Enfield Community Building, 182 Enfield Main
Road,Ithaca,NY. Supervisor Mather presided.
Present: Supervisor, William Mather; Town Councilmen, Garry Achilles, Lanny Clark,
Donald Lovelace, Gary fisher. Others present, Highway Superintendent,Ron Updike:
Town Clerk, Alice Laue.
Pledge of Allegiance
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Approval of Minutes -
Motion made by Councilman Lovelace and seconded by Councilman Fisher that the
Town Board.of the Town of Enfield approve for adoption as amended the December 4th,
1996 minutes of the regular Town Board meeting and the December 30th, 1996 minutes
of the Special Town Board meeting.
December 4th, 196 regular Town Board minutes amended as follows:
Contract amounts to be added to Fire Company, SPCA and Enfield Community Council
contacts. Fire Company contract $156,374.00, SPCA contract 7,383.00, Enfield
Community Council contract, $38,400.00.
Discussed- 1996 Orginizational Resolution approved was amended but amendment was
notrecorded.
December 30th, 1996 Special Town Board meeting.
Discussed Highway Superintendent anticipated approximately$700.00 in outstanding
bills. Supervisor anticipated approximately$1,000.0.0 in outstanding General fund bills.
Carried Unanimously
Motion made by Councilman Fisher that meeting tables be turned so Town Board is
facing public.

Resolution- 1997 Organizational`Resolution
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the.Town of Enfield approve for adoption the 1997 Organizational Resolution
as amended.
Amended as follows- (The residency requirement for Robert&Katherine Kellogg,
Robert Kellogg, Jr.; and Ruth Miller is specifically waived.)
Ithaca Youth Bureau amended to Tompkins County Your Bureau.
Discussed Drug&Alcohol policy, change of meeting date,councilmen input in to what
goes on supervisor report, supervisor report time table,vacancies on Conservation
Advisory Committee and Tompkins County Transportation Council.
Privilege of the Floor-
Anna Carpenter presented a copy of a petition asking for assistance in cleaning and
stabilizing Enfield Creek to the Town Board. Copies of the petition have been filed with
the County, Soil and Water District,and Assemblyman Luster. Petition filed with Enfield
Town Board January 8th, 1997:
John Ranchich proposed selling.of washed gravel on his property from cleaning Enfield
Creek to the Town of Enfield. This transaction would be advantageous to both Mr.
Ranchich and the Town. Highway Superintendent to obtain all necessary forms for Town
to be on Mr. Ranchich's property:
Jeff Juber asked for follow up on his flooding problems. Jeff presented to the Town
Bored a Notice of Defect. Notice of Defect filed January 8th, 1997.
Committee Reports
Fire Department-Roy Barriere/Greg Stevenson
Greg Stevenson, Deputy Fire Chief reported-Operational report for December 1996 is as
follows:
16 emergency calls( 1 wires arching call, 1 electrical odor call, 2 hazardous condition
calls, 2 in v a's, 6 emergency medical service calls, I chimney fire, 1 automatic alarm,
structure fire. Mutual aid twice,one to Trumansburg and one to Ovid. Received mutual
aid three times,one time each from Mecklenburg, Trumansburg,Newfield. Significant
structure fire on Shudaben Road, inflammable liquid fed fire. Used fire fighting foam
(experimented with form during 1996). will be reporting more on use of fire fighting
foam.
Roy Barriere- Financial report&e February 1997. Board of Directors Meeting second
Tuesday of month at 7:30 p.m.

Planning Board - Michelle Humphries
Received response from town attorney regarding draft of Site Plan Review. There are a
couple of things needed to be looked at,maybe to make additions or corrections, which
will,be done at Planning Board meeting next week with the Tompkins County Planning
Board representative. Public hearing possibly in February instead of January. One
change is very minor, concerning fees,which are up to the town. The other concerns an
environmental issue, need to add something that will keep us from any SEQR type of
issues.
Community Council-Tom Drew
Annual meeting to be held January 13th, at the Community Building at 7:00 p.m.
Election of new officers and in-depth budget review.
Motion made by Councilman;Fisher and seconded by Councilman Donald Lovelace that
Virginia Bryant be appointed to the Town of Enfield Planning Board. Term to expire in
2003.

Cemetery Committee-Peggy Hubbell
No meeting held. Peggy working on charting cemeteries. By the 1970 there have been a
total of 969 people buried in Enfield.
Highway Committee-Councilman Achilles
No report.
Commemorative Committee-Councilman Fisher
In process of wrapping up ads for cookbook. Over all a good response from businesses
in Enfield. History book-proofing-trying to make as accurate as possible.
Goals for Committees in 1997
Planning Board- Priority- Site Plan Review ordinance. Sub Division regulations.
Cemetery Committee-stone setting(Christian Cemetery) Cemetery policy book.
Infrastructure Committee-needs assessment,unbiased, legitimate with no performed
conclusions as to the space requirement of this town for public meetings,offices,etc.
Bami Bowman asked to be Senior Citizen representative to the Infrastructure Committee.
Bami Bowman accepted
Fire Department and Planning Board to appoint member to Infrastructure Committee

Monthly Bills-
Motion made by Councilman Lovelace and seconded by Councilman Fisher that the
Town Board of the Town of Enfield approve for payment General Fund warrants 1 - 8 in
the amount of$18,016.31 and Highway Fund warrants 1 - 7 in the amount of$654.60.

Old Business_
Discussed
Use of salt versus sand. Salt used for hard top roads in emergency situations only.
Cinders used on gravel roads.
Use of Community building -
Lock system to be changed to a number coded lock with a pass key for those who need a
key(i.e. fuel oil deliveries). Building use to be reserved through the Town Clerk's office
where a master calendar is to kept.
Insurance carrier requires that town be named as an additional insurer by organizations
using building.
Town Records-
Discussed keeping of all town records at town hall. Concern was lack of space.
New Business-
Discussed Educational Liaison Committee;
Independent Contractors-Janitorial services in Community Building and Town Hall. and
Cemetery maintenance workers
Ruling by the state that unless these people supply the means of doing the job
(equipment)they are not independent contractors. Therefore,they are subject to all the
employer taxes town would have to pay. Janitorial services,person doing the job needs
to provided equipment. Cemeteries -contractor needs clarification.

Contracts-Fire Department and Enfield Community Council contracts signed. SPCA
waiting for their board approval.
Review of books scheduled for February 5th, 1997 before regular Town Board meeting.
New loaders delivered January 3, 1997.

Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
regular meeting of the Town Bored of the Town of Enfield held January 8th, 1997
adjourn.
