TOWN OF ENFIELD
SPECIAL TOWN BOARD MEETING
DECEMBER 30, 1996
6;30 P.M.
A Special Town Board Meeting of the Town Board of the Town of Enfield was held
Monday, December 30th, 1996 at 6:30 p.m. at the Enfield Community Building, 182
Enfield Main Road, Ithaca,NY. The purpose of this meeting was to hold a public hearing
on the Enfield Volunteer Fire Company 1997 Contract, SPCA 1997 Contract, Enfield
Community Council 1997 Contract. And,.to pay bills due at the end of the 1996 year.
Supervisor Mather presiding.
Present: William Mather, Supervisor; Town Councilmen, Garry Achilles,Lanny Clark,
Gary Fisher, Town Councilman, Donald Lovelace,excused. Others present,Ron
Updike, Highway Superintendent, Alice Laue,Town Clerk.
Pledge of Allegiance-
Supervisor Mather led the assemblage in the Pledge of Allegiance.
Public Hearing
The Public Hearing was opened by Jupervisor Mather and all wishing to speak were
listened to.
Enfield Volunteer Fire Company 1997 Contract
Supervisor Mather gave members of the Board and the public copies of Enfield Fire
Company Fire with revisions made at a meeting with the Enfield Fire Company on
December 17th, 1996 and hearing was opened for comments.
Councilman Fisher not in agreement with provision of providing$1000.00 to fire
company for purposes of conducting an audit.
Councilmen Clark and Achilles in favor of contract.
Revisions to be made as of December 30th, 1996.
Section 10 A 3 to be broken down into Sections 10 A 3 and 10 A 4.
Section 10 A Second sentence-Change Said meetings shall take place as a part of the
regularly scheduled meetings of the Town Board in March, June, September and
December of 1997 to read regularly scheduled meetings of the Town Board in February,
May, August and November of 1997.

The following motion was made by Councilman Achilles and seconded by Councilman
Clark. The Supervisor is authorized to enter into an agreement on behalf of the Town of
Enfield with the Enfield Volunteer Fire Company, Inc.,for the period of 1 January 1997
through 31 December 1997,as stated in the proposed agreement presented for public
heariang on 30 December 1996.

S.P.C.A. 1997 Contract
Supervisor Mather presented to members of the Board and the public copies of the SPCA
1997 Contract.
The following motion was made by Councilman Achilles and seconded by Councilman
Clark. The Supervisor is authorized to enter into an agreement on behalf of the Town of
Enfield with the Tompkins County S.P.C.A., for the period of 1 January 1997 through 31
December 1997,as stated in the proposed agreement presented for public hearing on 30
December 1996.

Enfield Community Council 1997 Contract
Supervisor Mather presented members of the Board and the public with copies of the
Enfield Community Council 1997 Contract
The following motion was made by Councilman Achilles and seconded by Councilman
Clark. The Supervisor is authorized to enter into an agreement on behalf of the Town of
Enfield with the Enfield Community Council, for the period of 1 January 1997 through 31
December 1997,as stated in the proposed agreement presented for public hearing on 30
December 1996.

The portion of the Special Town Board Meeting to pay 1996 bills was opened at 6:56
p.m. with Supervisor Mather presiding. The meeting was held at the Enfield Community
Building, 182 Enfield Main Road, Ithaca,NY after the Public Hearing.
Present: Supervisor, William Mather; Town Councilmen, Garry Achilles, Lanny Clark,
Gary Fisher. Town Councilman Donald Lovelace was excused. Others present were
Highway Superintendent,Ron Updike,Town Clerk,Alice Laue.
Safety Deposit Box
Motion made by Supervisor Mather and seconded by Councilman Achilles authorizing
the Town Clerk to relocate the safety deposit box from the main branch of the Tompkins
County trust Company to the Trumansburg branch of the Tompkins County Trust
Company bank.
Carried Unanimously
Bills
Supervisor Mather presented to the Board the end of 1996 bills.
Motion made by Councilman Fisher and seconded by Councilman Clark that the Town
Board of the Town of Enfield-approve for payment General Fund warrants 321 - 346 in
the amount of$41,230.08 and Highway Fund warrants 208 -223 in the amount of
$10,459.71.
Carried Unanimously
SNcified Accounts-
Supervisor Mather presented to the Board a list of specified accounts for adjustment for
purpose of balancing said accounts. (See attached).
A motion of the Town Board to adjust specified accounts for the purpose of balancing
said accounts and the Town Supervisor is hereby authorized to modify the 1996 Budget
for the Town of Enfield as follows: (See attached). was made by Councilman Achilles
and seconded by Councilman Clark.

Next Meeting-
The next regular Town Board Meeting will be held Wednesday,January 8th, 1997 at the
Enfield Community Building, 182 Enfield Main Road, Ithaca,NY at 6:30 p.m
Adjournment-
Motion made by Councilman Achilles and seconded by Councilman Clark that the
December 30th, 1996 Special Town Board meeting adjourn. Meeting adjourned at 7:30
p.m.
