TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY, DECEMBER 4TH, 1996
6;30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, December 4th, 1996 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca,NY at 6:30 p.m.. Supervisor Mather presiding.
Present: William Mather, Supervisor; Town Councilmen, Lanny Clark, Gary Fisher,
Donald Lovelace. Town Councilman Garry Achilles,absent. Others present, Ron
Updike, Highway Superintendent,Alice Laue, Town Clerk.
Pledge of Allegiance to the Flag-
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Tompkins County Board of Representative - Dan Winch
County Board Representative Dan Winch introduced Ward Hungerfor,Tompkins County
General Highway Manager. Mr. Hungerford presented a county roads and bridge project
on what has been done the last few years on this side of the county.
Concerns about Harvey Hill, Hines Road and two Trumbulls Corners Road bridges were
expressed by board members and the assemblage. Mr. Hungerford expressed that the
lack of funding plays a large part in the bridge and road project. Generic plan is to
replace two bridges a year with 107 bridges to maintain. If problems or questions call
County Highway Department, 274-0300 or 274-0309.
Approval of Minutes -
Motion made by Councilman Clark and seconded by Councilman Lovelace that the Town
Board of the Town of Enfield approve for adoption the minutes of the November 6th,
1996 regular Town Board meeting with the following amendment- Planning Board
report should read "The draft". Motion also included the approval for adoption of the
minutes of the November 13th, 1996 Special Town Board meeting.

Committees-
Planning Board Michelle Humphries, Chairperson
Planning Board asked when Site Plan Review draft could be sent to town lawyer and
asked if Site Plan Review public hearing could be held at a different date and time then
the regular town board meeting to show the town of its importance. Working on next
year's calendar. Supervisor recommended that Site Plan Review draft be sent to attorney
any time.
Cemetery Committee - Peggy Hubbell, Chairperson
Peggy Hubbell did fencing and burlaping at cemeteries.

Fire Department- Rich Neno -
Preliminary contract to be gone over at next Board of Directors meeting. Currently up to
211 calls for year. Election of officers to be held December Sth, 1996..
Commemorative Committee - Gary Fisher
Wrapping up cook book.
New Business
Drainage on Roads Jeff Juber addressed the board on a flooding problem on Rumsey Hill
Road he has. All board members familiar with problem and Mr. Updike knows the
problem. Mr. Juber proposed that the drainage problem be rethought and taken care of.
Now getting water from another small ditch that was put into road drainage doubling
flooding problems on Juber side of road. Have spoken to his attorney about flooding
problems.
Councilman Fisher stated that in his opinion ditch on North side of road need to be dug
out and larger culverts installed.
Mr. Juber brought up"Grandfather"clause
Consensus- Board needs to discuss legal situation in private and set a meeting with town
attorney regarding questions about who has right to make what decisions. Allegations
that relieving water from going across road eliminates the"Grandfather"clause-needs to
be addressed. Need sound legal advise.
Driveway- Enfield Baptist Church
Supervisor Mather read a letter from the Enfield Baptist Church suggesting to and
requesting from the town that in consideration for the use of church properties that in the
future the town annually supply the church with sufficient crusher run gravel to cover a
new driveway the church will shortly acquire to the North of the present premises. This
driveway is .17 acres of land, driveway about 380' long by 20'. Presumed by church
amount of such gravel would be small and cost minimal,however, would be a great help
to church.
Consensus - Confer with town attorney. Find out what and where town property
boundaries are. Remove all town materials from church properties a.s.a. p..

Old Business
Building Permits
Roger Rumsey, Building Code Enforcement Officer,would like board to provide a
definitive guideline for the town as to what and what does not require building permits.
This needs to be put in writing so everyone is playing by the same rules. Permits are a
"tickler"that activates the assessor,to determine whether or not it actually increases the
property. 10%of building permits affect assessment. Rules and regulations need to be in
writing.
Discussion- Committee to contact other towns to find out how variances are enforced.
Multi-apartment complexes need higher level of inspection because of greater risk.
Private homes should have same inspection standards once built. Routine maintain
shouldn't need permits. If square footage of floor space is increased, indoors or outdoors,
definitely a permit is needed. Interior remodeling, suggested dollar amount as trigger for
permit being issued. Get help from people in town to help develop guidelines for
building permits.
Monthly Bills
Cellular phone bills from Small Cities Grants deleted for present time.
Motion made by Councilman Fisher and seconded by Councilman Lovelace that the
"Town Board of the Town of Enfield approve for payment General Fund warrants#302 -
320, in the amount of$10,590.37. Highway Fund warrants#193 - 207, in the amount of
$11,759.57 and Small Cities(HUD) Grant I warrants 228 - 31 in the amount of$3463.81
and Small Cities(HUD) Grant 11 warrants 30-36 in the amount of$5486.15.

Other Business-
Vacancies -
Environmental Management Advisory Committee vacancy needs to be filled.
Tompkins County Fire and EMS
Fire Company to recommend or re-appoint a representative to this committee.
Adult Entertainment being held at Kuma's discussed. People have asked town to look
into rules and regulations to stop this.
Consensus- Possible ordinance to ban such activities. Legality needs to be looked into.
Contracts and Paying of End of Year Bills
Special Town Board Meeting to be held Monday, December 30th, 1996 at the Enfield
Community Building at 6:30 p.m.
Agenda- Public Hearings on Enfield Volunteer Fire Company Contract, SPCA Contract,
Enfield Community Building Contract_

1997 Town Board Meeting
The regular January Town Board meeting will be held Wednesday,January 8th, 1997 at
the Enfield Community Building at 6:30 p.m.
Adjournment
Motion made by Councilman Lovelace and seconded by Councilman Clark that the
regular meeting of the Town Board of the Town of Enfield held December 4th, 1996
adjourn. Meeting adjourned at 8:50 p.m.
