TOWN BOARD MEETING MINUTES
WEDNESDAY,NOVEMBER 6TH, 1996
6;30 P.M.
PUBLIC HEARING -Application for a grant of Natural Gas Franchise
A public hearing on an application for a grant of a Natural Gas Franchise to be proved by
New York State Electric& Gas to the Town of Enfield was held Wednesday,November
6th, 1996 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,NY at 6:30
p.m.. Supervisor Mather presiding.
Present: Town Supervisor, William Mather; Town Councilmen,Garry Achilles, Lanny
Clark, Donald Lovelace, Gary Fisher. Others present-Highway Superintendent,Ron
Updike,Town Clerk,Alice Laue;Nikkie Murphy,Project Coordinator,NYSEG, Bruce
Rolson, Marketing Division,NYSESG: Jill Anzalone,Technical Associate,NYSEG.
Discussed were safety issues, laying of pipe, easements,right-of-ways,permit for road
crossings, size of pipe,pipe materials,depth of trench,difference of prices between oil,
propane gas, electricity, incentive for conversion,savings to town of granting of franchise
to the town,who will benefit from franchise.
Those speaking against the granting of a Natural Gas Franchise was Bruce Lott, Concern
was loss of control of the town by granting franchise.
Those speaking for the granting of a Natural Gas Franchise were Pat Dougherty, Rick
Chase, Peggy Hubbell. Expressed was that the Town of Enfield needs to grow not stand
still.
After all wishing to speak were heard the public hearing was closed. Public hearing
closed at 7:50 p.m.
PUBLIC HEARING - PRELIMINARY BUDGET
A public hearing on the Town of Enfield Preliminary budget was held Wednesday,
November 6th, 1996 at the Enfield Community Building, 182 Enfield Main Road,Ithaca,
NY at 7:55 p.m. Supervisor Mather presiding.
Present: Town Supervisor, William Mather, Town Councilmen,Garry Achilles, Lanny
Clark, Gary Fisher, Donald Lovelace. Others present, Highway Superintendent, Ron
Updike, Town Clerk,Alice Laue.

Preliminary budget was covered line by line.
Discussed were paying of Enfield Community Council Workmen's Compensation
Insurance for the year 1997. Fire Department budget increase,Fire Department debt,
Cemetery fund interest as revenue,addition of Drug testing,sale of scrap metal, building
permits income line to budget
Those speaking against the preliminary budget were Bruce Lott,Pete Moore. Fire
Department debt needs to be tightly controlled.
After all wishing to speak were heard the public hearing was closed. Public hearing
closed at l 0: 25 p.m.
REGULAR TOWN BOARD MEETING
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,November 6th, 1996 at 10:30 p.m., following the public hearings,at the
Enfield Community Building, 182_Enfield Main Road, Ithaca,NY . Supervisor Mather
presiding.
Present: Supervisor William Mather;Town Councilmen, Garry Achilles,Lanny Clark,
Gary Fisher, Donald Lovelace. Others present,Highway Superintendent, Ron Updike,
Town Clerk, Alice Laue.
Pledge of Allegiance
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Approval of October 2, 1996 Town Board Meeting.
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve for adoption the October 32, 1996 minutes
of the regular town board meeting.
Carried Unanimously
Vote of Public Hearings - Grant of a Natural Gas Franchise
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve the granting of a Natural Gas Franchise. (See
attached.)
Discussed was Town of Enfield's loss of control of services in the town.
Vote: Town Councilmen Achilles, Clark, Lovelace,Aye. Supervisor Mather, abstained.

Final Budget
Motion made by Councilman Lovelace and seconded by Councilman Achilles that the
Town Board of the Town of Enfield adopt the 1997 preliminary budget as the 1997 final
budget of the Town of Enfield..
Discussed was need of more information.
Vote: Town Councilman Clark and Lovelace, Aye. Town Councilmen Achilles and
Fisher Nye. Supervisor Mather, Nye.
Special Town Board meeting to be held Wednesday,November 13th, 1996 at 6:30 p.m. at
the Enfield Community Building, 182 Enfield Main Road, Ithaca,NY. Agenda, Budget.
COMMITTEE REPORTS
Community Council - Karen Anderson
Karen Anderson, President of the Enfield Community Council, asked the Town Board to
write to the Tompkins County Board of Representatives supporting the City of Ithaca
Youth Development services.
Motion made by Councilman Lovelace and seconded by Councilman Achilles that the
Town Board of the Town of Enfield write to the Tompkins County Board of
Representatives supporting the City of Ithaca Youth Development services.
Discussed was number of services can we as tax payers fund.
Carried Unanimously
Fire Department- Larry Stilwell
24 calls- two working house fires, 20 members responded to fires. 10 emergency calls.
Cemetery Committee- Peggy Hubbell
Cemetery committee voted to pay$300.00 bill for Rumsey Hill Cemetery sign.
Planning Board
Motion made by Councilman Clark and seconded by Councilman Lovelace that the Town
Board of the Town of Enfield approve for adoption the Town of Enfield Planning Board
Site Plan Review.

Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve the appointment of Ann Chaffee to the Town Of
Enfield Planning Board.
Carried Unanimously
MONTHLY BILLS -
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve for payment General Fund warrants#247 -
301 in the amount of$9444.75 and Highway Fund warrants$170 - 192 in the amount of
21547.60
Carried Unanimously.
ADJOURNMENT
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
November 6th, 1996 regular Town Board Meeting adjourn.
Meeting adjourned at 11:10 p.m.
