The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday,October 2nd 1996 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,NY at 6:30 p.m.. Supervisor Mather presiding. Present: Supervisor, William Mather,Town Councilmen; Garry Achilles,Lanny Clark,Gary Fisher, Donald Lovelace; Others present, Highway Superintendent,Ron Updike: Deputy Town Clerk,Michelle Humphries,Town Clerk,Alice Laue,absent. Pledge of Allegiance to the Flag- Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag Approval of September 4th, 1996 Minutes Motion made by Councilman Achilles and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve for adoption the minutes of the September 4th, 1996 regular Town Board meeting. Carried Unanimously Tompkins County Board Representative-Dan Winch ' County still has not received FEMA funds from the January 19th flood, approximately $107,000,to do repair work. However the county has already expended$125,000 in materials not including labor. They will be getting a report at the end of the year which should tell us more. The result being less highway paving this year. Commissioner Mobbs has started a new program on reconstruction of bridges. The county usually receives a lot of funds that are passed through the state. Usually the construction and bidding is done at the state level on certain bridges. Mr. Mobbs believes that the county can oversee the contracts and construction while doing the jobs considerably cheaper. The state has given permission to try this for a couple of years. Any savings generated can be kept in the county,to be used for bridge work. The county believes this will save a lot of money and enable more bridges, including the 7 that are currently closed,to be repaired. In the 1997 work plan,the following bridges are scheduled; Comfort Rd. ,Danby,Myers Rd.,Lansing,Trumbulls Corners,Enfield. This also includes the special ICE T Project that will be doing reconstruction on the foundation of the covered bridge. County is right in the middle of the budget process. No figures to quote at this time, however from the program level everything looks"OK". Budget should be settled next month. Highway Superintendent Updike asked about the schedule for the Harvey Hill Bridge to be repaired in 1999. The county has not yet reviewed the five year bridge plan, however Monthly Bills Motion made by Councilman Achilles and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve for payment General Fund warrants, #217- #246, in the amount of$8235.66, Small Cities Grant I(HUD)warrant#27, in the amount of$119.87, Small Cities Grant II(HUD)warrant#32,in the amount of$861.21,and Highway Fund warrants#149-169, in the amount of$17,364.62. Discussion: Councilman Lovelace asked that Supervisor Mather request once again a meeting regarding the Small Cities Grants(HUD)and that if that can not be done that they be told the payment for administration costs would be withheld until a meeting is set up with the board members. Carried Unanimously Old Business-none New Business Flu Clinics will be held November 1st, 1996,4-6pm,at the Enfield School. Rabies Clinic will be held Tuesday October 8th,7-9pm, at the highway barns. Randy Kuhl will be at the Town Hall ,Thursday October 3, 1996, 6-6:30pm for the purpose of holding a community meeting. Supervisor Mather will be there to talk about recovering costs for the fire department on mutual aid calls. Changing of the terms of office can not be a referendum on this years ballot because no one is running for an office. It will be put on next year's ballot but will not go into effect until the following election. Supervisor Mather wants to remind the town and the board that the state will be requiring us to address our physical facility for the courts. 5 minute recess BUDGET The board worked on preparing the preliminary budget starting with the"pie-in-the-sky" figures. In order for the town to prevent a sizable tax rate hike$100,000 needs to be found. If the budget was adopted as is,the result would be to double the tax rate. Discussed: Estimated revenues,tax units,expenses Highway Fund: The following were areas suggested to be cut; salaries,uniforms,and monies for a new pick-up truck. General Fund: The following were areas suggested to be cut; justice clerks,contingency fund,community council. Revenues: The following were areas suggested to raise monies;building permits, more enforcement of building permits,business license fees, impact mitigation fees. 216 Planning Board Michelle Humphries: Planning Board has not received any comments or revisions, with the exception of one, to the first draft of the Site Plan Review. They have prepared a 2nd draft and request that the board make any editing necessary and get it back to the planning board.ASAP. Town board agreed to have responses back within a week. Commemorative Gary Fisher: No change Senior Citizen Council Virginia Mead: Expressed concerns about cutting their budget. Supervisor Mather could not answer these concerns except to say the funding will be presented later tonight. Cemetery Peggy Hubbell:New epoxy has been purchased so stones are starting to be repaired. The teen group will begin helping with the charting of the cemetery plots. The cemetery on Teeter's land lies entirely in the Town of Enfield. It will not need a mower,just some stone repair. Councilman Fisher would like to see a copy of cemetery law before any votes are made to move bank accounts. Resolutions were tabled till next meeting. Resolution: Councilman Lovelace made a resolution, seconded by Councilman Fisher, that John Smith be appointed to the Cemetery Committee as requested. Carried Unanimously Discussion: Councilman Achilles would like the board to think about making a policy for non-residents on committees. Councilman Fisher agreed. Supervisor Mather will research the issue and bring information back to the next meeting. Community Council Tom Drew: The Community Council is holding The Harvest Festival on October 19, 1996. Everyone is invited!! Highway Superintendent Ron Updike: Project Highway 2000 has made$350 million available for capital projects throughout the state. Updike submitted 6 projects ranging from$28,000 to $65,000. They are under consideration. Just finished a double coat of stone and oil treatment on 1 mile of Black Oak Rd., 1 mile of Griffin Rd.,and 1/2 mile of Shudaben Rd. Hopefully next week tiles will be put on Harvey Hill Rd. and Rockwell Rd. Classification process is still being worked on but is not a high priority until the budget process is complete. There is no official deadline for that project. they are on schedule and if everything is successful with this new program there is a strong possibility that by priority it may be moved up. A question was raised about composting from a town resident. There is interest from the business sector to have a program for composting. Charges will be for those who use the program. However, charges may be reflected in the schools if they choose to participate in the program. NYSEG Presentation A proposal was presented to the board to get NYSEG to bring a natural gas line into Enfield. (Supervisor Mather has requested to be disqualified from the discussion since the line runs across his property.) The proposed route starts at N. VanDom Road down to Iradell Rd. and then onto Sage Rd. ,about 4400 feet,picking up few residents and Babcock. NYSEG is requesting a public hearing to consider this franchise. Any additional routes would have to be obtained through additional franchises. NYSEG would need interest from the town, as well as commitment letters from residents to proceed to any additional routes. A majority of the members of said Board being present and said meeting having been duly called and application having been made by New York State Electric&Gas Corporation for a gas franchise for said Town: (Because of conflict of interest,Deputy Supervisor,Garry Achilles,presided over this portion of the meeting.) NOW THEREFORE,on motion duly made by Councilman Clark and seconded by Councilman Lovelace it is RESOLVED, that the Town Board of the Town of Enfield hold a public hearing regarding the consideration of a franchise provided by NYSEG for natural gas lines into the Town of Enfield. Public hearing to be held November 6th, 1996 at 6:30pm at the Enfield Community Building, 182 Enfield Main Road,Ithaca,NY 14850. Vote: Achilles,aye,Clark,aye,Fisher,aye,Lovelace,aye, Mather,abstain. Public notice will be posted in the Ithaca Journal as well as the Free Press. Councilman Fisher asked that NYSEG come prepared to answer all questions of the board as well as the town residents. Committees Fire Department Rich Neno: To date the fire company has had approximately 149 calls. These consisting of the following; 61 emergency, 7 fire,15 mutual aid,other remaining calls are vehicle fires,hazardous conditions, service calls,and grass fires. There has been an increase in carbon monoxide detector calls. The fire company helped the Cayuga Nature Center on September 28, 1996 with a fund raiser for their fall festival. Still keeping up with the adopted highway program by doing a 2 mile stretch from Millers Corners up to Trumbulls Corners Rd. Sunday was the last pick-up till the spring. All monies have been raised so that the semi-automatic defibrillator is paid for. All paperwork not back from the state yet regarding the EMTV and CFRG's. Hopefully within the next ten days to two weeks. Still accepting applications for new members.. 3rd quarter report should be available next month. 2 � Other discussion: Superintendent Updike will try an arrange a consultation with NYSEG to find a way to reduce the utility bills. Councilman Fisher would like to see the town law which states whether or not elected officials can have their salaries increased or decreased during the term as well as the fiscal year. Supervisor Mather suggested a meeting of the Personnel Committee regarding Code Enforcement officers. Preliminary budget will be put together and presented at the next meeting with the appropriate cuts discussed. Motion made by Councilman Clark and seconded by Councilman Achilles for the Town Board of the Town of Enfield hold a public hearing to present the preliminary budget on November 6th, 1996 at 6:30pm proceeding the public hearing for NYSEG. Carried Unanimously Adjournment Motion.made by Councilman Achilles and seconded by Councilman Clark that the regular October 2nd, 1996 Town Board meeting of the Town of Enfield adjourn.
