TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY„ SEPTEMBER 4TH, 1996
6:30 P. M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, September 4th, 1996 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca,NY at 6:30 p.m.. Supervisor Mather presiding.
Present:
Supervisor, William Mather, Town Councilmen; Garry Achilles, Lanny Clark, Gary
Fisher, Donald Lovelace; Others present, Highway Superintendent,Ron Updike: Town
Clerk, Alice Laue.
Pledge of Allegiance to the Flag-
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag
Approval of August 7th. 1996 Minutes-
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve for adoption the minutes of the August 7,
1996 regular Town Board meeting.
Carried Unanimously
Tompkins County Board Representative -Peter Meskill'
County moving forward with E-911 service,probably by middle of 1997,definite time in
a couple of months. Major pieces are together,finalizing smaller pieces now.
Budget delivered to Board of Representatives, Friday afternoon. Job now is to move
through the reams of paper to try to come up with an expense and revenue plan that is
workable and agreeable to the majority of the public.
Recreation Partnership Program - Pilot program going on last two years. Representative
Meskill asked for Town Board's feelings about this program. Councilman Lovelace
commented that this program is needed for our youth. Number using program growing.
Enfield participation growing by the year. Program needs to be kept. Supervisor Mather
agrees with Councilman Lovelace. Statistics,that recreation people keep, show that
participation from Enfield is high compared to our population because we have no
recreation.
County Budget Workshop Meeting, Wednesday, September 1 Ith, 1996, Boynton Middle
School, open to the public.

Infrastructure Committee- Supervisor Mather
Infrastructure meeting on hold until budget is completed
Cemetery Committee- Peggy Hubbell
Budget submitted.
Motion made by Supervisor Mather and seconded by Councilman Achilles that the Town
Board of the Town of Enfield appoint Frances Labombard to the Cemetery Committee.
Carried Unanimously
Working out logistics of breaking down funds that come into the Cemetery Committee.
What goes into trust, what goes into expendable funds,how to get them out of high yield
municipal funds into the checking account. This information will be given out at October
2nd Town Board meeting.
Community Council - Tom Drew
Last meeting rehashed and formulated budget. Finalizing plans for Harvest Festival.
Planning Board
Town Board members need to get revisions into Planning Board.
Fire Department- Larry Stilwell
Not much to report. Fire Department standing by.
Highway Superintendent,Ron Updike
Flashing beacons by school up,waiting for electrical inspection,upon passing inspection
NYSEG will charge system.
Rabies Clinic to be held at Enfield Town Barn,Tuesday„October 8th, 1996 7:00-9:00
p.m.
Receiving another FEMA check,roughly in the neighborhood of$34,000.00.
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield authorize Supervisor Mather to amend the Town of Enfield
1996 Preliminary budget. A FEMA expense line and a FEMA revenue line are to be
added to the budget.
Vote: Councilmen Achilles, Clark, Fisher, Lovelace-aye Supervisor Mather-aye.

New York State Police, Sergeant Philip Nulty spoke to the Town Board members and
members of the assemblage on the services available to the public through the New York
State agency. People should feel free to contact the NY State Police about any concerns
they have.
Correspondence -
Insurance carrier inspection report- Basement of Community Building needs to be
cleaned out. Original town hall (across road from Town Barn/Hall)needs to be cleaned
out and grounds cleaned up. Building may be condemned. Reinspection in six weeks.
Monthly Bills-
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for payment Highway Fund warrants,#136 - 148,
in the amount of$7,304.89,General Fund warrants,#204-216, in the amount of
$4,027.84.
Vote: Councilman Achilles,Clark, Fisher, Lovelace -aye Supervisor Mather-aye.
Small Cities Grant I (HUD)warrant,#26, in the amount of$166.64 and Small Cities
Grant II(HUD) warrants, $30 and 31, in the amount of$22,529.90 approval of payment
vote was-'
Vote: Councilmen Achilles,Clark, Lovelace, Supervisor Mather-aye.
Councilman Fisher-nye (can't justify payment at this time.)
Highway Department 1997 Budget -
Discussed were -repairs(payroll,materials), improvements, machinery(equipment
reserve),machinery repair, snow removal, (payroll), snow removal(materials),employee
benefits(retirement, social security,workmen's compensation, unemployment insurance,
disability, medical insurance.) Highway savings, FEMA, (encumbrances -roll over).
Garage,(utilities, interior upkeep),employee uniforms,traffic control,debt on loader,
unallocated insurance,major purchases (new snow plow, state contract,new pick up
truck) services of other governments, interest and earning, Chips.
Councilman Achilles presented Road Classification System Map
5 Little or no traffic,4- Less than residential, 3 -Average residential, 2 - More than
residential - 1 - Heavy traveled.
Roads
I - Blacktop,2 - Stone/oil, 3-gravel with drainage,4-gravel without drainage, 5 dirt.

Motion made by Councilman Clark and seconded by Councilman Achilles that the Town
Board of the Town of Enfield grant Highway Superintendent, Ron Updike the authority to
sign Snow Removal contract with Tompkins County.
Carried Unanimously.
Budget Workshop Session
Fire Department 1997 Budget Request Workshop session to be held Wednesday,
September 11 th, 1996 at the Enfield Community Building at 7:30 p.m. Open to the
public.

Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
regular September 4th, 1996 Town Board meeting of the Town of Enfield adjourn.
