PUBLIC HEARING
WEDNESDAY, JULY 3 RD, 1996
6:30 P.M.
A public hearing considering the purchase of a new loader for the Town of Enfield
Highway Department was held by the Town Board of the Town of Enfield, Wednesday,
July 3, 1996 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, N.Y. at
6:30 p.m. with Supervisor Mather presiding. After all wishing to speak were heard
Supervisor Mather declared the public hearing closed. Public hearing closed at 6:40 p.m.
REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY, JULY 3, 1996 6:40 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, July 3rd, 1996 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca,N. Y. at 6:40 p.m. . Supervisor Mather presiding.
Present: Supervisor; William Mather; Town Councilmen, Garry Achilles, Lanny Clark,
Gary Fisher, Donald Lovelace. Others present- Town Clerk, Alice Laue, Highway
Superintendent Ron Updike, absent.
Pled e of Allegiance:-
Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag.
Approval of June 5th. 1996 regular Town Board Meeting Minutes -
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve for adoption the minutes of the June 5th,
1996 reauiar Town Board Meeting,.
Carried Unanimously
"Speak tip" Support. Protect., Educate Area Kids through United Parents -
Superintendent of Trumansburg School District, John Delaney spoke about the use of
dru,s and alcohol concerns the Trumansburg School District has, and asked the'Town
Board of the Town of Enfield for a resolution declaring the area around the three
Trumansburg Schools in Trumansburg, N.Y., a drug free zone.

Tom kips County Board of Representatives - Dan Winch
Ithaca moving forward on a Business Improvement District. There appears to be some
concern as to legality of the City of Ithaca and Tompkins County taking tax funds and
giving it to a BID district. Representative Winch feels county government has had a large
impact on trying to improve downtown Ithaca in the programs the county has been
involved in. i.e. Mental Health facility, Transit facility. D.S.S. building moving forward.
"Transit system consolidated. County Board moving into next calendar year budget
process.
C_ountx Hihwa Work Plan Protest- Supervisor Mather
Bridge on I-Tines Road is going to fall into the creek. Soil and Water has put money into
it, Town of Enfield can't get county to do anything to that bridge, a vital connector to
people who live out there. Two other bridges slated for work and every time a county
work plan comes out these bridges get moved, priority changes. Opposed to county
giving money to BID. County Board does not recognize that West side of lake exists.
Resolution - Ithaca Business Improvement District.
Councilman Achilles presented Ithaca Business Improvement District resolution which
was seconded by Councilman Lovelace. (See attached.)
Vote: Councilmen Achilles, Clark, Fisher, Lovelace - Aye. Supervisor Mather - Aye.
Committees -
Community Council - Tom Drew
Day Camp starting Monday, July 8th, 1996. Expecting 50 -60 children.
Cemetery Committee - Pei y Hubbell S��nervisor Mather
Tecn Group planted shrubs by cemetery arches. Teen Group volunteered to help with
work needing to be done in cemeteries.
Supervisor Mather-
Next year, Cemetery Committee agreed, there is to be a written agreement, with every
person that is a caretaker for a cemetery, that stipulates job description, when Town is
going to pay them how much Town is paying them. Written agreement is to be signed
and oath taken.
Doing homework on cemetery boundaries, making sure we have all the proper boundaries
and boundaries are marked. Doing homework on number of burial plots available in each
cemetery. Next scheduled meeting is August 27, 196.

Committees continued
Planning Board - Michelle Humphries
Working on preparing first draft of Site Plan Review. Hoping to complete this next
month Copies to Town Board members by September meeting for review and return to
Planning Board for revisions.
I ligliway Committee - Councilman Garry Achilles
Working on road classifications and putting classifications on Town of Enfield map
Commemorative Committee - Councilman Gary Fisher
Still working on cookbook ads. Sue Thompson working on draft of history book.
Saturday, July 6th, 1996 One and Two Room Schoolhouse Reunion for people attending
one and two room schools in the "Town of Enfield. Reunion is to be held at the grange
hall.
Personnel Committee - Councilman Don Lovelace
Due to Ron Updike not being well committee meeting was canceled and will be
rescheduled.
Fire Department - No report.
InfraStructure Committee - Supervisor Mather
Working.on Code Enforcement issues. Letter being transmitted to both Code
Enforcement Officers directing them specifically to exercise the authority of their
position and go to mobile home parks and get them registered. After Mobile Home Parks
Have been bought into compliance Junk Car Law enforcement issues will be worked on.
Monthly Bills -
Motion made by Councilman Achilles and seconded by Councilman Clark that the Town
Board of the Town of Enfield approve for payment SARA warrants #4 - 6 in the amount
of 5497.62, Small cities (HUD) Grant I warrant#23 in the amount of$204,72, Small
Citics (HUD) Grant II warrants # 25 - 27 in the amount of$6736.87, General Fund
warrants $167 - 184 in the amount of$56,934.30, Highway Fund warrants 1198 - 112 in
the amount of b30,744.51.

Old Business
FEMA
Letter from New York State Emergency Management.Office -New York State
Emergency Management Office received a Disaster Project application from the Town of
Enfield which has been approved. Seventy-five percent, federal share is $35,842.00,
twelve and one-half percent, state share is $5,974.00 administration is $1,434.00 0 total
income $43,250.00. Town is obligated to document expenditures equal to $5,974.00 as
it's share of program which has already been done.-
Letter received from Tompkins County Department of Administration. Meeting to look
at self insurance pool for workmen's compensation insurance to be held Monday, July
15th, 1996.
Loader-
Motion made by Councilman Lovelace and seconded by Councilman Clark that the Town
Board of the Town of Enfield authorize Town Supervisor, William Mather to proceed
with the purchase of a new John Deere loader through state contract in the amount of
$93,000.00. for the Town of Enfield Highway Department.
Discussion - Councilman Fisher suggested, and also consensus of the Town Board, that
the Enfield Highway Department establish a maintenance record keeping system for all
equipment that Town has.
Mote - Councilmen Achilles, Clark, Fisher, Lovelace - Aye. Supervisor Mather - Aye.
Letter of protest to the Town Board from Carl D. Newhart for their actions in refusing to
rename Griffin Road -Newhai i Road.

Motion made by Councilman Achilles and seconded by Councilman Fisher that the July
3rd, 1996 regular meeting of the Town Board of the Town of Enfield adjourn. Meeting
