HomeMy WebLinkAbout1996-06-05 203 TOWN OF ENFIELD TOWN BOARD MEETING MINUTES WEDNESDAY,JUNE 5, 1996 The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday,June 5, 1996 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,NY at 6:30 p.m. Supervisor Mather presided. Present: Supervisor, William Mather; Town Councilmen, Garry Achilles,Lanny Clark, Gary Fisher and Donald Lovelace. Others present-Ron Updike,Highway Superintendent; Alice Laue,Town Clerk. Pledge of Allegiance - Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag. Approval of the May 1 st, 1996 Regular Town Board Meeting Minutes-- Motion made by Councilman Achilles and seconded by Councilman Lovelace that the Town Board of the'Town of Enfield approve for adoption the minutes of the May 1 st, 1996 regular Town Board Meeting with the following change-riffraft to be changed to cobblestone. Carried Unanimously Tompkins County Board of Representative Report- Peter Meskill Not a lot going on,gearing up for budget meetings. Next board meeting will be going through mid year adjustments and or apportionments. Life and Public Safety meeting three weeks ago and from this meeting came the realization that the sheriff's administration was not boarding in seventy-two people a day in the jail,that we are given capacity for by the State Department of Corrections. Fifty- eight-sixty-two people a day housed in the jail,the rest boarded out. Sometimes thirty- five extra people at,a cost of,depending on which county boarded out to, $65.00-$80.00 per day. Sheriff s administration has since indicated the jail would be kept at full capacity. Committee Reports - Fire Company- Larry Stilwell Report on defibulator grant attached. Cemetery Committee-Peggy Hubbell Teen Group will be planting bushes by the cemetery arches. Community Council - Tom Drew Community Council is in the final process of putting everything together for the Summer Day Camp and budget. All is in place. Town Board Meeting Minutes 6/5/96 2 Commemorative Committee -Gary Fisher Working on ads for cookbook. Monthly Bills- Motion made by Councilman Achilles and seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve for payment SARA Grant warrants 2 and 3 in the amount of$401.50. Small Cities(HUD)Grant I warrant 23 in the amount of $204.72, Small Cities(HUD) Grant II warrants 23 and 24 in the amount of$2915.02. Highway Fund warrants 76 -97 in the amount of$33,610.66. General Fund warrants 148 - 164 in the amount of$5,826.36 and General Fund warrants 165 in the amount of $1039.60. Carried Unanimously Motion made by Councilman Achilles and seconded by Councilman Fisher that General Fund warrant#166 in the amount of$71.50 be added to the June 5th, 1996 General Fund abstract and be paid. Carried Unanimously Road Surfacing Process - Road surfacing process discussed in length. Consensus - Job to be completed as expediently as possible. Examine any alternate to type of material that we are using that is within our financial capabilities that also gives us the most for out money. Payroll- Pat Podufalski rendered her letter of resignation at Town Bookkeeper effective July 1, 1,996. Supervisor Mather asked what the Town Board wished to do about issuance of paychecks Motion made by Councilman Achilles and seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize Supervisor Mather to contract with Paychexs to issue Town of Enfield paychecks for the remainder of the 1996 year at approximately$560.00. Discussion of steps involved followed. Vote- Councilmen Achilles, Fisher, Lovelace,-aye Councilman Clark-abstain Supervisor Mather-aye 202 Town Board Meeting Minutes 6/5/96 3 Highway Program Supervisor Mather presented a Highway Program. Subjects presented were,roads classification system, roads inventory(County Roads and Roads maintained by Town and County) Road surfacing Treatment, Winter activities plow,cinder Equipment-three large trucks with plows and spreaders(one unit short). One haul truck assorted emergency use equipment. Summer activities hauling, spread(dry/liquid), load, ditch and or excavate, mow. Priorities and equipment time line (1) loader, (2) truck with spreader/plow,(3) spreader(slide unit), (4)Pickup truck. Motion made by Councilman Clark and seconded by Councilman Achilles that a public hearing be held July 3, 1996, at the Enfield Community Building, 182 Enfield Main Road,Ithaca,NY preceding the regular July 3rd,Town Board meeting to consider the purchase of a new loader for the Enfield.Highway Department. Vote- Councilmen Achilles, Lovelace,Clark-aye Councilman Fisher-nye Supervisor Mather-aye. Planning Board in Rothermick's name to the members of the Town Councilman Fisher presented Calv Board for appointment to the Town of Enfield Planning Board. Calvin Rothermick is to be the agricultural member to the Planning Board. Vote: Councilmen Achilles,Clark,Fisher,Lovelace-aye. Supervisor Mather-aye. Adjournment- Motion made by Councilman Achilles and seconded by Councilman Fisher that the regular June 5th,1996 monthly meeting of the Town Board of the Town of Enfield adjourn. Ithaca, New York 14850 (607) 272-8757 Fire Co"Inc. 1948 ENFIELD VOLUNTEER FIRE COMPANY Semi-Automatic External Defibrillator Update The Enfield Volunteer Fire Company(EVFC) currently has in its inventory of rescue equipment, a defibrillator, owned by Tompkins County. Unfortunately, due to various circumstances, no one in the EVFC is trained or certified to utilize this device. In recent years,technology has made great advances in the area Emergency Medical Technician (EMT)defibrillation. Available today are automatic and semi-automatic external defibrillators (AED and SAED). Defibrillators that use computer technology to replace exhaustive hours of human training,thereby allowing many more emergency medical first responders to become trained and certified in EMT defibrillation. The EVFC currently has about eight members certified in the use of SAED's, and more will become certified every year. In consideration of the SAED technology,the EVFC recognized the need to place this equipment into service for all of the people of the Town of Enfield. This equipment does not come easily though. Tompkins County has not allocated any money for the replacement their defibrillators. That leaves the EVFC and the people of Enfield on their own. In February 1996,the EVFC was notified by The Prudential, the largest insurance company in North America,that it would make available to New York State volunteer fire departments, rescue squads, and ambulance corps, a matching grant, worth up to $2500. per organization toward the purchase of an SAED. The EVFC realized that the best opportunity to acquire the SAED was upon us,we earmarked some memorial donation fund proceeds for the SAED purchase, and applied for The Prudential grant. We were extremely pleased to learn that the EVFC was selected as a matching grant recipient in late May 1996. Our work is not quite over yet though. The EVFC must still raise some additional funds to purchase the SAED. We have dedicated our summer fund raising efforts toward raising the remainder of the needed funds for this purchase. The generosity of all of the people of Enfield is appreciated, and we look forward to putting this piece of equipment in service as soon as possible.
