TOWN OF ENFIELD
PUBLIC HEARING
WEDNESDAY,MARCH 6, 1996
A public hearing was held at the Enfield Community Building, 182 Enfield Main Road,
Ithaca,NY,Wednesday,March 6th, 1996 at 6:30 p.m. to consider the proposed 1996
County application or applications for the HUD grant#3. Supervisor Mather presiding.
Present:-William Mather, Supervisor; Garry Achilles,Gary Fisher;,Donald Lovelace,
Town Councilmen; Town Councilman,Lanny Clark absent.
Others Present: Ron Updike, Highway Superintendent; Alice Laue,Town Clerk.
Small Cities Community Development Block Grant program was a program started by
the U,S, Department of Housing and Urban Development called HUD in 1974. It
provided federal funds in the following areas: housing rehabilitation, first time home
ownership, micro enterprise development,economic development and public facilities.
Individual proposals maybe single purpose or comprehensive. Single purpose
applications have a maximum limit of$600,000.00. Comprehensive may be up to
$1,200,000.00. We have applied for a$400,000.00 grant for housing rehabilitation for
the Town of Enfield, identical to the two preceding grants.
Supervisor Mather opened the public hearing to anyone and all wishing to speak.
Supervisor Mather closed the public hearing at 6:55 p.m.

REGULAR MEETING, WEDNESDAY,MARCH 6, 1996 6:30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held March
6, 1996 at the Enfield Community Building, 182 Enfield Main road, Ithaca,NY, at 6:55
p.m.. Supervisor Mather presiding.
Present: William Mather, Supervisor; Town Councilmen,Garry Achilles, Gary Fisher,
Donald Lovelace;Town Councilman, Lanny Clark absen t0thers present-Highway

Minutes of the Regular Town Board Meeting-3/6/96
Pledge of Allegiance:
Supervisor Mather led the assemblage in the Pledge of Allegiance.
Approval of February 7th 1996 Regular Town Board Minutes
Motion made by Councilman Achilles and seconded by Councilman Fisher that the Town
Board of the Town of Enfield approve for adoption the regular minutes of the February
7th, 1996 Town Board Meeting.

Committee Reports
Tompkins county Board of Representative Dan Winch
New committee assignments for this year are Public Safety and corrections Committee,
Transportation Services and Buildings,newly formed committee Inter-Governmental
Outreach Committee. Transportation Services Committee received a report on how much
damage was done on January 19, 1996. Spoke about damages done to county and town
roads during flood,possible loss of state aid to county,consolidation of services.
Cemetery Committee: -Peggy Hubbell ,
Cemetery Committee Meeting scheduled for Wednesday, March 20, 1996 at the
Community Building.
Community Council: - Karen Anderson
Bonnie Turesik hired for Teen Program. Trying to get GED classes at Enfield Elementary
School. Enrichment program.starting at Enfield Elementary School. Starting work on
Summer Camp.
Election of Officers -President, Karen Anderson; Treasurer, Mamie Kirchgessner;
Secretary, Alicia Febo; Fredie Shapiro, Vice-president.
Fire Department:-Larry Stilwell/Councilman Lovelace
Written report(attached).
Councilman Lovelace-Fire Company insurance is high because of cost of replacement
cost insurance. To make communications easier drop box suggested. Supervisor invited
to next Board of Directors meeting, second Tuesday of month at 7:30 p.m..
Infrastructure and Resource Meeting:- Supervisor Mather
Meeting scheduled for Thursday, March 21, 1996 at 7:00 p.m. Community Building.
Commemorative Committee:-Gary Fisher
175th Birthday Celebration scheduled for March 16, 1996 at 2:00 p.m. at the Enfield
Elementary School. Open to public at 1:30-4:30 p.m.. Postal station set up, T-shirts and
mugs with logo on sale. Enfield Methodist church will have afghans on sale,Grange,
Historical Society and Town Historian will have displays there.

Planning Board:-Mike Williams
Planning Board consists of seven members,to date there are two vacancies. Planning
Board meets second Wednesday of the month at the Community Building at 7:45 p.m,
meetings open to the public.
Site Plan Review Ordinance- second time Planning Board has considered this legislation.
First time didn't meet favorable response from community. This time Planning Board is
committed to get community involvement earlier and their input and get them to help
decide what is the best way of passing this legislation for the town.
Site Plan Review Survey Results- Grant obtained and with help of County Planning
Board aSite Plan Review Survey was conducted. Survey concerns are large commercial
development, 10,000 square feet, five or more unit dwellings,major grading,filling and
timbering for non-agricultural use. First public meeting to focus on what should apply to
ordinance,April 17, 1996 7:45 p.m. Community Building.
Planning Federation-Rick Chase
SEQRA Laws Workshop March 20th, 1996-6:30 p.m.,Holiday Inn.
Agricultural Farm Land Protection Board plans a meeting at 7:30 p.m. March 11, 1996 at
the Cornell Cooperative Extension. Meeting to focus on signigance of agriculture in our
county,pressures causing farmland loss,key issues of preservation and protection,private
rights and public interests,benefit from protection efforts,options of
protection/protecting farmlands.
Highway Department-Superintendent Ron Updike
Supervisor,Town Clerk and Highway Superintendent attended multi-county meeting for
FEMA/SEMA, a program for the flood disaster. Some funding available- Federal 75%
and Statel21/2%. Waiting for a FEMA team.
FEMA team assessed bridge on Harvey Hill,will be primarily handled by County
Highway
Reimbursement for culvert pipe- Reimbursement check in the amount of$94.60 and a
thank you note from Kevin Riley for taking care of culvert pipe during flooding while he
was out of town.

Working on a five year outlook plan of what we would like.

Town Board of the Town of Enfield approve for payment Small Cities Grant I warrants
17 & 18,Grant II warrants 18 & 19, Highway Fund warrants 26-43 and General Fund
warrants 46-81 excluding warrants 71 &72.

Motion made by Councilman Lovelace and seconded by Councilman Achilles that the
Ithaca Journal be redesignated as local newspaper used by the Town of Enfield.

SPCA
Motion made by Councilman Achilles and seconded by Councilman Fisher that the Town
Board of the Town of Enfield approve the authorization for Supervisor Mather to enter
into a contract with the SPCA for the Town of Enfield.

Enfield Community Council Contract Resigning:-
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield give authorization to Supervisor Mather to sign the
Enfield Community Council contract(effective date March 8th, 1996). Contract to be
accompanied with a letter explaining resigning of contract.

Grievance Day:
Town of Enfield Grievance Day scheduled for Wednesday, May 15th, 1996 - 3-6:00 p.m.
Enfield Town Hall.
Voting Machine Maintenance:
Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve the preventive maintenance of the voting
machines. Maintenance to be completed before Election Day.

Motion made by Councilman Achilles and seconded by Councilman Lovelace that the
Town Board of the Town of Enfield approve the attendance of the Town Clerk to the
Town Clerk Association meeting to held April 21 st-April 24th, 1996.

approve the adjournment of the Town Board Meeting held March 6th, 1996.

ACCOUNTING AND REPORTING RESOLUTION OF 1996
Proposed by Supervisor Mather on 3/6/96
Seconded by: Councilman Lovelace
By action of the Town Board:
1. Effective immediately,the organizational resolution of 3 January 1996 is modified as
follows: Page 1, section 3, line a: The position of Deputy Supervisor shall be declared
vacant. This action is taken to comply with the suggestion of the Office of the State
Comptroller's audit of the Town of Enfield, filed 9 February 1996. The purpose of this
action is to separate the functions of book keeper and Deputy Supervisor.
2. Effective immediately, Board Member Garry Achilles is hereby appointed to the
position of Deputy Supervisor with all rights and duties pertaining thereto for the balance
of the current year. (Appointment of this position is made at the organizational meeting
held in January of each year.)
3. The Town Supervisor will institute the following accounting related changes within
the next thirty days.
a. All Town banking account,with the exception of the MBIA account,will be deposited
with the Tompkins County Trust Company. TCTC shall become the service bank for all
MBIA transactions.
b. All records of Town financial transactions will be completed and maintained in the
Town Hall. Book keeping shall be removed from any private dwelling. The Board does
however understand that the Supervisor, Highway Superintendent and Town Clerk often
complete work at their homes as a matter of convenience. This directive is designed to
minimize the off site storage and accompanying inaccessibility of town records. It.is in
no way designed to impede with or discourage the right of elected officials to complete
projects at home as convenience may dictate.
3. The Supervisor shall convene a meeting with a designated representative of the Office
of the State Comptroller and the agency employed by the Town for its annual"Single
Audit' for the purpose of designing a more efficient accounting system for use by the
Town. The recommendations of said meeting shall be presented to the Board at the next
regularly scheduled meeting of the Town Board.
4. Hence forth,the Supervisor shall cause to be presented to the Town Board a monthly
financial statement that shall include at minimum the following information:
1. Budget Allocations by line.
2. Expenditures to date, by line item.
3. Line item balances.
If the format permits, the Board desires to have bills recommended for payment in the
current month shown in a separate column,by line item,and a resulting balance,by line
item.
5. Effectively April 1996,the monthly Supervisor's Report shall be completed in a
legible manner with expenditures listed in the sequence in which they appear on the
Town Budget.
6. The Board requests that the Supervisor establish a submission date,or cut off date, for
the payment of invoices as follows:(Friday preceding the Board meeting or the end of the
month whichever comes first.)

Additionally,the Supervisor shall cause audited vouchers to be available for review by
the members of the Town Board a minimum of forty-eight hours prior to the scheduled
monthly Board meeting. Said audited vouchers shall be available in the Town Hall.
7. It is directed that the Town Supervisor insatiate a process for the tracking of all
payables to vendors on a vendor by vendor basis. Said system is to be available for Board
review on an as needed basis.

SUMMARY OF FIRE CALLS: i Chimney fre which extended into the wall and attic,a
quick response confined the fire to a small area around the chimney. I vehicle fire that was
out on arrival, I Mutual Aid to Ithaca, I Mutual Aid to Newfield,I trash fire.
SUMMARY OF RESCUE CALLS: 3 Motor Vehicle accidents,2 Personal medical calls
There was 1 fatality associated with the MVA at Sheffleld Rd. and Route 79
SUMMARY OFTRARUNGS: 2 hour joint EMS training with Bangs Ambulance attended by
15 members,4 hour joint traming with Mecklenburg on water relays attended by 7 members,
9 hour Fire Police training attended by 2 members
SLTNL4A.RY OF WORK DETAILS: Work details are still confined to indoor maintenance of
equipment.
FUNDRAISING EVENTS: We are tentatively planning a chicken BBQ for some time in
April,we are also beginning plans for our annual car show.
