PUBLIC HEARING
1996 SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT
TUESDAY,FEBRUARY 27TH, 1996
On Tuesday, February 27th, 1996, at the Enfield Community Building, 182 Enfield Main
Road, Town of Enfield,Ithaca, NY at 6:30 p.m. Supervisor Mather called to order a
Public Hearing for the purpose of reviewing Proposed Small Cities Community
Development Block Grant.
Present: William Mather, Supervisor;Town Councilmen,Garry Achilles, Gary Fisher,
Donald.Lovelace, Absent-Town Councilman,Lanny Clark.
Others Present: Karl Heck,Tompkins County Planning Department; Alice Laue,Town
Clerk.

The Small Cities Community Development Block Grant program is a program started by
the U. S. Department of Housing and Urban Development(HUD) in 1974,and provides
Federal funds in the following areas: housing rehabilitation, first-time home ownership,
micro-enterprise development, economic development and public facilities(water and
sewer) Individual proposals may be single-purpose (one area) or comprehensive(two or
more areas) Single-purpose applications have a maximum limit of$600,000,while
comprehensive applications may be up to 11,210,000. Single-purpose applications may
be targeted to a specific area or Town-wide,comprehensive applications must be
targeted.
In the case of Enfield we have done two previous town-wide house rehabilitation
applications grants in 1993 and 1994. Enfield has never been turned down for a Small ;
Cities grant. The county was turned down on behalf of Enfield in 1992. Small Cities
applications are due Wednesday, March 13, 1996. HUD typically uses 75 days after
applications are received to review them Last year about 50% of the total applications
were funded. Averages about 80 out of 200 are funded in the single purpose category.
Applications are ranked on a scoring system based on up to 100, 200,300 or 400 points,
based on the demonstrated need.
Discussed were overhead,bid"specs",applications, income level eligibility, how funding
works,County working with local contractors,contractor insurance, wording of letter sent
to applicants.
Motion made by Councilman Achilles and seconded by Councilman Gary Fisher that the
1996 Small Cities Community Development Block Grant Public Hearing be closed.
Carried Unanimously
Public Hearing closed at 6:55 p.m.
After the public hearing was closed items of mutual concern were discussed.
