PUBLIC HEARING-Proposed Borrowing by Enfield Volunteer Fire Company,Inc.to finance the purchase by"the Volunteer Fire Company,"of a certain 1996 Freightliner chassisl3000 Gallon Saulsbury Pumper and the proposed issuance by the Volunteer Fire compete of an obligation,a promissory note,to the Manufacturers and Traders Trust Company. Due to inclement weather the public hearing originally scheduled for Wednesday, January 3,1996 to be held at the Enfield Community building, 182 Enfield Main Road, Ithaca,New York at 6:30 p.m. was held Thursday, January 4th, 1996 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,N. Y.at 6:30 p.m. Present: Supervisor, William Mather;Town Councilmen,Achilles, Clark and Fisher. Absent,Town Councilman Lovelace. Others Present,Highway Superintendent,Ron Updike and Town Clerk,Alice Laue. Notice of Public Hearing read by Supervisor Mather to the public in attendance. Supervisor Mather opened the public hearing to all who wished to speak Supervisor Mather closed the public hearing at 6:38 p.m. REGULAR TOWN BOARD MEETING MINUTES THURSDAY, JANUARY 4TH, 1996 6:30 P. M. Due to inclement weather the regular Town Board Meeting of the Town of Enfield to be held Wednesday,January 3rd, 1996 at the Enfield Community Building, 182 Enfield Main Road,Ithaca,N.Y. at 6:30 p.m. was held Thursday,January 4th, 1996 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,N.Y. at 6:30 p.m. Present: Supervisor, William Mather; Town Councilmen, Achilles, Clark and Fisher. Absent,Town Councilman, Lovelace. Others present,Highway Superintendent, Ron Updike; Town Clerk,Alice Laue. Pledge of Allegiance- Supervisor Mather led the assemblage in the Pledge of Allegiance to the Flag. Approval of the December 6th,Minutes- Motion made by Councilman Achilles and seconded by Councilman Clark that the Town Board of the Town of Enfield approve for adoption the minutes of the December 6th, 1995 regular Town Board meeting. Carried Unanimously Town Board Meeting Minutes-January 4th, 1996 2 Organizational Resolution for 1996. Supervisor Mather read through the Organizational Resolution for 1996. Motion made by Councilman Achilles and Seconded by Councilman Clark that the Town Board of the Town of Enfield approve for adoption the Organizational Resolution for 1996. Carried Unanimously Communication- Supervisor Mather asked the Town Board of the Town of Enfield for the authority to sign a letter of Approval of Purchase By Elected Representative Of Political Subdivision Contracting For Fire Fighting Services. Motion made by Councilman Achilles and seconded by Councilman Clark that the Town Board of the Town of Enfield approve the authorization to Supervisor Mather to sign a letter of Approval of Purchase By Elected Representative Of Political Subdivision Contracting For Fire Fighting Services. Roll Call Vote- Town Councilman Fisher-nye Supervisor Mather-aye Town Councilman Achilles-aye-Town Councilman Clark-aye Privilege of the Floor- Art Howser, S. Van Dorn Road-expressed concerns about lack of flag people working at construction sights on Route#79. Supervisor Mather to write a letter to N. Y. State D.O.T.,, copies to NYNEX, Construction Company and all parties involved expressing the town's concerns. Carl Newhart,Griffen Road-requested that the Town of Enfield write a letter to the Editor of the Ithaca Journal, like the Town of Caroline did,emphasizing the fact that people are not supposed to park along the highways. Betanne Bowman, Bostwick Road, as a new member of the community she would like to see members of the Town Board wear name tags or table tags so people of the audience know who the Town Board members are. Committee Reports- Tompkins County Board Representative Dan Winch unable to attend because of a prior commitment. Commemorative Committee-Gary Fisher Work continues on history book and cookbook. Local businesses to be contacted about purchasing an ad in the cookbook to finance cookbook. Cemetery Committee -No report. 163 Town Board Meeting Minutes-January 4th, 1996 3 Code enforcement-No report. Community Council -Art Howser/Supervisor Mather Election of Community Council officers to be held Tuesday, January 22, 1996. Community Council representative has requested Supervisor Mather meet with them and a member of the Youth Bureau Thursday, January 1 Ith, 1996 at 10:00 a.m. to look at the budget process to be used in the future. Fire Department-Larry Stilwell Written report. Highway- Superintendent Updike SNOW. Week of December 25th, 1995 crew plowed 82 1/2 hours of snow. Planning Board-Michelle Humphries Meeting third Tuesday of January. going to finish up with the Site Plan Review. Representative from Tompkins County Planning to help get ready for the public information meeting. Next step is the federal rules and regulations. Public always welcome to Planning Board Meetings. Monthly Bills- Motion made by Councilman Achilles and seconded by Councilman Fisher that the Town Board of the Town of Enfield approve for payment General Fund warrant 1- 3o in the amount of$66,625.73, excluding warrant#5, with the permission of the Town Board for payment of warrant#5 when more information is obtained for payment, Highway warrants 1-7 in the amount of$3414.22, Small cities Grant warrants 13 and 14 in the amount of$749.67 and small cities Grant II warrants 17 and 18 in the amount of $1628.95. Carried Unanimously Old Business- Supervisor Mather to write a letter to Junkyard owners/operators,etc.,asking them to register with the Town Clerk of the Town of Enfield by April 1, 1996 at no cost. New Business Supervisor Mather asked the Town Board of the Town of Enfield pay his registration fee and lodging expenses for a Supervisor's school to be held in Rochester,January 8th- January loth, 1996. Motion made by Councilman Clark and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve the payment of registration fee and lodging for Supervisor Mather to attend supervisor schooling in Rochester. Carried Unanimously Town Board Meeting Minutes -January 4th, 1996 4 Concerns - Highway Superintendent Updike expressed concerns about Michigan 55 loader. Do we lease, repair or replace? Board directions - Superintendent Updike to obtain facts and figures and bring them back to the board Councilman Achilles welcomed new members to the Town Board. Adjournment- Motion made by Councilman Achilles and seconded by Councilman Clark that the January 4th, 1996 meeting of the Town Board of the Town of Enfield adjourn.
