TOWN BOARD MEETING MINUTES
WEDNESDAY,NOVEMBER 1, 1995
6:30 P. M.
PUBLIC HEARING 6:30 P.M. TO CONSIDER THE ADOPTION OF THE 1995
TOWN OF ENFIELD PRELIMINARY BUDGET AS THE TOWN OF ENFIELD
FINAL BUDGET.
Present: Supervisor,Jean Owens;Town Councilmen,Dougherty, Clark,Achilles.
Councilman VanNederynen; absent.
Others Present: Highway Superintendent,Ron Updike,Town Clerk, Alice Laue.
Supervisor Owens opened the Public Hearing to all wishing to speak. The
following spoke: William Mathers,M Clyde Hubbell,Ellen Ricketson, Shirley Hubbell.
Issues discussed were: Budget process,tax rate,joint youth project funds,what
maintenance if Community Building is costing taxpayers, lack of Community Council
accounting for money spent, lack of input in 1996 budget by town officials, lack of
budget planning for future projects, i.e. - bridge replacement.
MOTION:
Motion by: Councilman Achilles Seconded by: Councilman Clark
Motion,that the Town Board of the Town of Enfield hereby authorizes the Town
Supervisor to close the public hearing at 7:10 p.m.

REGULAR TOWN BOARD MEETING MINUTES
Wednesday,November 1, 1995 - 7:15 p.m.
The regular meeting of the Town Board of the Town of Enfield was held
Wednesday,November 1, 1995 at the Enfield Community Building, 182 Enfield Main
Road at 7:15 p.m. Supervisor Owens presiding.
Present: Supervisor,Jean Owens Town Councilmen,Dougherty,Clark, Achilles.
Councilman VanNederynen, late.
Others Present;Highway Superintendent, Ron Updike,Town Clerk, Alice Laue.
Pledge of Allegiance: -
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.

Approval of October 4th, 1995 Minutes:
Motion made by Councilman Achilles and seconded by Councilman Clark that the
Town Board of the Town of Enfield approve for adoption the minutes of the October 4th,
1995 Town Board meeting.
Carried Unanimously
Privilege of the Floor
Jack Hubbell,Hubbell Drive expressed his concerns about the lack of supervision
when the bun barrel in the back of the town barn is used. Unsupervised burning
jeopardizes town records,town hall,town barn,town equipment. He has filed complaints
with the highway superintendent and the fire company.
Veterans Exemptions-Town does have Veterans Exemption,town opted for the
maximum and the county opted for less than maximum. All any veteran from the Town
of Enfield needs to do is go to the Assessment Office and apply.
Communications-None
Committees-
Code Enforcement Committee -Chairperson Lanny Clark.
Meeting held Monday night,October 30, 1995. Job description being prepared,
using job description from other towns. Job description will possibly be presented at next
Town Board meeting.
Enfield Community Council -No report
Councilman Achilles commended the Community Council in their support and
help'in dealing with the Ithaca District Schools, and School Board regarding the
problems the Enfield families and children are having at school.
Enfield Fire Company- Dennis Hubbell
Not much going on. He publicly wishes to thank the Enfield Town Highway
Department for the use of their equipment and manpower to stone,oil and seal blacktop
area between the Enfield Baptist Church and the Enfield Town Barn.
Fire Company is sponsoring a Chicken Barbecue Carry Out Saturday,November
11 th, 1,995. Serving chicken halves,only.
Highway, Superintendent Updike
Work on Griffen Road to be completed this week. Rabies Clinic held October
5th, 1995. 175 animals vaccinated,25 dogs one year of age-69 dogs three years and
older. 23 cats one year of age, 58 cats three years and up.

A.new flag for the Town Hall needs to be purchased. Superintendent Updike is
willing to purchase a flag from Congressman Hinchey's Office. Payment for flag needs
to accompany order. Superintendent Updike is

Planning Board-Michelle Humphries
Code Enforcement Meeting held Monday night,October 30th, 1995 was planned
because of Planning Board asking for more information from Town Board about a job
description for the Code Enforcement Officers. Nothing else was discussed at this
meeting.
New Building Permit process is going to be huge.. First step, Planning Board
needs a Code Enforcement job description Second step,visible building permit.Permit
will be visible a certain amount of feet from edge of property or center line of road,which
ever is decided. Wet permit will state Building Permit,Town of Enfield, Permit
number,Name and Address. Dry copy will contain pertinent information,operation,
date, expiration date,etc. Purpose for this is to close process. Main goal is to get
finished building projects on tax role.
Possible revisitation to 1984 Building Code law for amendment because it is an
enabling act. It gives authority to have code enforcement. Closes thing to a job
description we have.
Site Plan Survey due date was extended. Forms were available at October Fest.
Planning Board can now go ahead with final results. Final results should be available to
Planning Board at their next meeting and will be available to Town Board members for
review before next town board meeting. Then.Planning Board would like to put together,
a plain English version of the Site Plan Review ordinance so we can start writing it. and
possibly hold public hearing in January 1996.
Tompkins County Planning Federation Advisory Board-Rick Chase
Result of the reorganization of the TompkinsCounty of the six villages of the oard. It shall be
one member from each of the nine towns of thecounty,
eachcounty and the City of Ithaca. Federation members shall be members of the Planning
Board of the municipality they represent. For the municipalities without a Planning
Board the federation member shall be a member of the municipality governing authority.
Members of Planning Federation shall serve staggered three year terms thus permitting
the Board representation each year to appoint approximately one-third of the federation
membership. Each member shall serve only during that person's term on their
municipality Planning Board or governing authority. At the meeting Chairperson and
Vice-Chairperson were discussed. Rick Chase was asked to be Chairperson.

Main aspect of the Planning Federation is to create a more unified planning
organization of all planning boards of all the towns and villages so they can get more
training in the aspect of planning. To get towns together to talk about planning and
planning issues in their towns.
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield recommend the appointment
of Richard Chase as the Town of Enfield representative to the Tompkins County Planning
Federation Advisory Board.
Carried Unanimously
Planning Board Agriculture Position
Motion made by Councilman Dougherty and seconded by Councilman Achilles
that the Town Board of the Town of Enfield remove the position of Agriculture member
from the Town of Enfield Planning Board.
Vote-Achilles,Clark, Dougherty -aye VanNederynen-abstained
Monthly Bills-
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield approve for payment General
Fund warrants 279- 296 in the amount of$5001.84,Highway Fund warrants 193 -204
in the amount of$17,477.24 and Small Cities Grant II(HUD)warrants 11 - 14 in the
amount of$35,406.88 for a total of$57,885.96.
Carried Unanimously
Unfinished Business-
Low Income Housing - Collecting interested applications and should be here for
next meeting.
Operating Expenses of Community Building-Need to take a closer look at
Community Building expenses. Need to know what the Town's expenses are for
maintain the Community Building. Community Council needs to be more accountable to
the Town Board for their money.
Automobile Junkyards
Motion made by Councilman Achilles and seconded by Councilman Dougherty
that the Town Board of the Town of Enfield require that all licensed Vehicle Dismantlers,
Mobile Car Crushers,Automobile Junkyards,New Vehicles, Demonstrator Vehicle, Used
Vehicles, Wholesale Vehicles handlers register their names,name of business and license
number/numbers annually,by April 1, 1996,with the Town Clerk.

Transfers-
Supervisor Owens recommended the following transfers:-
Transfer from Contingency Fund A 1990.4 to Comptrollers Contractual A 1315.4
$200.00 and from Medical Insurance - General Fund A9060.8 to Highway Fund D8960.8
$4,000.00.
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield approve the transfer from
Contingency Fund A1990.4 to Comptrollers contractual A1315.4 $200.00 and from
Medical Insurance, General Fund A9060.8 to Highway Fund D8960.8 %4,000.00
Vote: Councilmen Clark,Achilles,VanNederynen - Aye
Councilman Dougherty -nye Transfers of funds need to be a written statement
stating why,where and amount.
Public Hearing- Contract-Fire Company 1996
Motion made by Councilman Achilles and seconded by Councilman Clark that the
Town Board of the Town of Enfield hold a Public Hearing on the 1996 Fire Company
contract on Wednesday, December 6, 1995. Public Hearing to be held at the Enfield
Community Building at 6:45 p.m

1996 Town of Enfield Final Budget
Supervisor Owens made the following recommendations:
Reduce Contingency Fund A1990.4 to $29,000.00 Increase
Increase Fines/Forfieitures A2610 to$6,000.00.
Eliminate House Enumeration A1989.4.
Typo -Highway Funds-Machinery EQ DA5130.4 change to DA5130.2.
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield approve for adoption the
1996 Town of Enfield Preliminary Budget as the 1996 Town of Enfield Final Budget.
Discussion: Community Council's lack of accountability to the Town Board of
the Town of Enfield as to how the monies budgeted to them is spent.

Councilman Dougherty states she is proud of the Town. She is all for anything
that benefits the children of the Town but the Community Council needs to be
accountable to the Town.

November 1, 1995 regular meeting of the Town of Board of the Town of Enfield adjourn.
