TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY, OCTOBER 4, 1995
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,October 4th, 1995 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca,New York at 6:30 p.m.. Supervisor Owens presided.
PRESENT: Supervisor,Jean Owens;Town Councilmen,Dougherty,
VanNederynen, Clark, Achilles.
OTHERS PRESENT: Highway Superintendent,Ron Updike„Town Clerk, Alice
Laue.
PLEDGE OF ALLEGIANCE:
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag
APPROVAL OF MINUTES:
Special September 1, 1995 Meeting.
Motion made by Counciimap_Clark and seconded by Councilman VanNederynen
that the Town Board of the Town of Enfield approve for adoption September 1, 1995
Special Meeting minutes.
Carried Unanimously ;
Regular September 6th, 1995 town Board Meeting Minutes:
Motion made by Councilman VanNederynen and seconded by Councilman
Achilles that the Town Board of the Town of Enfield approve for adoption the September
6th, 1995 regular Town Board Meeting minutes.
Carried Unanimously
PRIVILEGE of the FLOOR:
Jack Hubbell, Hubbell Drive-
Ithaca Journal news article stated septic system was updated. He feels pumping of
septic tank was not an update and after conferring with Mr. Ewald,Tompkins County
Health Department,that Mr. Ewald has concerns about septic system at present usage.
Correction to August 2, 1995 minutes needs to be made.
Motion made by Councilman VanNederynen and seconded by Councilman
Achilles that the August 2nd, 1995 Enfield Community Building Roof motion be
amended to read:

COMMUNICATIONS:
Community Meeting sponsored by Senator Kuhl, Jr. to be held Monday, October
23rd, 1995 from 1:30 to 2:00 p.m. at the Enfield Town Hall.
Letter to the Enfield Town Board from Gene Endres, Secretary,Enfield Planning
Board, regarding a group called Friends of Treman Grain Mill. This group is attempting
to raise funds to restore the Treman Mill at Upper Treman State Park.
COMMITTEES:
Tompkins County Representative Peter Meskill
Spoke on County budget process. There will be a presentation at the next County
Board Meeting on the study and building on land county owns by the hospital and
building downtown regarding the Department of Social Services move.
Enfield Community Council-Art Howser
Ithaca-City School District recommended Enfield hold a student-parent
conference to air their problems. Community Council recommended it not be done
because it was like rush right into it without thinking about it. So council broke off into a
small group which met week of September 25th and again Tuesday night,October 2,
1995,to discuss problems with school district Enfield kids are having.
People at meeting are in communication with some of kids involved with school
district, at high school, DeWitt Middle School and Enfield. Representatives from Enfield
School, DeWitt Middle School and Ithaca High School. On October 2nd, 1995 discussed
possible solution and grouped them into two major areas.
(1) Communicating with school district so they know what we see as the
problems.
(2) Working with school district on solving the problems through the school
district.
Another area looked at-More community involvement within the community.
Community Council meeting this week or next week with Enfield High School
students to discuss with them the problems they are seeing at high school and what are
their suggestions and also seeing about involving the kids with the solutions, not just
adults. In-�olve kids through the whole process. Kids are asking for help.
Harvest Festival plans are well under way. Festival is Friday, October 27th and
Saturday, October 28th.
Highway- Superintendent Updike
Superintendent Updike asked that the payment for the Griffin Road survey be
taken from the General Fund.
Motion made by Councilman VanNederynen and seconded by Councilman
Achilles that the Town Board of the Town of Enfield authorize the$355.00 charge for the
Griffin Road survey be taken from the appropriate General Fund account. `

Griffin Road possibly closed to through traffic week of October 5th, 1995.
Rabies Clinic-Thursday,October 5, 1995 Town Barns- 7:00 -9:00 p.m.
Planning Board-Michelle Huinpries
Planning Board consensus on building permit process. Planning Board needs to
determine Code Enforcement Office job description. See more building inspections, not
much enforcement.
Planning Board consists of eight members. One member being an Agriculture
member. Consensus need to search for an active Agriculture member,as present member
isn't attending meetings.
Code Enforcement Committee,Code Enforcement Officers, Town Clerk and
Planning Board to meet to develop next step in building code process.
Site Plan survey approximately 700 sent out- 100 responses. Survey date
extended to October 31, 1995.
County has formed a Town Planning Advisory Board. Board to consist of one
member of each towns planning board. This board will meet to discuss town planning
board topics.
Motion made by Councilman Achilles and seconded by Councilman Dougherty
that the Agriculture Planning Board position be on the November 1, 1995 agenda and
action be taken on this position. '

MONTHLY BILLS
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield approve for payment General
Fund warrants , 247-278, in the amount of$6,7711.56, Highway Fund warrants, 174-
192, in the amount of$8,217.05, Small Cities Grant warrants,grant#1, warrant#22,
grant#2 warrants 9 and 10, in the amount of$466,596.70 and Sara grant warrant#11 in
the amount of$200.00 for a total of$62,473.81.
Carried Unanimously
UNFINISHED BUSINESS:
SPCA
Motion made by Councilman VanNederynen and seconded by Councilman Clark
that the Town Board of the Town of Enfield enter into a contract with the SPCA in the
amount of$5,712.00 for dog control only.

NEW BUSINESS
(A) Adoption of 1996 Tentative Budget
Tentative budget reviewed.
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the'Town of Enfield approve for adoption the
1996 Town of Enfield Tentative Budget as the 1996 Town of Enfield Preliminary
Budget. Carried Unanimously
Motion made by Councilman Achilles and seconded by Councilman Clark that
the Town Board of the Town of Enfield hold a public hearing on Wednesday;November
1, 1995 on the adoption of the 1996 Preliminary Budget. Public Hearing to held at the
Enfield Community Building at 6:30 p.m. Carried Unanimously
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield hold a public hearing on
Prior Notice of Defect on Wednesday,December 6, 1995. Public Hearing to be held at
the Enfield Community Building at 6:30 p.m. Carried Unanimously
ADJOURNMENT:
Motion made by Councilman VanNederynen and seconded by Councilman Clark
that the regular October 4, 1995 Town Board Meeting of the Town of Enfield adjourn.
Carried Unanimously
Meeting adjourned at 8:30 p.m.
