TOWN BOARD MEETING MINUTES
WEDNESDAY,JULY 5, 1995
6:30P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday,July 5th, 1995 at 6:30 p.m. at the Enfield Community Building, 182 Enfield
Main Road,Ithaca,N. Y. 14850. Deputy Supervisor, Pat Podufalski presiding.
Present-Deputy Supervisor, Pat Podufalsski; Councilmen Dougherty,
VanNederynen,Achilles, Clark; Supervisor Owens,absent.
Others Present- Highway Superintendent, Ron Updike; Town Clerk,Alice Laue.
Pledge of Allegiance-
Deputy Supervisor Podufalski led the assemblage in the Pledge of Allegiance to
the Flag.
Approval of June 7th Minutes-
Motion made by Councilman Dougherty and seconded by Cowicilman
VanNederynen that the Town Board of the Town of Enfield approve for adoption the
minutes of the regular Town Board Meeting held June 7th, 12995.
Carried Unanimously
Addition/Deletions -
Add- Unfinished Business- Tompkins County 4-H Acres Youth Fair Week
Resolution.
Add- Privilege of the Floor
Communications-
Tompkins county 4-H Fairboard asking for a resolution declaring the week of July
23rd-29th as Tompkins County 4-H Acres Youth fair Week.
Hudson Valley Community College-Town's participation in Telecommunication
Initiative Project.
Meet Your Assemblyman.-Marty Luster,July 12, 1995 - 7:00 -9:00 p.m. at the
Town Hall
Privilege of the Floor-No one wished to speak.
Committees -
Tompkins County Board of Representative- Dan Winch
Spoke on the State Budget. Not much change in information from State Budget.
1996 County budget process started. Discussed Biggs complex.

Code Enforcement Officer- Councilman Dougherty
Code Enforcement Officer will be in attendance at 8/2/94 meeting. In the process
of having multiple copy warrant made up. Purchasing camera to track progress.
Confeired with Justice Poole and she is prepared to deal with legal aspect. Will have
report for July and August at next meeting. Complaint in process. Planning Board would
like a copy of COE job description.
Enfield Community Council No report.
Councilman Achilles asked if there was any leakage after recent rainstorm.
Health Department certificate posted.
Enfield Fire Company-Dennis Hubbell,President
To date 55 EMR calls,41 fire calls. 45%of budget expended. 1.5 took Certified
First Responders course. Physicals in progress. Firemen age 40 and over need physical
yearly. Hepatitis B vaccinations to be completed in November/December.
Signed contract for two sections to be added to fire house. One section to be 30'
wide by 40' long. Second section to be 24' wide by 42' long. These sections will make
space for decontamination materials,self contained facility for equipment washing,
lockers,wash down bay,etc.. To be paid for with car show funds and fund raisers.
Additions to be done in five stages over a five year period.
Concerns-Entrance to fire hour between Baptist Church and Town Barn
deteriorating,needs repairing. Received a$6,000.00 estimate for repairing. Highway
Superintendent, Ron Updike,,and Fire Company President, Dennis Hubbell, to work
together to come up with a cheaper way of repairing entrance.
New truck ordered for delivery February 1996.
Discussed Town Office combing with Fire Building.
Highway Superintendent Report-Ron Updike
Discussed Harvey Hill Road,Clean Up day,Old town buildings.
Highway Superintendent Updike asked for a resolution concerning County
maintenance of bridges-in the town of Enfield.
Motion made by Councilman Dougherty and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield approve for adoption the
attached resolution.
Carried Unanimously
Highway Superintendent Updike asked the Town Board their consensus of Agro
Static roadside spraying in restricted two mile area(2nd mile of Fish Rd.,between Rte
#79 and Rothermi+ck Rd. - Harvey;Hill Rd. hill.) Town Board consensus was to leave
spraying decision to discretion of Highway Superintendent.
Work sharing with the Village of Trumansburg and the Town of Newfield. Will
continue working on Bostwick Road hill in the Fall.

Planning Board- Michelle Humphries
Planning Board to present new building permit at next board meeting. Discussed
number of members needed on Planning Board.
Commorative Committee -No report.
Cemetery Committee -
Concrete bases for arches poured.
Monthly Bills-
Motion made by Councilman Achilles and seconded by Councilman Dougherty
that the bill from Kenneth Smith for cemetery work not be paid until bill has been
submitted to the Cemetery Committee for approval.
Carried Unanimously
Motion made by Councilman VanNederynen and seconded by Councilman
Achilles that the Town Board of the Town of Enfield approve for payment General Fund
warrants(less Kenneth Smith's bill for$50.00 for cemetery work)for$67,206.79,
Highway Fund Warrants for$9,726.53, SARA Grant warrants for$2,155.79 and Small
Cities Grant(HUD)warrants for$29,982.93.

Enfield Community Building-Councilman VanNederynen
Meeting held Wednesday, July 5th, 1995 at 5:30 p.m. Discussed policies and
procedures. Checking insurance where liability lies for different groups. Discussed
community related events. Community Council sponsored events,functions of building
coordinator. Will develop guidelines for policies and procedures of use of building.
Recycling-Out of building. Across the road from the Baptist church until.
curbside recycling goes into effect, supposedly the end of August.
Resolution Book-Computerizing ten years of Town resolutions.
4-H Acres Youth Fair resolution
Motion made by councilman VanNederynen and seconded by Councilman
Achilles that the Town Board of the Town of Enfield join the Tompkins County 4-H
Acres Youth Fair and approve for adoption the attached resolution.
Carried Unanimously
New Business-
Tompkins county Transportation Council Planning Committee appointment
Motion made by Councilman Dougherty and seconded by Councilman Clark that
the Town Board of the Town of Enfield approve the appointment of Highway
Superintendent Ron Updike to the Tompkins County Transportation Council Planning
Committee.

New Business continued
Privilege of the Floor-
Councilman Dougherty asked if Privilege of the Floor could be moved to 7:30 or
8:00 p.m. or if someone comes in late they be given a chance to speak. Suggested that
Privilege of°the Floor be added to agenda twice.
Adjournment-
Motion made by Councilman Dougherty and seconded by Councilman
VanNederynen that the regular meeting of the Town Board of the Town of Enfield held
July Sth, 1995 be adjourned.
Carried Unanimously
Meeting adjourned at 8:50 p.m.
