HomeMy WebLinkAbout1995-03-01 269 . 1 ENFIELD TOWN BOARD MEETING MINUTES WEDNESDAY, MARCH 1, 1995 The regular meeting of the Town Board of the Town of Enfield was held • Wednesday, March 1, 1995 at the Enfield Community Building, 182 Enfield Main Road,Ithaca, N. Y. at 6:30 p.m. Supervisor Owens presiding. Present: Jean Owens,Supervisor, Pat Dougherty, Councilman, Linda VanNederynen, Councilman, Garry Achilles, Councilman, Lanny Clark, Councilman. Others Present: Ron Updike, Highway Superintendent, Alice Laue,Town Clerk. Pledge of Allegiance : Supervisor Owens led the assemblage in the Fledge of Allegiance to the Flag. Approval of Minutes: Motion made by councilman VanNederynen and seconded by Councilman Clark that the Town Board of the Town of Enfield approve for adoption, with the following corrections/additions, the minutes of the March 1, 1995 regular Town Board meeting minutes. Corrections - Security Bond should road Surety Bond.. Additions -Enfield Community Building Report - John Benson, Architect, quoted a figure of $100,000.00 - $250,000.00 for the second floor and $200,00.00 - $400,000.00 for first floor renovations. Councilman Dougherty abstained from voting on approval of February 1, 1995 minutes. Carried Unanimously Motion made by Councilman VanNederynen and seconded by Councilman Dougherty that the Town Board of the Town of Enfield approve for adoption the minutes of the February 17th, 1995 Special Town Board Meeting submitted by Councilman Dougherty with the following corrections - Page 1- Paragraph 4 - Community Building - Supervisor Owe me, &aid she had spoken with the fire department regarding the property easement f6r use of the day care portion of the project and they are in agreement. There is "no" in agreement. Supervisor Owens has presented the discussion to them and the Board of Directors stated it needs to go too the fire company members for discussion. Community Building property- 90' by 100'. Carried Unanimously Communications - Letter from Karen Anderson, Enfield Community Council President, in support of renovations to the Community Building if project can be done under $300,000.00. 270 ENFIEL'D TOWN BOARD MEETING MINUTES - March 1, 1995 2 Letter and check from David Church, N. Y. Planning Federation, advising the Town Board of the granting of the rural New York Planning Grant program in the full arnount of $2,000.00. This grant will be used to have the county Planning department assist our Town Planning Board in the discussion of a Site Plan review. Privilege of the Floor: Alicia Febo, Enfield Main Rd., and Eileen Paulson, Mecklenburg Rd., spoke in behalf of the Girl Scouts and Boy Scouts. There is a group of fifteen registered Brownie Girl scouts, five Jr. Cadets Scouts, fifteen Cub Scouts and ten Boy Scouts for a total of fifty youths who use the Community Building, They hope that when plans are made to renovate the community building they are kept in mind. Scouts present were - Jessie Paulson, Kim Cudlin, Victoria Febo and Chris Febo. Committees: Tompkins County Board of Representatives - Dan Winch There is a lot of interest at the county level because of the impacts of the propose state budget cuts and how they will affect the county. No concrete figures until budget is actualy passed, all county programs will be affected by the govenor's action and the state legislation. Rural Affairs Committee report on concerns of people in rural townships showed prime concems are, highways, bridges, public safety, youth services, shoestring budgets. Cat licensing should be taken seriously. Tremendous cost for benefits. Not convinced cat licensing program would help benefit the people and take care of the rabies problem. Majority of rural towns have passed a resolution opposing cat licensing. Historian - No report. Cemetery Committee - No report. Commemorative Committee - No report. Enfield Community Council - Alicia Febo, Secretary Council working on summer program. Due to ICSD dosing all school to summer programs.Community Council summer program will have to be held elsewhere. Starting G. E. D.program in Enfield. Community Council to contribute $1,000.00 to this • project. 27 1 3 ENFIELD TOWN BOARD MEETING'MINUTES - March 1, 1995 • Supervisor Owens read the following letter formulated by Community Council President Karen Anderson. Dear Mr. Lorthridge, The Enfield Community Council has brought up a concern about lack of academic assistance for Enfield middle school and high school students. There are over 400 students from the Enfield district in grades 6-12; a high percentage of them are from low income families. Many of these parents have not had the benefit of higher education or perhaps even a high school diploma which makes it difficult for them to help their children with homework. It is also difficult for most Enfield students to take advantage of the Moving Up Tutoring Program at Beverly J. Martin School due to lack of transportation. We would like to request that the Moving Up Tutoring Program for at-risk youth be expanded to include the Enfield School as site for tutoring three times a week for 6th- 12th graders. The Town of Enfield is willing to commit $1,000.00 to demonstrate our support for this project. I hope to hear from you soon. Sincerely, Jean Owens, Enfield Town Supervisor Supervisor Owens asked for the support of the Town Board for the Moving Up Tutoring Program for at-risk youth with a $1,000.00 contribution. Discussion - $1,000.00 contribution needs clarification - who is paying it.,the Town or the Community Council? Can this be tabled until the next meeting for more information? No. Reason this isn't possible is because ICSD is developing their budget presently. Town Board needs more time to act on things like this. Are other towns involving themselves with school tutoring program? How are we going to support this, if Trumansburg, Newfield and Odessa-Montour ask for support? How do we know if students are going to use it? We want our youth to have all the advantages of a tutoring program. Monetarily, not willing to support with funds. School has an active local PTA. When other possibilities have been exhausted they could petition town for donation. Motion mde by Councilman VanNederynen and seconded by Councilman Achilles that Supervisor Owens send above letter to Dr. Lorthridge in support of the Moving Up Tutoring Program. Sentence -The Town of Enfield is willing to commit $1,00.00 to demonstrate our support for this project is to be deleted from this Iettdr. Carried Unanimously 2 '7 2 4 ENFIELD TOWN BOARD MEETING MINUTES - MARCH 1, 1995\ Enfield Community Building - Supervisor O dens No further estimates for renovations to building have been obtained because final plan for bottom floor from John Benson has not been received. Health Department has been contacted and an application has been received and supervisor is in the prom- s of looking at to give as much information as possible about existing septic system and will include a floor plan for our proposed usage to get an idea from Health Department about septic system. Councilman Dougherty asked - Effective February 15, 1995 Jesse Buchanan or Roger Rumsey started numbering houses. Would like clarification on this. Supervisor Owens - Not part of a formal resolution. Informal understanding that Assistant Code Enforcement Offices Jesse Buchanan would take housing enumeration over. Assumption was this went into effect February 15, 1995. Letter of notification to parties affected by housing enumeration change to be sent informing them that Assistant Code Enforcement Officer will be taking over housing enumeration. Town Recycling Center to be closed June 30, 1995. Councilman Dougherty brought up Community Building policy use. Councilman VanNederynen, Chairperson of the Community Building Committee to hold a Community lewilding Committee meeting with Greg Kirchgessner, Building Use Coordinator, to discuss building use policies and to set guidelines for use of building. Committee consists of Councilman VanNedemynen, Councilmen Dougherty and Achilles. Enfield Fire Department - Rich Neno Slow for fire company,. Month of February 3 fire calls, 7 EMS calls and 1 motor vehicle call. Old tanker on market to be sold. Councilman VanNederynen - discussed fire company looking at new tanker with tank replacement fund. Highway Department - Superintendent Updike Letter from Tompkins County Fire& EMS Service listing town roads for E-911 system. Attended first Tompkins County Transit Council Meeting. Prices on school beacons have not been received. Motion made by Councilman Clark and seconded by Councilman VanNederynen that the Town Board of the'Town of Enfield authorize Supervisor Owens to secure a $1,000.00 surety bond. Councilman Dougherty abstained. Carried Unanimously 2 7 .3 ENFIELD TOWN BOARD MEETING MINUTES - MARCH 1, 1995 Fuel Tanks- T'alked with Mr. McLaughlin, DEC. All underground tanks are to be out by 1998. No extension of March 1995 deadline for testing unless letter of intent written before March 2..0, 1995. It's get them out or test them. Town can excavate tanks, work with DEC, liability no different than if Cortland Yank does work. Highway Superintendent Updike recommended that the Town Board of the Town of Enfield remove tanks as soon as possible. Write letter of intent to DEC that underground tanks are being removed and replaced with above ground tanks and that the Town Board of the Town of Enfield contract with Cortland Tanks for the cutting/cleaning/replacement of underground tanks with above ground tanks. Motion made by Councilman Achilles and seconded by Councilman Clark that the Town Board of the Town of Enfield authorize Highway Superintendent Updike to oversee the removal of the underground fuel storage tanks. Highway Superintendent Updike is to contract with Cortland Tank for the cutting, cleaning of underground fuel storage tanks. Plus, replace underground fuel storage tanks with two Highland Petro- Hopper tanks ( one 3000 gal and one 1000 gal above ground tank.) Contract with Cortland Tank to be in the amount of$19,396.00. Enfield Highway Department to excavate, remove tanks and backfill. Cortland Tank will cut and clean two 10000 gallon tanks, do initial _.oil analysis and cut and dean two 55 gallon drums of tank bottoms. Plus furnish and install new pumps for Diesel and gas tanks. Discussion- Where money for payment would come from - Capitol replacement -General Fund? Carried Unanimously Planning Board-Councilman Dougherty Joint Planning Board meeting with County Planning representative, Tracy Smith, held Tuesday, February 21, 1995 at the Community Building. Tracy Smith charted the steps of a Mobile Home Park and Building Permit. Next Planning Board Meeting to be March 21, 1995. Town Board and Planning Board need to be more involved with each other. Recommended that one Town Board member attend Planning Board meetings. Vacancy on Planning Board needs'to be filled. Copy of possible Site Plan Survey reviewed. Survey needs to be toned down. 274 6 ENFIELD TOWN BOARD MEETING MINUTES - MARCH 1, 1995 Monthly Bills - O Motion made by Councilman VanNederynen and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve for payment General Fund warrants in the amount of $8834.04, Highway Fund warrants in the amount of $8443.96 and small Cities Grant warrants In the amount of$10,021.82 for a total of $227,299.82. Councilman Dougherty voted nye, because not in favor of excessive architect fees. Carried Unanimously. Unfinished Business - Motion made by Councilman Achilles and seconded by Councilman Dougherty that the Town Board of the Town of Enfield stop any further expenditures of work on the Community Building until feasibility study of septic system by the Health Department is developed. Discussion- Is septic system adequate or would it need to be replaced and if replaced what size system would be needed.? Need to look at the future use not just the present use. Is drainage a problom and could there be a potential drainage problem with our neighbors? Carried Unanimously New Business - Motion made by Councilman Achilles and seconded by Councilman Dougherty that the Town Board of the Town of Enfield obtain information on all property owned by the Town of Enfield. Discussion- Town needs to know what they own and now is the time to find out what is owned and clear up any problems of ownership. Carried Unanimously Motion.made by Councilman Clark and seconded by Councilman VanNederynen that the regular March 1st, 1995 Town Board meeting adjourn. Meeting adjourned at 9:10 P.M.
