RESOLUTION - AUTHORIZATION TO ENTER DRUG AND ALCOHOL
CONSORTIUM
Councilman Achilles offered the following resolution and asked for its adoption:
WHEREAS,Tompkins County,the City of Ithaca and the Towns and Villages of
Tompkins county are required under the Omnibus Employee Testing Act of 1991 to
implement drug and alcohol testing for their commercial drivers license holders by
January 1, 1996 and
WHEREAS,entering into an intermunicipal agreement pursuant to General
Municipal Law Article 5-G with the County, City of Ithaca and the Towns and Villages
of`Tompkins County is an efficient and cost effective method for all parties to comply
with this law,
NOW,THEREFORE, be it
RESOLVED,that Town of Enfield agrees to enter into an intermunicipal
agreement with Tompkins County, City of Ithaca and the Towns and Villages of
Tompkins County for the purpose of implementing the required drug and alcohol testing
and in the furtherance thereof shall participate in the selection of a third party
(administrator)to manage such drug and alcohol testing program,and be it
FURTHER RESOLVED,that such agreement shall contain such terms and
conditions as the Town Supervisor and Town Attorney shall deem appropriate to protect
the Town's interests and shall provide for the sharing of costs upon an equitable basis
between the parties and shall be binding upon the Town upon the execution thereof and
shall extend through December 31, 1996.

TITLE: RESOLUTION AUTHORIZING ACCEPTANCE,OF DEED OF RIGHT OF
WAY FROM'WARREN&ELEANOR ADAMS ALONG GRIFFIN ROAD
WHEREAS the Town Highway Superintendent has determined that it is necessary to re-
align Griffin Road to eliminate two severe curves and maximize safe travel along said highway,
and
WHEREAS title or right of way along lands owned by Warren and Eleanor Adams(Tax
Map Parcel 18-3-3;1)is required for such re-alignment,it is
RESOLVED that the Town Supervisor and Town Highway Superintendent be and hereby Are
authorized to execute any and all documents necessary to accept title or right of way to the
lands described in the annexed Survey Map by Kenneth A.Baker dated August 9, 1995, at a cost
not to exceed S1,000.00,including survey costs,Adams'attorney fees,abstract of title update,
and recording fees,together with installation of a culvert pipe.
