HomeMy WebLinkAbout1994-12-07 237 TOWN OF ENFIELD TOWN BOARD MEETING MINUTES 1 DECEMBER 7TH, 1994 The regular Town Board meeting of the Town of Enfield was held at the Enfield • Community Building, 182 Enfield Main Road, Ithaca, N.Y. on Wednesday, December 7th, 1994, at 6:45 p.m. Supervisor Owens presiding. Present: Jean Owens, Supervisor Pat Dougherty, Councilman Linda VanNederynen, Councilman Garry Achilles, Councilman Robert Linton, Interim,Councilman Others Present: Ron Updike, Highway Superintendent Alice Laue, Town Clerk PLEDGE OF ALLEGIANCE: Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. APPROVAL OF THE NOVEMBER 2ND, 1994 PUBLIC HEARING AND REGUALAR MEETING MINUTES: Motion made by Councilman Achilles and seconded by Councilman VanNederynen that the Town Board of the Town of Enfield approve for adoption the November 2nd, 1994 Public Hearing Minutes and the regular minutes of the November 2nd, 1994 Town Board meeting. PRIVILEGE,OF THE FLOOR: Jeff farmer- Sprague Insurance Agency asked the Town Board of the Town of Enfield to consider having him work for the town as their insurance agent. COMMUNICATIONS: Letter from N.Y.S. Department of Transportation advising the Town Board of the Town of Enfield of the new speed limits. SPCA letter informing the Town Board of a December 14, 1994 meeting on cat licensing. COMMITTEES: Tompkins County Board Representative - Peter Meskili Cat licensing still in County Committee. Health Department in the past two weeks ® spoke at a Committee meeting and feel rabies in cats is not a health issue. County budget passed, approximately 3.9% increase. MINUTES OF THE DECEMBER 7TH, 1994 TOWN BOARD MEETING 2 Town Historian - No Report Cemetery Advisory - No Report Commemorative Committee - No Report. Enfield Community Council - Mamie Kirchgessner Financial report handed out. Looking for people to act on the nominating committee. Community Council nominating committee, David Owens, Linda Hubbell, Donna Brown. Meetings are third Monday of the month. Jessica Connors rasigned as secretary. Karen Anderson acting secretary and is interested in secretary position. Annual meting in January (January 16th). Articles for Community Newsletter due .January 7th, 1994. Enfield Fire Company- Larry Stillwell, Fire ChieflUnda VanNederynen No changes. 170 calls in 1993, to date in 1994 201 calls. Costs $1,000.00 to outfit a person in fire gear. OSHA regulations. VanNederynen - discussed budget. Proverbial public relations issues - more Community oriented. Three new members. Planning Board - Town - No Report County- No Report Highway Superintendent - Ron Updike County and Town put shoulders down on Porter Hilt and N. Van Dorn road. Roads .paved this year. Used county shoulder machine, road sweeper, roller and three trucks plus t two trucks from the Town of Ulysses and two of our trucks. When Enfield's shoulder work was completed Enfield crew went to Ulysses. After Ulysses, two trucks worked with the county for a week doing miscellaneous spots. Town had been doing ditching and shoulder repairs. Put up signs for Shudaben Road. Hauled potatoes for food program. Potential problem - Lancashire Drive Designated 50' turn around, another lot sold and driveway is at end of turn around, snow will be dumped in driveway. Code Enforcement MeetinglJunk Car - Councilman Dougherty Councilman Achilles and Dougherty met with Roger Rumsey to discuss the duties of the Code Enforcement Officer relative to the new Junk Car Law and to ascertain Rumsey's plans for the future. • Achilles discussed the fact that the town Board had approved the hiring, by Rumsey, of a half-time assistant at the rate of$3,750.00, Rumsey given the names of a couple of people who have expressed an interested in the position and will speak with them. 239 MINUTES OF THE DECEMBER 7TH, 1994 TOWN BOARD MEETING 3 In addition to the building code responsibilities, two other laws have been enacted in the past two years, the Mobile Home Park Law and the Junk Car Law. Dougherty asked Rumsey if he planned to continue as Code Enforcement Officer now that these laws have been passed and he said he felt with additional help he would be able to perform his duties adequately. Instituting of the Junk Car Law was discussed. Achilles felt that it was decided at the meeting leading up to the passing of the law that it would be enforced on a complaint basis only. Information concerning the new law would be circulated to Enfield residents during the first ninety (90) days of 1995. That 90 days would be a called the "voluntary disposal grace period." Rumsey, Achilles, Dougherty talked about how enforcement would be carried out. Notification, follow-up visit, appearance ticket, appeals process are items that need to be discussed in detail with Board members and Enfield judges. Dougherty feels that a newsletter needs to be sent to Enfield residents on the Junk car Law informing them of the "voluntary disposal grace period". how enforcement of the law would take place, etc. Achilles will touch base with the four businesses who presently take cars away and advise them that we will be publicizing their names in the newsletter and paper. Rumsey noted that a Enfield is presently the fastest growing Town in Tompkins County. Another committee meeting which might include the public is an idea that could be explored. Discussion on whether a letter to the the town residents should be sent separately by the Town Board or included in the Community Council newsletter. Further discussion will be held at the January meeting. MONTHLY BILLS - Motion made by Councilman V VanNederynen and seconded by Councilman Linton that the Town Board of the Town of Enfield approve for payment General Funds warrants in the amount of $6,217.62, Highway Funds warrants in the amount of $8,611.44 and Small Cities Grant warrants in the amount c-f $39,066.55 for a total of $45,787.57. Carried Unanimously 240 MINUTES OF THE DECEMBER 7TH, 1994 TOWN BOARD MEETING 4 UNFINISHED BUSINESS - Amendment 1995 Town Budget • Motion made by Councilman Linton and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve for adoption the amendment to reflect changes to the 1995 Town of Enfield budget. Insurance - Motion made by Councilman Linton and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve payment of Medicare supplemental insurance for single coverage for retired employees sixty-five years of age. Carried- Unanimously Appendix B - Workmen"' Compensation Motion made by Councilman Linton and seconded by Councilman Achilles that the Town Board of the Town of Enfield adopt the following resolution. RESOLVED, that the Town of Enfield hereby elects, pursuant to Subdivision 3A of Section 50 of the Workers' Compensation Law, to become a self insurer as to Workers' Compensation claims against this Municipality: and be it further RESOLVED, That pursuant to Section 50 Subdivision 4-A of said Workers' Compensation Law, notice of such election shall be filed forthwith witii the Chairman of the Workers' Compensation Board, Self Insurance Section; and be it further RESOLVED, That this election shall become effective on January 1, 1995. Carried Unanimously Fire Protection Contract - Motion made by Councilman Linton and seconded by.Councilman VanNederynen authorizing the Town Supervisor, Jean Owens, to enter into the acceptance of the • 1995 Fire Protection contract with the Enfield Volunteer Fire Company in the amount of $149,153.00. Carried Unanimously 241 MINUTES OF THE DECEMBER 7TH, 1994 TOWN BOARD MEETING 5 Enfield Community Building - Architect John Benson SMr. Benson presented an assessment of the community building and the feasibility of renovating this building for municipal office space community use. Meeting recessed for ten minutes for refreshments in honor of Jack Hubbell, retiring Town Historian and Bob Linton's re-retirement. Meeting reconvened at 10:20 p.m. NEW BUSINESS: Charles McGurk, Colegrove Road Mr. McGurk expressed his concerns about the impact the proposed gravel pit between S. VanDorn Road and Colegrove Road will have on the local community. There are a number of houses surrounding that parcel of land (17.5 acres). Concerned whether there has been am environmental impact study done, whether there should be or has been a public meeting or discussion. Supervisor Owens will pull information and contact Ron Belion. Councilman Linton stated that any land in the Town of Enfield where there is a site development proposal, over five acres, it is under the jurisdiction of the Town Board. Carried Unanimously ADJOURNMENT- Motion made by Councilman Canton and seconded by Councilman Achilles and VanNederynen that the Town Board of the Town of Enfield adjourn. Meeting adjourned 10:45 p.m. Respectfully submitted ��� All Alice Laue Town Clerk 236 ENFIELD TOWN BOARD PUBLIC HEARING DECEMBER 7TH, 1994 A Public Hearing on the 1996 Fire Protection Contract was held Wednesday, December 7th, 1994 at the Enfield Community Center; 182 Enfield Main.Road, Ithaca, New York; 14850 at 6:30 p.m; Supervisor Owens' opened the meeting to a ieryone wishing to speak at 6:30 p.m.. Questions concerning why Fire Protection contract was increased. A,lswer was due to increases in price of equipment and supplies.
