TOWN BOARD MEETING MINUTES
WEDNESDAY, OCTOBER 5, 1994
6:30 P. M.
The regular meeting of the Town Board of the Town of Enfield was held
Wednesday, October 5, 1994, at the Enfield Community Building, 182 Enfield Main
Road, Ithaca New York at 6:30 p.m. Supervisor Owens, Jean Owens, presiding.

Pat Dougherty, Town Councilman\
Linda VanNederynen, Town Councilman
Garry Achilles, Town Councilman
Robert Linton, Interim Town Councilman
Others Present: Jack Hubbell, Town Historian
Peggy Hubbell, Housing Enumerator
Alice Laue, Town Clerk
PLEDGE OF ALLEGIANCE:
Supervisor Owens led the assemblage in the Pledge of Allegiance to the flag.
APPROVAL OF THE SEPTEMBER 7TH, 1994 MINUTES:
Supervisor Owens asked for additions or corrections to the minutes. Correction
under Town Historian. It should read that Supervisor Owens reported that the Town
Historian stated he would not be accepting reappointment in 1995.
Motion made by Councilman Achilles and seconded by Councilman Dougherty that
the Town Board of the Town of Enfield approve the minutes of September 7, 1994
regular board meeting as corrected.
Carried Unanimously
PRIVILEGE OF THE FLOOR:
No one in attendance wished to speak.
COMMUNICATIONS:
Letter from Mary Cole and Shelia McCue informing the Town Board about a project,
undertaken by a group of concerned parents, to lower the speed limit on Route #E327
from Trumbulls Corners Road to Route#F79.
• Rabies Clinic conducted by the Tompkins County Health Department to be held at
the Enfield Town Highway Department, Wednesday, October 19th, 1994 from 7 - 9
P.M.

COMMITTEES:
Tompkins County Board of Representatives- Peter Meskill
Representative Meskill discussed with the assemblage county budget update, Solid .
Waste fee, possible cuts in sheriff's department patrol and Sales Tax revenue.
Highway Department - Superintendent Ron Updike
Past month working with the Town of Ulysses. Trimmed brush on corner of South
Applegate Road and Enfield Center Road. Kemp's trimmed their own trees,
superintendent wasn't satisfied and trimmed them more. Town trimmed trees for
Owens.
Three trailer parks, College View, Sandy Creek and Willow Creek, road names
within the parks were acceptable.
Ben Road - Rejected road, back to drawing board, road needs fine grading.
Interim Councilman Linton questioned the ditching on Ben road. Highway
Superintendent Updike feels the ditching is adequate. Interim Councilman Linton
requested that Highway Superintendent Updike contact Town Attomey,Robert Mulvey,
and request that a clause be written into the agreement or any agreement between
present and future Ben Road residents, that the Town of Enfield can not be legally held
respoOnsible for any further and future ditching that maybe deemed necessary on Ben
Road to address the liability issue if the Town of Enfield lowers ditches across private
property with the intent to drain water away from roadway.
Public Bid - Interest shiown by private party to purchase old V plow.
Motion made by Interim Councilman Linton and seconded by Councilman
Dougherty giving authority to Highway Superintendent Updike to create a list of
surplus equipment and publish this list asking for bids.
Carried Unanimously
Eave troughs for Town-Highway and Town Hall Building. Received one bid and
waiting to hear from three other people. - - - - - - - -
Election Day - November 8th, 1994 two handicapped signs will be posted at the
Enfield Community Building.
Town Historian - Jack Hubbell
Concerned with burn barred jeopardizing safety of town records and eave troughs
repairs need to be done to protect records.
Cemetery Committee - Peggy Hubbell
No meeting. Supervisor Owens to contact John Smith. e
Commemorative Committee- No Report.

Enfield Community Council - _
Annual Fall Festival dates are Friday, October 28th and Saturday, October 29th,
1994.
• EnfieldCommunity Building Supervisor Owens
Group of volunteers from Ithaca College working with Greg Kirchgessner cleaned
and painted the second floor of the Community Building.
Enfield Fire Company - Dominic Seamon
To date 165 calls as of October 4, 1994. Flight car in operation.
Councilman Dougherty asked other town councilman to attend the fire company
meetings for her for the months of October, November and December. Interim
Councilman Linton to attend October meeting, Councilman VanNederynen, November
meeting and Councilman Achilles, December meeting.
HUD - Supervisor Owens
Oversite Review Committee met. Work progressing. Property in question issue
taken care of.
On October 15, 1994 twenty to twenty five fraternity members have volunteered to
demolish house on East Enfield Center Road which will be replaced by a trailer.
MONTHLY BILLS:
Motion md� by Interim Councilman Linton and seconded by Councilman Achilles
that the Town Board of the Town of Enfield approve for payment General Fund
warrants in the amount of $5,540.48, Highway Fund warrants in the amount of
$15,003.99, Small Cities Grant warrants in the amount of $36,529.52 and SARA Grant
warrant in the amount of $23.78.

UNFINISHED BUSINESS:
Joint Recreation Partnership - tabled.
Dog Enumeration- Supervisor Owens
Dog enumerator, Marty Schreiber hopes to have-dog enumeration done at the and
of October.

Motion made by Interim Councilman Linton and seconded by Councilman
Dougherty that the Town Board of the Town of Enfield adopt with amendments the
Tentative Budget as the Preliminary Budget.

Motion made by Interim Councilman Linton and seconded by Councilman Achilles
that the Town Board of the Town of Enfield authorize the Town Clerk to post a notice of

Motion made by Councilman VanNederynen and seconded by Councilman
Achilles that the Town Board of the Town of Enfield grant Supervisor Owens the
authority to transfer from the Contingency Fund $500.00 to each of the following

New Business continued -
Sales Tax Revenue
Motion made by Councilman Achilles and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield grant authorization to the
Town of Enfield Supervisor, Jean Owens, the right to contact the County Comptrollers
Office requesting that the Town of Enfield Sales Tax Receipts be returned to the Town
of Enfield beginning January 1, 1995.
