HomeMy WebLinkAbout1994-09-07 211 TOWN OF ENFIELD 1 TOWN BOARD MEETING MINUTES WEDNESDAY, SEPTEMBER 7th, 1994 The regular meeting of the Town Board of the Town of Enfield was held Wednesday, September 7th, 1994 at the Enfield Community Building, 152 Enfield Main Road, Ithaca, New York at 6:30 p.m. Supervisor Owens presiding. Present: Jean Owens, Supervisor Pat Dougherty, Councilman Garry Achilles, Councilman Unda VanNederynen, Councilman Robert Linton, Interim Councilman Others Present: Ron Updike, Highway Superintendent Jack Hubbell, Town Historian Peggy Hubbell, Housing Enumerator Alice Laue, Town Clerk PLEDGE OF ALLEGIANCE: Supervisor Owens led the assemblage in the Pledge of Allegiance to the flag. PRESENTATION OF PLAQUE TO JON HUBBELL: Plaque presented to Jon Hubbell by Interim Councilman, Robert Linton, Highway Superintendent, Ron Updike, Supervisor, Jean Owens, for his service to the Town of Enfield. APPROVAL OF MINUTES: Motion made by Councilman VanNederynen and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve the minutes of the August 3rd, 1994 regular Towon Board meeting. Carried Unanimously Motion made by Councilman VanNederynen and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve the minutes of the August 10th, 1994 special meeting. Carried Unanimously 212 Enfield Town Board Meeting Minutes 9/7/94 2 Motion made by Councilman Achilles and seconded by Councilman VanNederynen that the Town Board of the Town of Enfield approve the August 25th, 1994 public hearing on the Regulation of Junk Cars in the Town of Enfield Minutes and the Special Town Board Meeting Minutes. Carried Unanimously\ PRIVILEGE OF THE FLOOR: Peggy Hubbell expressed concerns about both Election Districts voting on the second floor of the Community Building for Primaries, September 13, 1994. COMMUNICATIONS: Tompkins County Soil and Water District Manager Amanda Barber spoke on the activities and services provided by the Soil and Water District that are available to town residents. SPCA, Pam Stonebreaker Update on services since taking over dog control for Tompkins County. 1995 contract 2% increase over last year's contract. Contracted with Town of Enfield in February 1994. Copies of contract available for October meeting. Sprague Insurance Company sent a letter of interest in insurance proposal for 1995. COMMITTEES: Tompkins County Board of Representatives - No Report HUD - Supervisor Owens Work under way. $35,000.00- $40,000.00 bills to be paid. All work may not be completed until Spring of next year. Second grant has been submitted and will find out in mid-October if grant was approved. JUNK CAR - Junk Car Local Law #1, 1994 under unfinished business. 213 Enfield Town Board Meeting Minutes 917/94 J • PLANNING BOARD - County - No report Town - No report. Supervisor Owens attended a planning board meeting with the county board where areas that the town's planning board could use assistance with were discussed. 1. Assistance in completing subdivision regulations. Assistance from county would include public hearings,. informational forms, etc., to help communications between the planning board and town residents so that when regulations were completed they would be what residents wanted to see.. 2. Grant application- Develop organizational structure in this town, that all the different departments have said was needed. TOWN HISTORIAN- Jack Hubbell School reunion was held August 6th, 1994 at Willowood. About same turn out as 1993 reunion. Historian stated he would not be accepting reappointment as Historian in 1995. CEMETERY COMMITTEE- No report. Cemetery Committee needs to meet to discuss concerns. COMMEMORATIVE COMMITTEE- No report. ENFIELD COMMUNITY COUNCIL Fredie Shapiro Completed a very successful summer program. Served 138 children. Planning for fall programs for the enrichment program and Pre-K program which has five children registered. Reorienting, how we do business and looking at more of way to doing shared decision making and team building. Annual Fall Festival dates are October 28th, and October 29th, 1994. County Youth Bureau, Janice Johnson, shared with the public present how the town gets money for the youth programs from the County and New York State Division for Youth. 214 ENFIELD TOWN BOARD MEETING MINUTES 917/94 4 ENFIELD COMMUNITY BUILDING - Supervisor Owens At the Au ust 25th special town board meeting the motion was made, seconded' 99 and carried unanimously that the the Town Board of the Town of Enfiela accept the Cayuga Consultants proposal. ENFIELD FIRE COMPANY - Dominic Seaman Supervisor Owens presented (hand out from Fire Company President Dennis Hubbell) a list of costs and increases to substantiate increase in fire tax. Dominic reported that the EMT'S had started their refresher course. Five EMT'S going. 149 calls to date. Suburban station wagon purchased for quick response vehicle for EMT calls.. Should be in service in a couple of weeks. Councilman Achilles thanked the Fire Company for the wonderful job they did last night (8/6/94) at the small airplane crash on South Applegate Road. Eight/nine firemen tied up for eight hours at the crash site. HIGHWAY SUPERINTENDENT- Ron Updike Cold mix paving one mile on North Van Dorn Road from Iradell Road to Hayts Road. Also, 1.1 miles of Porter Hill Road. Still needs seal coat and shoulders. Ben Road, installed new pipe at intersection with Enfield Center Road. Meeting with Ben Road people to make sure what they are doing meets specifications. August 17th and 18th 3.8 inches of rain, minor damage. Storm damage figures submitted. Major damage end of Hubbell Drive. Presently working on Enfield Center Road, West (last mile). Cutting brush, digging ditches back, etc. State Road 79 (West) closed between Podunk Road and Waterburg Road for replacement of box culvert at the end of Georgia Road and 79 Intersection for five to six weeks. Positive note - HUD money really showing in the town. MONTHLY BILLS - Motion made by Councilman VanNederynen and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve for payment general funds warrants in the amount of $4,552.34. Highway warrants in the amount of $35,387.41 and Small Cities grant warrant in the amount of $12,139.61. Carried Unanimously 215 ENFIELD TOWN BOARD MEETING MINUTES 9/7/94 5 • UNFINISHED BUSINESS JUNK CAR LOCAL LAW#1 OF 1994. Motion made by Councilman Achilles and seconded by Councilman Dougherty that the Town Board of the Town of Enfield adopt Junk Car Local Law #1 of 1994. Discussion - Law won't do the job, passing a bad law worse than no law. legalizing things that are illegal now. Strong public feeling that something needs to be done and this is a start. Roll Call Vote - Interim Councilman Robert Linton - Nye Councilman VanNederynen - aye Councilman Dougherty- aye Councilman Achilles-aye Supervisor Owens - aye NEW BUSINESS - Submission of Rural New York Planning Grant. Motion made by Councilman Achilles and seconded by Councilman Dougherty that the Town Board of the.Town of Enfield grant Supervisor Owens authority to sign Rural New York Planning Grant request upon Interim Councilman Robert Linton's approval. Motion made by Councilman VanNederynen and seconded by Councilman Dougherty that the Town Board of the Town of Enfield adopt the following resolution WHEREAS, the Tompkins County Sheriff's Department provides police protection to the citizens of the Town of Enfield, and WHEREAS, the Tompkins county Board of Representatives is currently considering reducing the Tompkins County Sheriff's Department Budget to an extent that it will significantly impact the ability of the Sheriff to provide police protection to the citizens of the Town of Enfield, it is 2 16 ENFIELD TOWN BOARD MEETING MINUTES 9/7/94 b Resolution continued - RESOLVED, that the Town Board of the Town of Enfield opposed the Tompkins County Board of Representatives that will reduce t e rre t Iovz any �R of potion lice protection to the citizens of the Town of Enfield, and it is FURTHER RESOLVED, that the Town Board of the Town of Enfield reconmends that the Tompkins county Board of Representatives provide a sufficient budg43t to the Sheriff's Department so that additional manpower can be provided for the safety and stvurity of the citizens of the Town of Enfield, and it is FURTHER RESOLVED, that the Town Clerk is directed to send copies of tilis Resolution to the Tompkins County Sheriff's Department. Tompkins County Eoard of Representatives and all town supervisors in Tompkins County. Carried Unanimously Motion made by Interim Councilman Linton and seconded by Councilman Acfiilles that the Town Board of the Town of Enfield adjourn.
