HomeMy WebLinkAbout1994-08-03 202 . 1 TOWN OF ENFIELD TOWN BOARD MEETING MINUTES WEDNESDAY, AUGUST 3, 1994 The regular meeting of the Town Board of the Town of Enfield was held Wednesday, August 3, 1994 at the Enfield Community Building, 182 Enfield. Main Road, Ithaca, N.Y. at 6:30 p.m. Supervisor Owens presiding. Present: Jean Owens, Supervisor Pat Dougherty, Councilman Garry Achilles, Councilman Linda VanNederynen, Councilman Robert Linton, Interim Councilman Others Present: Ron Updike, Highway Superintendent Peggy Hubbell, Housing enumerator Alice Laue, Town Clerk PLEDGE OF ALLEGIANCE: Supervisor Owens led the assemblage in the Pledge of Allegiance to the flag. APPROVAL OF THE MINUTES: Correction - Historical Society(page 4) Caroline Historian - Mrs. Kone, to speak at 8/24/94 Commemorative Meeting. Motion made by Councilman Achilles and seconded by Councilman VanNederynen that the Town Board of the Town of Enfield approve the minutes of the July 6, 1994 regular Town Board meeting. Carried Unanimously Motion made by Councilman Achilles and seconded by Councilman VanNederynen that the Town Board of the Town of Enfield approve the minutes of the July 13, 1994 special Town Board meeting. Carried Unanimously Privilege of the Floor: Bertha Hubbell - Enfield Main Rd. Upset about Election District 2 working on the first floor of the Community Building. Move made to late. May have to scrounge for election inspectors. 203 2 ENFIELD TOWN BOARD MEETING MINUTES-AUGUST 3, 1994 PRIVILEGE OF THE FLOOR continued • Peggy Hubbell - Enfield Main Road. 90% of the voters don't read cards Board of Elections send out. COMMUNICATIONS: - NYMIR NYMIR insurance appraiser made two suggestions to the Town of Enfield. 1. Recycling dumpster (cardboard) needs to be kept closed. 2. Trim brush around highway buildings. COMMITTEES: - Tompkins County Representative Meskill New recycling Center grand opening August 9, 1994 at 2:00 p.m. Sheriff Department budget- Position being taken is that some how we need to find a reasonable amount of money necessary to maintain the the three patrols. May take 2- 21l2% tax increase to fund road patrols by the Sheriff's Department. Highway Superintendent - Ron Updike Met with Ward Hungerford regarding Black Oak and Connecticut Hill Road intersection. County doesn't agree with making it a three way stop. Recommended and will enlarge (Conn. Hill Rd. toward Black Oak Rd.) arrow sign from 3 feet to 4 feet. Larger stop sign on Conn. Hill Rd., move stop sign closer to road, stop sign ahead sign moved closer to road. Roads are 55 m.p.h. roads. Bostwick and Applegate Road - Larger signs. Fog is problem here. All signs taken from standard grade size to high intensity signs. Harvey Hill and Black Oak Rd. - Stop signs inadequate so larger ones are to be placed there. Stop sign ahead on east side of road hidden in trees, will be moved out. Weatherby and Black Oak Rd. signs also to be replaced. Ben Road- After meeting, met with Max Drake gave him road specifications with a sheet of things for them to do to bring road up to specifications, which he was to copy and give to residents which to date he hadn't done. To meet with Max August 4, 1994. Started digging today on East Enfield Center Road to lower the ditch, coming West • from Ben Road. 204 ENFIELD TOWN BOARD MEETING MINUTES August 3, 1994 Crew busy cold patching around town. Dug ditches on both sides of the road on S. Buck Hill Road and Harvey Hill Road to Strong Road. Pulled shoulders 3/4 mile both sides of Porter Hill Road. High light of last week was Jon's retirement. We had a little get-together.for him on Tuesday. Cake and coffee. HUD'- Karl Heck 1993 Grant One mobile home, three renovation projects are being done. Five projects have been done. Oversight Committee approved six- eight projects. Program ahead of schedule. Hoping to be done with most projects this current construction season. Last week 1994 grant application was submitted to HUD, $400,000.00 for twenty- two,bouseholds in town, eighteen houses and four mobile homes. JUNK CARS - Supervisor Owens Copy of draft of the proposed Junk Car law available for anyone interested. Motion made by Councilman Achilles and seconded by Councilman Dougherty that the Town Board of the Town of Enfield set a date for a public hearing on proposed Law,#A of 1994 providing for the Regulation of Junk Cars in the Town of Enfield. Public Hearing scheduled for Thursday, August 25, 1994 at 7:30 p.m. to be held at the Enfield Community Building. Carried Unanimously PLANNING BOARD - Town- No report County- No report. TOWN HISTORIAN- One room school house reunion to be held at Willowood, August 6, 1994. CEMETERY ADVISORY - No report. COMMEMORATIVE COMMITTEE- No report. 205 pp- ENFIELD TOWN BOARD MEETING MINUTES AUGUST 3, 1994 ENFIELD COMMUNITY COUNCIL - Marnie Kirchgessner Statement of Revenue and Expenditures handed out. Correction - 5214 line - Enfield Community Council paid$4,100.00 for recreation programs. Bookkeeper charged this against youth recreation expenses, will be pulled out and put under a separate line under general expenses. Supervisor Owens to attend Enfield Community Council meeting August 8th to discuss budget. Fredi Shapiro, Community Council President, thanked the Town Board for their support to the children in the community. It is greatly appreciated. ENFIELD FIRE COMPANY - DOMINIC SEAMAN Quarterly report handed out. 131 calls so far this year. 4 EMT's need refresher course, 6 First Responders need refresher course, will get a little government help this year for these courses. Supervisor Owens stated that there would be a budget meeting with the Fire Company, August 16, 1994 at the firehouse. Councilman Achilles reported that eleven people meed shots, going to try to tie in with another company. Biggest concern was snow removal. Would like Town Board to look at this and give them an answer. Fire Company would like to mail a month newsletter. BUDGET MEETING- Highway employees have asked that the Town Board(anyone available) meet with them. scheduled meeting is for 1:00 p.m., August 22, 1994. BRAC- BUDGET REORGANIZATION ADVISORY COMMITTEE- Paul Eberts Paul Eberts and staff gave a presentation on the county budget which was followed by a question and answer segment. Members of the public and the Town Board asked questions and expressed concerns about the budget to the BRAC committee. The BRAC committee is official appointed by the Tompkins County Board of • Representatives. 206 ENFIELD TOWN BOARD MEETING MINUTES AUGUST 3, 1994 CO DE ENFORCEMENT - Councilman Garry Achilles Councilman Dougherty, Achilles and Supervisor Owens meet with Code Enforcement Officer Roger Rumsey. Roger said that things were getting to big for him to handle and he needs help. A lot of it is for things that need to be handled during the day, i.e. meeting with the Health Department. Basically he would like to stay on and get help, but if the board thought they could get someone to take over his job and handle the whole thing he would step aside. It was Oiecussed that maybe we could get someone to help him and also do the junk car enforcement. I feel the board needs to discuss how much the pay would be and where the revenue is coming from. Building permits alone don't pay the Code Enforcement Officers pay now. Roger is going to come up with a revised building permit sliding scale recommendation for the board. SARA GRANT - Councilman Dougherty Committee of Virginia Bryant, Pat Dougherty and Alicia Laue interviewed candidates for a part time position to work with the Records Management Officer on the records inventory. John Gary, Jr. was hired to fill this position MONTHLY BILLS - Motion made by Interim Councilman Linton and seconded by Councilman Achilles that the Town Board of the Town of Enfield approve for payment general fund warrants in the amount of$18,808.78 and Highway fund warrants in the amount of $5,701.89 for a total of $24,510.67 and the Tompkins County Better Housing bill in the amount of $45,965.55, Carried Unanimw,,usly UNFINISHED BUSINESS - NEW BUSINESS - Safety Coordinator Motion made by Councilman VanNederynen and seconded by Councilman Dougherty that the Town Board of the Town of Enfield appoint Ron Updike as Safety Coordinator. Carried Unanimously PPPPPP- 207 ENFIELD TOWN BOARD MEETING MINUTES AUGUST 3, 1994 6 NEW BUSINESS continued - • Transfers - Motion made by Interim Councilman Linton and seconded by Councilman Achilles that the Town Board of the Town of Enfield transfer from the contingency fund (A 1990.4) to the following funds: A5010.4 Highway Superintendent Contractual $ 100.00 A 1420.4 Attorney $1,000.00 Al 110.4 Justice Contractual $1,000.00 for a total of $2,100.00. Carried Unanimously Special Meeting - Motion made by Councilman Achilles and seconded by Councilman VanNederynen that the Town Board of the Town of Enfield hold'a special meeting on Wednesday, August 10, 1994 at the Enfield Community Building at 6:30 p.m. to listen to architect proposals for the renovation of the community building and to pay any outstanding HUD bulls. Carried Unanimously Motion made by Councilman Achilles and seconded by Councilman VanNederynen that the regular meeting of th Town Board of the Town or crifield adjourn.
