A Special Town Board meeting of the Town of Enfield was held Wednesday, June

22nd, 1994 at the Enfield Community Building, 182 Enfield Main road at 6:40 p.m to
pay bills presented for the Small Cities Grant. Supervisor Owens presiding.
Present: Jean Owens, supervisor
Carl Newhart, Councilman
Garry Achilles, Councilman
Pat Dougherty, Councilman - absent
Linda VanNederynen, Councilman - absent
Motion made by Councilman Newhart and seconded by Councilman Achilles that
the town Board of the Town of Enfield pay Tompkins county Better Housing a total of
$7,668.33 for administrative costs and construction (perk test.)
Administrations bill for April and May $7,5443.33
Construction(perk test) 125.00
Carried Unanimously
Motion made by Councilman Achilles and seconded by Councilman Newhart that
the Special Town Board Meeting be adjourned.
Carried Unanimously
Meeting adjourned at 6:45 p.m.

SMALL CITIES PROGRAM AND
COMPREHENSION HOUSING AFFORDABILITY STRATEGY
WEDNESDAY, JUNE 22ND, 1994
The Public Hearing on Small Cities Program and Comprehension Housing
Affordability Strategy was held Wednesday, June 22nd, 1994 at the Enfield
Community Building at 6:30 p.m. with supervisor Owens presiding.
Karl Heck representing Tompkins County Better Housing was present.
The Housing and Community Development Act was first approved by Congress in
1974. The Act was subsequently amended on several occasions, with the most recent
amendment in 1990 as part of the National Affordable Housing Act. Under provisions
of the amended Act, communities continue to be eligible for grant funds through the
,,Small Cities Program". Funding under this program, as before, is on a competitive
basis, with communities competing with other applicants for the available fund.
The primary objective of the Community Development Program is the development
of viable urban communities, including decent housing and a suitable living
environment and expanding economic opportunities, principally for persons of low and
moderate income.
However, there is a provision that activities which are in themselves eligible must
also meet other HUD restrictions. Most particularly, activities MUStr comply with
requirements regarding benefit to low and moderate income persons. It is a threshold
requirement that every program benefit a minimum of 70 percent low income persons.
Also, due to the competitive nature of the program, activities must fully address HUD
rating criteria.
Federal regulations outline program requirements and HUD's procedure for rating
and ranking application. These regulations rsoognizs that the needs of communities
vary widely, and therefore, provide for two types of aipplications - comprehensive and
single purpose. Communities may apply under either (but not both) of these
application categories.
A Single Purpose Grant , which Enfield applies for, may provide funds for one or
more projects, each consisting of an activity or a set of activities, and designed to meet
S as specific community development need. Funds are availaWe to address serious
problems with housing, public facilities which affect the public health and safety, or
economic development. If a Single Purpose Grant application has more than one
activity, the a activity that directly addresses the need must represent at least a majority
of funds requested.

No outstanding grants at this time other than the 1993 grant. Regarding 1994 Small
Cities Competition 44.4 million dollars is available. 37.7 million is for single Purpose
Grants of the kind Enfield applies for. We need to do about ten more Single Purpose
Grants then were done last year. 6.7 million is in the Comprehensive pool.
Deadline for applications is July 26th, 1994. HUD mandated approval date is
October 15, 1994 or seventy-five days after deadline date. In a normal year between
175-200 communities apply and approximately 40%, around 80 are funded. With the
additional funds it should be around 85 -90. Enfield project last year scored a 400
score. Rated 24th in the Small Cities Upstate New York applications.
Town has an Abbreviated Comprehension Housing Affordability Strategy that was
approved by HUD as part of last years application. Town has completed a 1994
Abbreviated Comprehensive Housing Affordability Strategy which will be available
starting Friday, June 24th, 1994 at the Town Hall and also at the Tompkins County
Public Library for pudic comment. No public comments were received last year.
Comment period will be from June 24th - July 24th, 1994. Part of application for July
26 th, 1994.
