The regular meeting of the Town Board of the Town of Enfield met at the Enfield Community Building, 182 Enfield Main Road, Wednesday, June 1, 1994 at 6:30 p.m. Supervisor Owens presiding. Present: Jean Owens, Supervisor Pat Dougherty, Councilman Linda VanNederynen, Councilman Carl D. Newhart, Councilman Garry Achilles, Councilman Others Present: Alice Laue, Town Clerk Jack Hubbell, Town Historian John Smith, Cemetery Committee Chairperson Peggy Hubbell, Housing Enumerator PLEDGE OF ALLEGIANCE- Supervisor Owens led the assemblage in the Pledge of Allegiance to the American Flag. APPROVAL OF MINUTES- Motion made by Councilman Newhart and seconded by Councilman Achilles that the Town Board Minutes of May 4th, 1994 be approved. Carried Unanimously Motion made by Councilman Dougherty and seconded by Councilman VanNederynen that the May 18th Special Meeting Minutes be tabled until the July meeting. Carried Unanimously PRIVILEGE OF THE FLOOR- John Smith- Stated that he had offered to do something about the flag staff, and was told the Boy Scouts were going to take care of it and to date nothing has been done. He suggested that this be brought to the Boy Scouts attention. 18 2 MINUTES OF THE ENFIELD TOWN BOARD MEETING JUNE 1, 1994 2 Bertha Hubbell - Enfield Main Rd., asked that the Town Board familiarize themselves with the Open Meeting laws. COMMUNICATIONS - DeDartmot of,Law - Public invited to meet with out reach staff from the Attorney Generals Office, June 23rd, 2-4 p.m., in the Commons Council Chambers, City Hall, third floor. Staff will be there to listen to consumer complaints or questions. Ion Hubbell retiring August 1, 1994 after thirty-four years of service on the Enfield Highway Department crew. 'is last day of work being July 31, 1994. Office.of State Q=otr, oiler- Ruling that a check in the amount of $2,111.76 unaccounted monies from late Justice Smither's account be sent to the Director of the Bureau of Justice Court fund. M_ ulty Law Firm - Mobile HomePark Ordinance became effective May 3, 1994. Filed as Local Law#1, 1993. COMMITTEES - Tompkins County Board of Representatives- Peter Meskill E-911 resolution moved from Public safety committee to Budget Committee. Budget and Fiscal Policy Committee - Board had a special meeting May 31 st to deal with the budget and passed two resolutions. 1. Supporting advisory committee formed. 2. New budget forms which are easier to read and procedures for department heads to come forward to the budget. Public Works Committee- Bridge program five year extension plan. Harvey Hill Road bridge projected replacement year 1999. Possible $15,000.00 cost to town. Solid Waste Committee- • Fall Clean Up is probably in jeopardy. Spedal meeting held Friday night to discuss solid waste problem. Three options presented in favor of keeping it in various degrees. In keeping means moving forward with additional millions of dollars worth of bonding for building. 183 3 ENFIELD TOWN BOARD MEETING MINUTES -JUNE 1, 1994 One option for not going it. Options were weighted in such a favor to maintain the center. Four on the board that don't want the county to move forward with the big facility and want to get out of the garbage business and do some kind of modification of the recycling business. Need to move a resolution that at least delays the process for at least sixty days to take a hard look at the function of the Solid Waste Department. Enfield Community Council - Report read by Supervisor Owens. Summer camp starts July 5th, 19954 and will be in session for five weeks. Because of work being done at school many have to close camp down midseason and will extend camp if school grants permission. Camp will operate daily from 8:30 - 1:00 p.m. with lunch program from 11:30 -12:00. chapter I will again provide bus transportation for campers. Program free with donations requested. Four sections planned, Pre-K, Arts and Crafts, Science and Nature, Performing Arts, Sports. Newsletter hopefully will go out next week, depending on summer camp information. Janet Morse reported for Community Council President, Fredi Shapiro. Fredi is looking at"specs" to bring community building up to code so there could possibly be a community day care held in the community building. Day care center would have trained people operating it. Grants and funding are available. Copies of "specs" will be given to board members. Enfield Fire Company - Larry Stilwell, Fire Co. Councilman Newhart, Town Board Fire company will be asking for an increase in the 1995 budget because of tax return forms that will require an additional six to eight hours of an auditors time to complete. Fire Company will have to contract for snow removal next year. Trouble spots, Fire company feels town should address for E-911 are Ben Road, College View Trailer Park, 20 Enfield Center Road, Bostwick Road, 364 Trumbuils Corner Road. Councilman Newhart Nothing new other than concerns over no raise in budget. Highway Department - Councilman Newhart for Highway Superintendent Updike • Results back from testing of Ben road. Three out of four very good. Sample at far end wasn't up to"snuff'". Tomorrow going to start oiling. Bertha Hubbell - Enfield Main Road, asked if they were going to do something about Bostwick Road with lower part of Hector Street being closed? This is pushing 184 4 TOWN OF ENFIELD BOARD MEETING MINUTES - JUNE1, 1994 a lot of people up Bostwick Road which is really bad. Junk Car Committee- Committee didn't meet. Councilman Achilles has concerns and would like to have a committee meeting with the Citizens Committee in attendance. Junk Car Committee meeting scheduled for Wednesday, June 29th, 1994, 6:30 p.m. at the Community Building. Bring all Information to meeting for discussion. Planning Board - Town - No report County- No report Public Safety - Councilman VanNederynen E-911 information sent to Jack Miller on time. Historian - Jack Hubbell Enfield newsletter information needs to be in by June 7, 1994. One and two schoolroom reunion will be August 6, 1994 at Willowwood Camp Ground. Blanch Stout, Chairperson. Commemorative Committee - Jack Hubbell Question - Would it be possible for Commorative Committee to come up with a different letterhead for town stationary that would advertise our up coming celebration. Some thing like a picture of the Old Mill? Fifth grade is working on a logo. Won't have access to until school is out. Commemorative Committee needs doers. Volunteers needed. Time is short! Enfield Community Building - Supervisor Owen Waiting to hear from Town Attorney. Before instituting a resolution and obtain proposals from architects need answers on what our requirements for pursuing a resolution including, if any, what our obligations are for any previously accepted bids. Councilman Achilles - Daycare issue brought up tonight is going to require more renovations. We need to also know how much land wer have available and compatibility. PPP 5 TOWN OF ENFIELD TOWN BOARD MEETING MINUTES -JUNE 1, 1994 MONTHLY BILLS Motion made by Councilman VanNederynen and seconded by Councilman Newhart that the town Board of the Town of Enfield approve for payment the monthly bills. General Funds $6,040.04 Highway Funds $16,458.51 Small Cities Funds $430.25 Carried Unanimously UNFINISHED BUSINESS- Supervisor Owens HUD - Meeting scheduled for June 6, 1994 on Senior Housing in the Town of Enfield. Talked with Better Housing. They have estimates on four houses, work starting very soon. Included note in newsletter that the board has voted to seek its second round of grant money in hopes people will respond. ASSESSMENT REVIEW COMMITTEE - Councilman Dougherty Councilman Achilles, Assessor, Sandra Hagin, County Representative, Dan winch and Councilman Dougherty were the Assessment Review Committee which met at the Town Hall, May 1 nth, 1994. There were three grievances filed. Quite a learning experience, learned a lot about assessment, what is on and what's off. Asked for a list of tax exempt properties. in 1994 all silos that were taxed are now exempt. Councilman Achilles - House on South Applegate Road (Snowberger) has been removed. Property assessed at$18,000.00. NEW BUSINESS - Motion made by Councilman VanNederynen and seconded by Councilman Achilles that the town Board of the Town of Enfield authorize Supervisor Owens to enter into a contract between Tompkins County and the Town of Enfield for the • supervision of the Recycling Drop Off Center. Carried Unanimously 186 TOWN OF ENFIELD TOWN BOARD MEETING MINUTES-JUNE 1, 1994 Posting of Meetings - Notices are to be posted in the Town Hall window , Partner's Market and Valley Corner store. Councilman Achilles asked how many of our alcohol venders have registered with the town. Hillendale Goff Course and Valley Corner Store have a letter of intent on file. Are all supposed to be registered and if so why not. Supervisor Owens to ask Town Attorney. Councilman Achilles would like it on record that he would have voted in favor of all motion/resolutions made at the May 18th Special Town Board Meeting. Motion made by Councilman Dougherty and seconded by Councilman Achilles that after thirty-four years of service to the Town of Enfield, Jon Hubbell upon his retirement on July 31 st, 1994, last working day being July 29th, is to receive a one "lump sum" check to include vacation and sick time. The Town Board of the Town of Enfield authorizes the bookkeeper to issue this check. The Town Board of the Town of Enfield requests that the Supervisor verify that time accrued and paid for is correct according to the Town Board policy and the Town Board will pay single insurance coverage. in order for Jon Hubbell to receive his retirement monies September 1, 1994 he can not receive any income after July 31, 1994. A letter of commendation from the Town Board be sent to Jon Hubbell. Carried Unanimously Councilman Dougherty would like to recommend that during July and August the Board discuss on a whole the budget, how figures are determined, how reductions are made and calculated, how line items are scrutinized year to year, etc. and review procedure and policy. Motion made by Supervisor Owens and seconded by Councilman Newhart that the Town Board of the Town of Enfield approve the following resolution. Whereas Solid Waste costs are escalating in Tompkins County and Whereas recent government decisions regarding flow control have added to i the increasing burden of cost containment :18 TOWN OF ENFIELD TOWN BOARD MEETING MINUTES -JUNE i, 1994 Be It Resolved The Town Board of the Town Of Enfield requests the Tompkins County Board of Representatives adopt a sixty day moratorium on further development of the proposed Solid Waste and Recycling Center and Be It Further Resolved the Town Board of the Town of Enfield requests an Audit of the present costs Of the Tom*pkins County Solid Waste Department by an Independent outside audit firm, and Be it Further Resolved that the Town Board of the Town of Enfield requests the Tompkins county Board of Representatives determine 9 it Is in the publics interest for the County to remain in the Solid Waste business or if the County should return Solid waste over to private enterprise. Carried Unanimously PRIVILEGE OF THE FLOOR Shirley Hubbell, Harvey Hill Road, feels better about junk Car issues. Jack Hubbell, Hubbell Driv6j to Many topics are brought up that show no action.
