ENFIELD TOWN BOARD
SPECIAL MEETING
WEDNESDAY, MAY 18TH, 1994
6:30 P.M.
The Special Meeting of the Town Board of the Town of Enfield met at the
Town Hall, 168 Enfield Main Road, Wednesday, May 18th, 1994 at 6:30 P. M.
Enfield
Supervisor Jean Owens presiding.
Present: Jean Owens, Supervisor
Pat Dougherty, Town Councilman
Linda VanNederynen, Town Councilman
Carl Newhart, Town Councilman
Garry Achilles, Town Councilman (absent)
Others Present: Alice Laue, Town Clerk
Ron Updike, Highway Superintendent
Peggy Hubbell, Housing Enumerator
Roger Rumsey, Building Codes Officer
PLEDGE OF ALLEGIANCE:
Supervisor Owens led the assemblage in the Pledge of Allegiance to the American
Flag.
SMALL CITIES GRANT APPLICATION
Motion made by Councilman Dougherty, seconded by Councilman VanNederynen
that the Town Board of the Town of Enfield adapt the following resolution.
Carried Unanimously
RESOLUTION:
AUTHORIZATION OF THE TOWN OF ENFIELD TO APPLY FOR A 1994 SMALL CITIES
COMMUNITY DEVELOPMENT BLOCK GRANT
WHEREAS, the U. S. Department of Housing and Urban Development (HUD) will be
accepting applications for Small Cities Community Development Block
Grant(CDBG)funds in 1994, and
WHEREAS, the Town of Enfield is an eligible and interested applicant
under this program, and t for funds

WHEREAS, the Town of Enfield has the ability to contract with the Tompkins County
Planning Department for grant-writing services under its Sinall City
CDBG program, now therefore be it
RESOLVED, that the Town of Enfield authorizes an Small Cities CDBG application to
the HUD office in Buffalo, New York for program funds as part of the
1994 funding round.
Motion made by Councilman Dougherty and seconded by Councilman
VanNederynen that the Town Board of the Town of Enfield adapt the following
resolution.

RESOLUTION:
AUTHORIZATION TO CONTRACT WITH THE TOMPKINS COUNTY PLANNING
DEPARTMENT FOR SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG)GRANT-WRITING SERVICES
WHEREAS, the Town of Enfield has expressed an interest in compiling an
application for funds from the U.S. Department of Housing and
Urban Development (HUD)for the Small Cities CDBG program, and
WHEREAS, the Town of Enfield has expressed an interest in contracting with the
Town of Enfield for grant-writing services, now therefore be it
RESOLVED, that the Town of Enfield is hereby authorized to enter into a contract
for an amount not to exceed $3,000.00 for grant-writing services under
the Tompkins County Small Cities CDBG program, and further
RESOLVED, that the Town Supervisor be authorized to execute said agreement
on behalf of the Town of Enfield.
DISCUSSION; New applications be accepted. -Applicants-not accepted-first time,
need to apply for second time.

Motion made by Councilman VanNederynen and seconded by Councilman
Newhart that the Town Board of the Town of Enfield unofficially identify all common
drives and mobile home parks.
Newhart and VanNederynen voted aye Dougherty voted nay
DISCUSSION:
Councilman Dougherty expressed concerns about safety of people. Rod
VanDeMark to name road and streets at 2068 Mecklenburg Road and is to give
this information to Highway Superintendent Ron Updike. Peggy Hubbell, Housing
Enumerator, to number houses addressed as 535 Enfield Center Road(Ben Road).
Councilman Dougherty to request name of road and lot numbers for trailer park at 146
Sheffield Road. Supervisor Owens asked members of the Fire Department to attend.
None were there.
AUTHORIZATION TO REQUEST ARCHITECTS PROPOSALS FOR ENFIELD
COMMUNITY BUILDING RENOVATION
Motion made by Councilman Newham and seconded by Supervisor Owens that the
Town Board of the Town of Enfield authorize Supervisor Owens to request proposals
from three architects for renovation to the Community Building.
Newhart and VanNederyen voted aye. Dougherty voted nay
DISCUSSION:
Councilman VanNedeiyrwt questioned the legality and commitment the Town
Board might have to the Hubbell Construction Company on the bid accepted by the
Town Board. Dougherty called attention to the fact that upon numerous occassions
she has quoted from the law that says the monies were not provided for in the annual
budget and therefore, the contract was null and void. Dougherty asked if she could
consult the Town Attorney and supervisor Owens said she would-do it
EXECUTIVE SESSION:
Motion made by Councilman Newhart and seconded by Councilman VanNederynen
• that the Town Board of the Town of Enfield move into Executive Session.
Carried Unanimously

Motion made by Councilman Newhart and seconded by Councilman VanNederynen
that the Executive session of the Town Board of the Town of Enfield be opened.

DISCUSSION - Personnel Matter
Motion made by Councilman Newhart and seconded by Councilman Van Nederynen
that the Executive session of the Town Board of the Town of Enfield be adjourned.
Carried Unanimously
Motion made by Councilman Newhart and seconded by Councilman VanNederynen
that the Town Board of the Town of Enfield adapt the following resolution.
Carried Unanimously
RESOLUTION: DESIGNATION OF RECORDS MANAGEMENT OFFICER.
WHEREAS, the Town Board of the Town of Enfield has designated the Town Clerk
of the Town of Enfield as the Town's Record Management Officer,
responsible for the security of the Town of Enfield reoords be it
RESOLVED, that the Town Clerk has the authority to control access to the Town
of Enfield record storage area.
Motion made by Councilman Newhart and seconded by Councilman VanNederynen
that the Special Town Board Meeting-of the Town of Enfield be adjourned.
Carried Unanimoussy
