The regular meeting of the Town Board of the Town of Enfield met at the Enfield Community Building, 182 Enfield Main road, Wednesday, May 4th, 1994 At 6:30 P. M. Supervisor Owens presiding. Present: Jean Owens, Supervisor Pat Dougherty, Town Councilman Linda VanNederynen, Town Councilman Garry Achilles, Town Councilman Carl D. Newhart, Town Councilman Others Present: Alice Laue, Town Clerk Ron Updike, Highway Superintendent Jack Hubbell, Town Historian PLEDGE OF ALLEGIANCE: Supervisor Owens led the assemblage in the Pledge of Allegiance to the American Flag. APPROVAL,OF THE MINUTES: Motion made by Councilman Dougherty and seconded by Councilman Achilles that the Town Board Meeting Minutes dated March 2, 1994 be approved. Four voted aye. Additions/Corrections Page 7 Add Roy Barrierre's name as EMT. Page 8 and 12 Planning Board Meeting April 21, 1994 Page 11 Delete A 1620.4 Buildings - add 45,000.00 making the amended amount 70,000.00. Page 9 Correct spelling of Richard chase's name. Motion made by Councilman Achilles and seconded by Councilman Newhart that the Town Board Meeting Minutes dated April 6, 1994 be approved. Four voted aye. PRIVILEGE OF THE FLOOR: Fredi Shapario newly elected president of the Enfield Community Council introduced herself to the Town Board. 1 169 pp- ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 COMMUNICATIONS: Local Advisory Board Assessment Review scheduled for Tuesday, May 17th at the Town Hall from 3 - 7:00 P. M. Councilman Dougherty and Councilman Achilles to attend. Letter from the Town of Enfield Planning Board enclosing the letter of resignation of Marty Shapario from the Planning Board. A letter from Richard Chase expressing his interest in serving on the Planning Board was also enclosed in this letter. In their letter the Planning Board requested that the Town Board appoint Richard chase to the Planning Board. The three major tasks, stated in the Planning Board's letter, facing them are: Draft a set of subdivision regulations (This work is already in progress but will be augumented with additional committee meetings during the coming months.) Work on a plan to consolidate the permit and approval process for individuals wishing to build In the Town of Enfield. Work toward recommending a form of Official Map for the Town. Thank you note for the certificate of Appreciation from Lanny and Dolley Clark. COMMITTEES: County Representative - Peter Meskill Mr. Meskili call Ron Updike to say that Trash Week was back to committee. To be discussed at the next Solid Waste Meeting and county meeting. Motion made by Councilman VanNederynen and seconded by Councilman Achilles that Supervisor Owens send a letter of support for the trash clean up to Solid Waste and to the County. Four voted aye. Supervisor Owens to contact Lillian Tuskey about coordinating a town road side clean up, like she did last year. Fire company has adopted two miles of route 327 (Adopt a Highway Program)from Route #79 to Trumbulls Corner Road. Cemetery Committee - No report. 2 170 ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 Highway Superintendent - Ron Updike Community meeting with Ben Road (535 Enfield Center Road) residents, eighth to nine residents attended. Basically same questions asked at last meeting were asked again. Jean to look into legal matters concerning property transfer. Supervisor Owens stated Town Attorney, Bob Mulvey, in process of arranging a meeting with Alfred Eddy's attorney. Core samples have been done. Three of four samples taken look good. Water Week this week and Ron has been asked to be a shovel bearer in the ground breaking ceremony for the water monitoring station on Six Mile Creek. Past week, patching pot holes, spreading crusher run, getting ready to grade the gravel roads, started chipping out crumbling portions of Buck Hill Road. Asked Bill Baker to come and see feasibility of running file down the middle of Buck Hill Road. Men attended a job site safety workshop. they learned a lot about flagging procedures, public safety and work site safety.\ lee took a good portion of the save troughs off the Town Barns, Ron has obtained one estimate, need two. Does the Town Board mind if he obtains a second estimate? Councilman Dougherty - Back to Ben Road - When we were talking about Ben road, you were working on some "specs". How are they coming along? Highway Superintendent Updike = Nothing yet. Still haven't received Town of Ulysses specifications. Reading through Lansing's, ours, talking with Ken Payne, Newfield, basic specifications aren't going to change that much. Update is that if the Town accepts a new road it should be accepted with some sort of hard surface on it, s tone and oil or whatever, because if it is up in good shape, why not get it covered and make it a macadam road right off the bat. I feel it is unfair to tax payers if the road is taken over as a c ru-sher run road, why loose a good formed road that you have, I would like to see that in the specifications. Councilman Dougherty - Does Enfield have specifications. Highway Superintendent Updike - Yes. Councilman Achilles - How does Ben road comply to Enfield's :specs"? Highway Superintendent Updike - I have to talk with Carlton about this as he supposedly oversaw most of this. In talking to Bobby Drake, who did a lot of the building, he said yes. Our core samples are going to tell us. 3 171 ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 Councilman Achilles - • I'm talking about the 60' minimum, 6' shoulders. Highway Superintendent Updike - Roadway is 60'wide. Yes, we will meet that, it has almost adequate pitching. It has some spots that need touching up. What I `ve seen so far, other than some monster craters, it doesn't look to bad and core samples we took from Enfield Center road, beyond Jim Linton's driveway, before original road ended, one in new section. First 'three look very uniform. Councilman Dougherty - As we proceed further, we will have another committee meeting? Highway Superintendent Updike - I will be in touch with them after finding out the legal aspects of the right of way. They had to get that all settled first. Vestal Asphalt agreed to do the sampling for nothing, they only asked for a chance to stone oil, 0 we stone-oil. they do all of the work anyway. Councilman Dougherty - So there will be another Highway Committee Meeting? Supervisor Owens - That officially wasn't a Highway Committee Meeting, but I think Carl is willing to call one when its time for one. Highway Superintendent Updike - I can't do anything without the Town Board acceptance of the road. . Yes, you will be informed and I would just as soon have a community meeting, again and 1 am sure the residents will too. They sounded very eager and willing to work. Enfield Fire Company - No report. Councilman Newhart reported as Town Board representative to the Fire Company's Board of Directors Meeting. Because of a false alarm at the community building it was discovered there is a very good alarm system within the building but it doesn't;t go any farther. Fire Company has two spaces left in their system which is hooked directly to downtown and offered it to the town, at the town's expense for wiring. Knock's Company Security, a security system that does on people's houses that has house keys locked inside of them. Council for the Aging is going to require any heart monitoring patients to have these attached to their houses. New system to the Fire Company. Two ways Fire Company can control the keys - give all chief officers a key to carry- a central took control, lock is hooked into radio system in fire trucks and i can only be opened by a tone from downtown. Cost is$436.00. Fire Company agreed to buy two but will need four. First person to buy one is Dorothy Saperstone. Town needs to look into this because if there was a fire at the community building or the Town Barn the Fire Company could get into the buildings without doing a lot of damage. 4 172 ENFIELD TOWN BOARD MEETING MINUTES- MAY 4TH, 1994 Two new applications to the Fire Company. Explorer Scouts that moved from the Explorer Scouts to regular fireman. • Enfield Community Council - Fredi Shapiro Working on getting ready for summer program. Getting ready to hire counselor. Have started enrolling members Subcontracted with County and City Youth Bureaus to provide training for the staff. Planning Board - Jean Owens, Supervisor Town Board members and the Planning Board held a joint meeting. (See Communications from Planning Board. Public Safety Committee -Jean Owens, Supervisor I have a packet of the road names that has been reviewed by the Fire Company and Highway Superintendent Updike to make sure the roads themselves are listed. Ones highlighted show the one's in our area and we looked through these and corrected them. We must provide to NYNEX by May 27th a list of every street and road on which there is a house number to be assigned, this Includes all mobile park homes, etc. A street name within the park, one address will not work. Private roads must also be added. A missed or failure to provide a street or road name will delete from the E-911 master street address guide from the NYNEX E-911 file. Packet was sent by Jack Miller, County Fire Coordinator. We are in the process of requesting from the Fire company their recommendations since they are the ones instituting the service. Feedback, from Fire Company is, they are going to divide up the town andcome back with their recommendations of which street and trailer parks need to be named in order to service them. These are to be brought back to the Town Board and the Public Safety Committee. Deadline is May 27th. Fire Company is recommending that we do not go around like Newfield did and name every road that has more than one house on it. It wouldn't benefit their service to the community but might make it more complex. Motion made by Supervisor Owens and seconded by Councilman Newhart that the Town Board of the Town of Enfield authorize the Public Safety Committee to designate unofficial road names that would satisfy the 911 system according to what roads the Fire Company deems need to be addressed. Four voted aye. County Planning Board Report- Rick Chase County Planning Board discussed tourism in Tompkins County. 5 � 73 ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 Town Historian -Jack Hubbell I have been overseeing the flag. I put it at hag mask. Federal Government, by order of President Clin*on, flag is to fly at half mast for thirty days over all federal buildings. What are the wishes of the Town of Enfield Town Board as far as the flag flying at half mast for thirty days? Supervisor Owens- Town Board will honor thirty days. Commerative Committee - Jack Hubbell Progress being made. Historicial Society- Mr. Chaffee will be speaking to the Historical Society, Wednesday, May 18th at the Enfield Community Building at 6:30 P. M. He will be speaking on cemeteries. Enfield Community Building - Jean Owens, Supervisor Enfield Community Building Committee met and discussed issues of concern. Stability of the structure was one issue of concern. Dan Walker, engineer with the Town of Ithaca will meet with all interested parties, Wednesday, May 11th, at the Enfield Community Building at 6:30 P. m. Town Board members, town officers, community members will be invited and asked for input about space needed. Notice of meeting will be in the Ithaca Journal. Councilman Dougherty to compile utility bills. There will be a reassessment of everything done to this point. Apportionment of monies discussed. Legal procedure would be to put the monies in the building line first, then award the contract. Looking for official documentation from the Fire Company that there is no lien on the building and the deed. Junk Cars - Shirley Hubbell What has happened to the junk car issue? Is it a dead issue? Supervisor Owens - At present we are getting information on licenses of dismantlers, junk yard dealers, etc., from the New York State Motor Vehicle Bureau. Shirley Hubbell - i have worked on this for three years and will be at every Town Board meeting expecting answers that something is being done. Junk car issue should be on the agenda. MONTHLY BILLS- Motion made by Councilman Dougherty and seconded by Councilman VanNederynen that the Town Board of the Town of Enfield pay General Fund warrants # 86 - 103 and Highway warrants# 52 - 73 . General Funds 67,496.45 Highway Funds 31,518.10 6 174 ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 Discussion - $1,120.00 Better Housing and $4,278.89 County Planning is a separate HUD account. Need to add Roger Hubbell Election Custodial School 334 miles 0 .29 for a total of $96.86. UNFINISHED BUSINESS - HUD requires that the Town Board of the Town of Enfield adapt a Drug-Free Workplace Policy. Councilman VanNederynen stated that more local contractors need to contact Better Housing and have their name place on the contractors list. This can be done by filling out a form at Better Housing with a certificate of insurance. Motion made by Councilman Achilles and seconded by Councilman Dougherty that the Town Board of the town of Enfield adapt the folkNWng Drug-Free workplace Policy Resolution. Four voted aye. RESOLUTION: WHEREAS, the Federal Government passed the Federal Drug Free Workplace Act of 1988, and requires the implementation of a drug free workplace policy for all communities accepting Federal funds, and WHEREAS, the Town of Enfield has accepted Federal funds through the U. S. Department of Housing and Urban Development Small Cities Community Development Block Grant(SCCDBG)program, and WHEREAS, the Town wishes to take steps to ensure that there is a drug free workplace in the Town of Enfield, now therefore be it RESOLVED, that the town of Enfield has adopted and will implement the steps outlined below to ensure that there is a drug free workplace in the Town of Enfield. 7 175 ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 STransfers- Two transfers from A 1990.4 Contingency Fund. 300.00 to A 1110.4 - Justice Contractual 300.00 to A 5010.4 Highway Superintendent's Contractual Motion made by councilman Dougherty and seconded by Councilman Achilles that the town Board of the Town of Enfield approve the transfer of $300,00 to A 1110.4- Justice Contractual and $300.00 to A 5010.4 Highway Superintendent's Contractual from A 1990.4 Contingency Fund. Four voted aye. Haefele TV- Cable Commission stated it would take several months to get all the information together. They will be investigating. Contract expires in 1995. Contract has a five year option to renew. Cellular- Ownership not transferred. New company not in Ithaca yet. SARA Grant- 6/15/94 is response deadline to SARA Grant applications. NEW BUSINESS - letter from Planning Board recommending the appointment of Richard Chase to the Planning Board. Robert Drake's name also submitted as a member of the Planning Board. Motion made by Councilman Achilles and seconded by Councilman Newhart that these positions be filled. Discussion - Councilman VanNederynen Notice was put in the paper this week and should wait for responses. The One • position vacant for awhile needs to be filled. would like to wait for a letter from the Planning Board recommending the filling of the seconded position. 8 :176 ENFIELD TOWN BOARD MEETING MINUTES - MAY 4TH, 1994 Motion amended by Councilman Achilles and seconded by Councilman Newhart that Richard chase be appointed to the Planning Board. Four voted aye. Motion made by Councilman Achilles and seconded by Councilman VanNederynen that Richard chase be appointed to the term expiring in 1998. Four voted aye. Motion made by Councilman Newhart and seconded by Councilman Dougherty that the town Board of the Town of Enfield authorize Jean Owens, Supervisor and Alice Laue, Town Clerk, as officers of the Town of Enfield to have access to the Safe Deposit Box leased in the name of the Town of Enfield. Four voted aye. Motion made by Councilman Achilles and seconded by Councilman Dougherty for adjournment. Four voted aye. Meeting adjourned at 8:30 P. M.
