TOWN OF ENFIELD
TOWN BOARD MEETING MINUTES
WEDNESDAY, FEBRUARY 2, 1994
The regular meeting of the Town Board of the Town of Enfield was called to order at
6:45 p.m. at the Enfield Community Building, 182 Enfield Main Road, Ithaca, N.Y.
14850 with the following members present:
Present: Supervisor Jean Owens
Councilman Garry Achilles
Councilman Pat Dougherty
Councilman Linda VanNederynen
Others Present: Highway Superintendent Ron Updike
Town Clerk Alice Laue

The Town Supervisor led the assemblage in the Pledge of Allegiance.
APPROVAL OF MINUTES:
The Supervisor asked for any additions or corrections to the January 5, 1994 Town
Board Minutes and the Special Town Board Minutes and Organizational Resolution
Minutes.
Motion made by Councilman Achilles that the January 5th Town Board Minutes,
Special Town Board minutes be approved. Organizational Resolution Minutes to be
approved at the March 2, 1994 meeting.
COMMUNICATIONS:
Debra Traunstein's letter of resignation from the Intermunicipal Recreation
Commission.
Invitation to the Site Based Decision Council meeting to be held Thursday,
February 3, 1 W4 at the Enfield Elementary School Library. Councilman Van
Nederynen to represent the Town Board.
Lorraine Bard's letter of resignation as dog control officer for the Town of Enfield.
Attorney Mulvey will still be available as `I''otin Attorney.
PRIVILEGE OF THE FLOOR

Pete Moore commended Ron Updike on snow removal.
Bruce Lott questioned junk car ordinance draft.
Doug Willis asked about petition circulated several years ago.
COMMITTEES
County Board Representative- Meskill
Representative Meskill introduced himself to the board and public in attendance.
County Representatives Winch and Meskill will be attending alternate Town Board
meetings.
Junk Car Committee - Councilman Dougherty
Committee met January 26, 1994. Scheduled public hearing on Junk Car
Ordinance draft for Wednesday, March 2, 1994 at 6:30 p.m. to be held at the
Community Building, 182 Enfield Main Road.
Motion made by Councilman Dougherty that the Town Board of the Town of Enfield
hereby authorizes and directs the Town Clerk to advertise for a public hearing to held
Wednesday, March 2, 1994 at 6:30 p.m. at the Enfield Community Building regarding a
purposed change in the local junk car liw. Motion seconded by Councilman
VanNederynen. Motion carried unanimously.
Enfield Community Council - No report.
Enfield Fire Company - Marty Schrieber, representative.
Fire Company will be publishing and mailing a newsletter to the public in the near
future. Councilman Achilles thanked the Fire Company for brining report to the Town
Board meeting.
Highway Superintendent - Ron Updike
The word is SNOW. Highway Department has been busy, commended the
highway crew, they are there when needed.
Water problem Woodard Road, culvert plugged, salted and cindered, if weather
cooperates problem should be solved.
Section of Rothermick Road collapsed, barriers and flashers put up were taker
Highway Superintendent Updike stated that a resolution needs to be done for 1994
participation in the County Cooperative Purchasing of Highway Services.

Cemetery Committee - John Smith
No report. Meeting scheduled for April.
Commemorative Committee - Gary Fisher
History book scheduled to be printed. Cookbook will be dedicated to Helen Smith.
Tile Trivet will have map of Enfield with a sketch of Enfield Falls. Enfield school Logo
contest for 1996 Commemorative event, to be held this Spring. Open to anyone
interested.
Personnel Committee -
Meeting held January 27, 1994 and discussed job descriptions.
Monthly Bills
Motion made by Councilman Achilles that the Town Board of the Town of Enfield
approves for payment General Funds warrants 23 - 60 and Highway Funds warrants
11-29.
General Funds - $40,058.78
Highway Funds- $ 11,974.60
Motion seconded by Councilman VanNederynen. Motion carried unanimously.
Unfinished Business
HUD - Passed environmental review. Making progress. Better Housing contacting
prior applicants. If interested call Better Housing for applications.
New Business
Dog Control -
Motion made by Councilman VanNederynen that the Town Board of the Town of
Enfield agrees to break contract with Lorraine Bard who has resigned as Dog Control
Officer effective February 3, 1994. Motion seconded by Councilman Dougherty.
Motion carried unanimously.

Motion made by Councilman Dougherty that the Town Board of the Town of Enfield
authorizes Supervisor Owens to enter into a contract with
f Enfield. Motio SPCA effective,n
4, 1994 to December 31, 1994 for Dog Control in the Tow
seconded by Councilman Achilles. Motion carried unanimously.
• Motion made by Councilman Dougherty that the Town Board of the Town of Enfield
choose option Two of the New York State Commission on cable TTelevision u icipal
options. Motion seconded by Councilman Achilles. Motion carried

Councilman Achilles. Motion carried unanimously. Meeting adjourned at 8:30 p.m.
