TOWN OF ENFIELD
TOWN BOARD MINUTES
JUNE 2, 1993
The regular meeting of the Enfield Town Board was called to order
at 7 : 30 p.m. with the following members present:
PRESENT: Jean Owens , Supervisor
Robert Linton, Councilman
Pat Dougherty, Councilwoman
Donald Lovelace, Councilman
Linda VanNederynen, Councilwoman
OTHERS PRESENT: Linda Stilwell , Deputy Town Clerk
Ronald Updike, Highway Superintendent
M. Clyde Hubbell , Town Historian
Pat Podufalski , Town Bookkeeper
Daniel Winch, T.C. Board of Representatives
PLEDGE OF ALLEGIANCE
ADDITIONS/CORRECTIONS TO MAY 5, 1993 TOWN BOARD MINUTES
In the second paragraph of the Public Hearing minutes , change
$400 , 00 to $400 , 000 . The May 19 , 1993 minutes should be changed
as follows :
The title "Enfield Town Board Executive Session" change to
read "Enfield Town Board Special Meeting" . Delete the first
sentence of the first paragraph. Delete paragraphs two and
three .
Councilman Linton made a motion to accept the minutes with the
corrections . Councilman Lovelace seconded the motion. Motion
carried.
PRIVILEGE OF THE FLOOR
Shirley Hubbell presented a petition for enforcement of the junk
car law. It has 118 signatures .
Tom Hughes spoke in favor of enforcing the junk car law.
• Mike Blodget, , who resided in Sandy Creek Trailer Park,
complained about a neighbor having junk cars .
Eva Warren mentioned there were 10 junk vehicles across from her
home on the Fish Road.
Ted Benjamin stated has a junk yard with a fence, but in bad
weather is unable to move the junk cars behind it . The cars were
moved as soon as weather permitted.

Bill Mather stated that Benjamin need to comply with the law no
matter what the conditions are.
Bertha Hubbell stated that junk cars in the lawns of private
individuals should be removed.
Kathleen Galt would like to sell her house, but is unable to
because of Benjamin' s Junk Yard.
Etta Gray stated that there is an ordinance against bringing junk
cars in to Enfield.
Wilma Fisher stated that there was a trailer in the Harvey Hill -
Buck Hill Road development , when there was a restriction against
them.
Mike Williams from the Planning Board said that it was a double
wide trailer . It was set on 25 piers as a permanent foundation
and had been accepted by the Building Inspector.
Gary Fisher stated that when someone told the Building Inspector
it wasn' t legal , he replied, "What do you want me to do?" Mr
Fisher further commented that if the Building Inspector didn' t
know his job, he should be fired.
Alan Fisher read some of the guidelines of the Planning Board.
He said that the Planning Board should be more concerned with how
the development takes place than what the land was used for .
COMMUNICATIONS
A letter from the Town of Chester requesting assistance from the
Town of Enfield by passing a resolution to help insure the
passage of legislation designed to require criminal record checks
prior to admission to non-secure residential facilities .
A letter from Shirley Hubbell asking the Town to enforce the junk
car law. She mentioned a problem with junk cars on the corner of
Route 327 and Harvey Hill Road.
A copy of a letter from Pat Dougherty to Tom Hughes regarding the •
problem of junk cars .
COMMITTEES/REPORTS
ASSESSMENT REVIEW
Councilman Linton reported on the Assessment Review Board. Three
people attended and 2 formal complaints were filed.

TOMPKINS COUNTY REPRESENTATIVE
County Representative Daniel Winch gave a report . His report
included:
Election Expenses - For the last 2 years the cost of
elections has been passed back to the towns . The State
Comptroller said this could not be done anymore.
Garbage - The tipping fee would not be waived for clean ups .
The tipping fee may go down, but the $52 . 00 assessment will
stay. He explained why the assessment fee was needed.
PLANNING BOARD
Mike Williams had a letter to appoint William Mather as an
interim appointment to the Planning Board. Councilman Lovelace
made a motion to appoint William Mather to the Planning Board as
recommended by the Planning Board to fill John Rancich' s vacated
seat . Councilwoman Dougherty seconded the motion. The motion
was approved. A joint meeting between the Town Board and the
Planning Board was set for July 14 , 1994 at 7 : 30 p.m. in the
Community Building .
CEMETERY COMMITTEE
John Smith reported that the cemeteries "looked great this
Memorial Day" .
Councilman Linton made a motion for the cemetery trust funds to
be combined and called the Town of Enfield Cemetery Trust Fund,
if the bank will approve. Councilman Lovelace seconded the
motion. Motion carried.
Mr . Smith said the committee would like to have vinyl coated
chain link fence with 2 gates put in the front of Budd Cemetery .
The installed price is $600 .00 . Councilwoman Dougherty made a
motion to put up a fence at Budd Cemetery for $600 .00 .
Councilwoman VanNederynen seconded the motion. Motion carried.
• Supervisor Owens will send official letters appointing the
cemetery caretaking jobs .
Mr . Smith was given appreciation for his job.
COMMUNITY COUNCIL
The after school enrichment program has ended. Hiring for the
summer camp has been completed. Motions made at the Council

meeting are: There will be a preference for hiring Enfield
residents and past workers with favorable work records will
automatically be hired. There was a letter from the Youth Bureau
saying $2. , 675 . 00 in roll over funds have been granted to the Town
of Enfield.
HIGHWAY DEPARTMENT
Highway Superintendent Ronald Updike said an application has been
made to the Low Tech Resource Recovery Program (LTR) for partial
reimbursement of a wood chipper , and a resolution is needed.
On motion of Councilwoman VanNederynen and seconded by Councilman
Linton, and duly carried by a vote of 5 to 0 , the following
resolution was adopted:
WHEREAS, Highway Superintendent Ronald Updike has made
application to the Low Tech Resource Recovery Program (LTR) for
partial reimbursement of a wood chipper and
WHEREAS, the Town of Enfield Highway Department will use the
chips for stream bank erosion and other highly erodible areas
within the Town and
WHEREAS, excess chips will be made available to the Town of
Enfield residents free of charge, on a first come first serve
basis and
WHEREAS, a two year commitment is needed for the Town to support
the program, , now therefore be it
RESOLVED, that the Town Board of the Town of Enfield does hereby
approve said commitment set forth above under the terms and
conditions specified by the Town Highway Superintendent .
Carried Unanimously
The Fire Company got the truck back to the town. Dust oil hasn' t
been used yet because it is too early. It will be started
coming •
tomorrow. 15 ,000 gallons will be tomorrow. Shale is on
the Black Oak Road. 15 bags of garbage was picked up at the
clean up . A bill for tipping fees will probably be coming next
month. The ditch and entrance to Ben Road being cleaned. Work
on repairing the Bostwick Road to begin tomorrow.

HISTORIAN
M. Clyde Hubbell mentioned that the Woodard and Rumsey Cemeteries
are neglected. Supervisor Owens reported that plans are being
worked on for the cemeteries . Highway Superintendent Updike said
the State Parks would be willing to help maintain the Woodard
Cemetery .
DOG WARDEN REPORT
The report was distributed to Town Board members . Beverly Brown
is the dog enumerator .
EMC
Ron Beloin, representative on the EMC asked the Town to look at a
list of projects . He would like the Town to send to him a list
of projects that the Town could use. Supervisor Owens will send
a letter .
BILLS
Councilman Linton made a motion to pay General Fund Warrant 6-93
for $4 , 196 . 86 and Highway Fund Warrant 6-93 for $26, 820 . 41 .
Councilwoman VanNederynen seconded the motion. Motion carried.
NEW BUSINESS
There are 7 applicants for Town Clerk. A motion was made by
Councilman Linton for s Special Town Board Meeting for the
consideration of appointment of Town Clerk on June 9 , 1993 , at
7 : 00 p .m. Councilman Lovelace seconded the motion. Motion
carried.
A junk Car Committee Meeting was set for June 8 , 1993 at 7 :00
p .m. in the Town Hall .
Town Bookkeeper Pat Podufalski went over the Report of
Examination of the 1992 Audit . The Town has the option of
• responding to the report . It was decided that since there was
nothing seriously wrong, there was no need to respond.
On motion. of Councilman Linton, seconded by Councilwoman
VanNederynen, and duly carried by a vote of 5 to 0 , the following
resolution was adopted:
WHEREAS, the City of New York operates a facility for homeless
people in the Town of Chester, N.Y. and

WHEREAS, the Towns of Chester and Blooming Grove have
ascertained to their satisfaction that a certain number of the
residents at the facility are subject of outstanding criminal
warrants , and
WHEREAS, no screening of criminal records for outstanding
warrants , etc. is performed by the City of New York prior to
placing the residents at this facility, and
WHEREAS, the Towns of Chester and Blooming Grove have requested
the help of other municipalities in the state to help insure
passage of legislation designed to require criminal record checks
prior to admission to this non-secure residential facility (52150
and A2526) , now therefore be it
RESOLVED, that the Town Board of the Town of Enfield supports
the Town of Chester and Blooming Grove in their desire to have
the above bills enacted into law and be it further
RESOLVED, that a copy of this resolution be sent to the State
Senator and State Assemblyman representing the Town of Enfield
with our request to support said bill (s) and be it further
RESOLVED, that a copy of this resolution be sent to the Town
Supervisor of the Town of Chester.
ADJOURNMENT
Councilman Lovelace made a motion to adjourn the meeting .
Councilwoman VanNederynen seconded the motion. Motion carried.
The meeting was adjourned at 11 : 00 p.m.
