The Public Hearing on Small Cities Block Development Grant was called
to order at 7 : 30 pm with the following members present:

Dave Carlison and Karl Heck explained the grant application process .
They are planning on submitting the grant in July and approval should
be received in September.
In 1992 about 200 grants were submitted to the state. Approximately
70 were approved or 40%. There was no more than $400 ,00 allocated to
any single community. Tompkins County Better Housing are still
accepting applications . Applications may be received from Jean Owens
or they may be obtained from the Tompkins County Better Housing office
(273-2187) .
Supervisor Owens closed the public hearing .
The regular meeting of the. Enfield Town Board was called to order.
PLEDGE OF ALLEGIANCE
ADDITIONS/CORRECTIONS TO APRIL 7 , 1993 MINUTES
Delete Councilman Dougherty's statement that the town consider her for
copying ( listed under dog enumeration) . Delete preschool children
enrolled in program and add eight more children enrolled in
afterschool program. Add there seems to be little interest in a
"preschool" program.
Highway Supt . Updike stated that the reimbursement from the state
should be $6 , 454 for the "Blizzard of 93".
Councilman Linton made a motion to accept the minutes with the
corrections. Councilman Lovelace seconded the motion. Motion
carried.
PRIVILEGE OF THE FLOOR
JoElla Moore asked if a Planning Board member could be appointed
tonight . It was answered yes .
Le,tte:r from New State Department of Transportation regarding CHIPS
funding. The town can expect an increase of 17% - total $13,001 for
operations and maintenance and $30 , 420 for capital reimbursement .
Resignation received from John Rancich as a Planning Board member.

REPORTS
Assessment Review Board is scheduled for May 11 , 1993 from 3 :00 pm to
6:00 pm. Councilman Dougherty will not be able to attend. Councilman
Linton will be present .
HISTORIAN
M. Clyde Hubboll has in his possession the "Biolistics Gene Gun" . It
will be on display at the Harvest Festival in the fall .
PLANNING BOARD
JoElla Moore asked if a replacement can be appointed for someone who
will be ill for a long length of time. It was answered, no. The
person would have to resign before someone could be appointed.
The Planning Board recommended Bill Mather for appointment to the
Planning Board. Several possible people to fill the agricultural
position were suggested.
Councilman Linton asked the Planning Board to submit their
recommendation for appointment to Planning Board in writing. The Town
Board would like to see copies of resumes .
CEMETERY COMMITTEE
The committee drew up a job description to clarify duties of the
people mowing and caring for the cemeteries . The job description
states :
1 . Must be 18 years of age.
2 : Must be in good physical condition.
3 . Job consists of mowing entire cemetery and trimming around all
stones .
4. To be mowed at least once every two weeks or as often as it is
needed.
5 . Normal limb and brush removal as needed.
6 . All repairs, maintenance and fuel supply shall be directed
through the Town Board.
7 . Cemeteries must be mowed and trimmed for all holidays :
1. Memorial Day
2 . July 4
3 . Labor Day
The job description was discussed. It was decided that #2 should read
must be able to perform moderately strenuous work.
Councilman Linton made a motion to approve the cemetery job
description as amended. Councilman VanNederynen seconded the motion.
Motion carried.
Councilman Linton made a motion to allocate monies for mowing of Rolfe
Cemetery - $800 , Presbyterian Cemetery - $400 , Christian Cemetery -
$400 and Budd Cemetery - $400 . The following people will be

caretakers for the cemeteries : Rolfe Cemetery - Greg Kirchgessner,
Presbyterian Cemetery - Greg Kirchgessner, Christian Cemetery - Roger
Laue, Budd Cemetery - Jack Pythlia. Councilman Dougherty seconded the
motion. Motion carried.
Councilman Lovelace made a motion to adopt the Cemetery Committee
recommendation that effective January 1 , 1993 the rate for opening and
closing of a grave be $250 . Ongoing care fee due at time of lot
reservation $150 (to be deposited in the Cemetery Trust Fund, an
interest bearing account) . Lot reservations made prior to January 1 ,
1993 will be exempt from the care fee. Councilman VanNederynen
seconded the motion. Motion carried.
Roger Laue had a sample receipt form for lot reservations . He would
like to have them printed for the town' s cemeteries . Approval was
received from the town board for them to be printed.
COMMUNITY COUNCIL
Rosemary Pellegrino reported she had just attended a United Way
meeting to defend the Enfield Community Council request for funding.
Approval from United Way is expected in approximately one month.
Summer Day Camp is scheduled for July 5 - August 17th. Final plans
for the camp are being made. The Director and Assistant Director have
been hired. The Firemans ' Pond have bet the Tompkins County Health
Department requirements. The town will be receiving a bill from the
Tompkins County Health Department for a water test for the Community
Building.
ENFIELD FIRE DEPARTMENT
The Fire Department Quarterly Report was submitted and distributed to
the Town Board.
The Fi-re Department needs to file an I.RS Form 501C3 as a result of the
town audit. Attorney Jack Ward will do the charter amendment change
for $250 .
Councilman Linton made a motion that the Fire Department pay the
attorney's fee of $250 for the charter change. If the Fire Department
is short on money later in the year, the town will reconsider.
Councilman Dougherty seconded the motion. Motion carried.
The cost of the filing of the 501C3 will be covered by the town up to
$500 .
HIGHWAY DEPARTMENT
Highway Supt . Updike reported that the town expects a 17% increase in
CHIPS funding.
The Fire Department is fixing up a truck for the town to haul water.
Highway Supt . Updike has received many calls asking if there is going
to be a Spring Clean-up this year. Shale has been put on Upper Black

Oak Road. Crusher run will be put on in a couple of weeks .
Councilman Dougherty asked if there was plans to have a long range
plan for the town roads . Councilman Lovelace suggested that the
highway committee make recommendations . Supervisor Owens charged the
committee to look at the possibility of a long or short term range
goals .
DOG WARDEN REPORT
The report was distributed to town board members .
BILLS
Councilman Dougherty made a motion to pay General Fund Warrant 5-93
for $3 ,889 . 61 and Highway Fund Warrant 5-93 for $6 , 420 . 55. Councilman
Lovelace seconded the motion. Motion carried.
UNFINISHED BUSINESS
AMEND 4-93 HIGHWAY WARRANT
Supervisor Owens stated that the wrong amount was listed on Highway
Fund Warrant #067 . The warrant stated $243 . 60 , the correct amount was
$293 . 60 Councilman Dougherty made a motion to amend the warrant to
the correct amount . Councilman VanNederynen seconded the motion.
Motion carried.
It was reported that the dead bolt is in use at the Community
Building.
SMALL CITIES BLOCK DEVELOPMENT GRANT APPLICATION
Councilman Dougherty made a motion to authorize the application for
the Small Cities Block Grant . Councilman Lovelace seconded the
motion. Motion carried..
NEW BUSINESS
DOG ENUMERATION
Supervisor Owens said she had spoken to Lorraine Bard and she does not
do dog enumerations,.
Councilman Linton made a motion to appoint Beverly Brown for dog
enumeration. Councilman Lovelace seconded the motion. Motion
carried.
EXECUTIVE SESSION
Councilman Linton made a motion to go into an executive session.
Lovelace seconded the motion. Motion carried.
Councilman Linton made a motion to adjourn the meeting. Councilman
