Clyde Hubbell Councilman Donald Lovelace Councilman Linda VanNederynen PLEDGE OF ALLEGIANCE TO THE FLAG APPROVAL OF MARCH 3, 1993 MINUTES Corrections: Page 3 , line 2 add Board after Planning. Change wording on Page 2 of the Enfield Corivnunity Council report to read "The January 7inancial statements were submitted. " Councilman Lovelace made a motion to accept the minutes with the corrections . Councilman VanNederynen seconded the motion. Motion carried. PRIVILEGE OF THE FLOOR There were no comments. COMMUNICATIONS Letter received from the Association of Towns regarding the New York Municipal Insurance Reciprocal (NYMIR) . NYMIR would like to offer the town a quote for our insurance coverage. Letter received from the tompkins ri1nty 21,Board 1993 to discussnthei ves o be held on April City- VTK: . about the meeting t County Sales `Tax Agreement and the implications for County municipalities. Letter of thanks received from NYSEG for the cooperation from the r town, county, and city highway departments during the "Blizzard of 93". N Letter received from the Enfield Planning Board recommending the removal of John Rancich from the Planning Board because lack of attendance. Selective Insurance sent recommendations on property and liability hazards at three locations in Enfield. The Enfield town buildings were inspected in early February. REPORTS i Highway Superintendent Highway Supt . Ronald Updike reported on the "Blizzard of 93" . The Highway men worked 59 hours straight during the storm. there were minimal amount of emergencies during and storm The Town will receive some reimbursement (75%) of straight workers , road miles and Ralph Carpenter's bill . -2- Pot holes will be a problem in New York State this year. Highway Supt. Updike stated that there has been some major problems of some town roads this winter. TOWN HISTORIAN M. Clyde Hubbell asked where the 1992 scrap book was . Councilman VanNederynen stated that she had it . Mr. Hubbell suggested that Gary Fisher be appointed to the Commerative Committee. Councilman Dougherty made a motion to appoint Gary Fisher to the Commerative Committee. Councilman Lovelace seconded the motion. Motion carried. Edward D. Wolf would like to donate a Biolistics "Gene Gun" to the Town of Enfield. The donation would be solely for historical purpose. Mr. Hubbell said it will be stored in his basement temporarily. PLANNING BOARD Councilman Lovelace reported that the Planning Board meeting has been changed to the 27th of April . The Planning Board is actively pursuing an agricultural member. PUBLIC SAFETY COMMITTEE Councilman V'anN'ederynen made a motion to adopt the following recommendation. from the Public Safety Committee: BE IT RECOMMENDED coordination be effected between the proposed resident/builder, the Town Clerk, the Code Enforcement Officer and the Town Enumerator. A suggestion would be that a house number needs to be assigned at the same time that the building permit application is made. BE IT FURTHER RECOMMENDED that this committee, with the addition of a Planning Board member, come up with a solution to make future road naming, house numbering, etc. , compatible with the overall identification of Enfield residences for the County Fire Coordinator. ALSO, BE IT FURTHER RECOMMENDED that whatever steps are necessary be taken to assure that the "backup system" areas are accurately entered into the CAD system. Councilman Linton seconded the motion. Motion carried. CEMETERIES John Smith reported that no meeting was held in March. Someone is needed to mow Rolfe Cemetery. Jim Brown would mow Rolfe Cemetery for $800 per year. The recruitment of a person to mow the cemetery was turned over to the Cemetery Committee for recommendation. COMMUNITY COUNCIL Deb Traunstein reported that meetings of the Enfield Community Council will be held on the 3rd Monday of the month. The first United. Way packet has been submitted to United Way for reviews =3- There has been eight more pz e l children enrolle the program. There seems to be little in•teres 1 a half day . - Most people are interested in a full day;V44A, The program will be looked at to decided whether or not it should be continued. Applications for summer camp staff have been received. The Health Department have changed regulations on swim programs. The Community Council will be meeting with the Health Department to determine if the Fireman's Pond will meet the requirements . Ms .Traunstein asked for Town Board input on expanding services to adults . General consensus was to provide services if money is available and there would be participation. Adults seem to be able to coordinate with others on their own to be active. ENFIELD FIRE DEPARTMENT Greg Kirchgessner reminded everyone that the 18th of April at 1:00pm will be the dedication of the Rescue Truck to Jake Smithers . The Fire Department purchased a radio to communicate with the Town Highway Department . Councilman VanNederynen added that the Fire Department may be requesting additional money for• the IRS reports . COMMUNITY BUILDING Greg Kirchgessner said that he will patching the Community Building roof this week if the weather remains good. Councilman Lovelace recommended that the Community Building doors be secured by a latch plate. UNFINISHED BUSINESS BUS STOP SHELTER John Oechlin, member of the Eagle Scout troop, stated his plans have been changed. The county will be furnishing most materials for the bus stop shelter. The cost now will be approximately $200 . The County will have the building shipped in approximately 4 - 6 weeks . Councilman Lovelace made a motion that up to $200 be granted for the Eagle Scout project on the corner of Route 327 and Route 79 and authorize Supervisor Owens to sign the Eagle Scout project approval sheet . Councilman Dougherty seconded the motion. Motion carried. DOG CONTROL REPORT Copies of the Marc.•h dog report were distributed. Four dogs were put down in Sandy Creek. No owners could be found. Lorraine Bard has been busy in Enfield. She has had some problem with bills at the Cornell Vet School for injured animals . BILLS Councilman Linton made a motion to pay General Fund Warrant 4-93 for $54 ,783 .98 and Highway Fund Warrant 4-93 for $7 , 190 . 81 . Councilman -4- VanNederynen seconded the motion. Motion carried. Councilman Dougherty, stated that she would like to see a First Quarter Financial Report of the Town. UNFINISHED BUSINESS SPRAGUE INSURANCE COMPANY - Quotes have not been received for changes in some of the highway vehicles . PLANNING BOARD - REMOVAL OF JOHN RANCICH Tabled until next meeting. SMALL CITIES BLOCK GRANT AND CHAS Councilman VanNederynen made a motion to hold a Public Hearing 7 : 30 pm on May 5th on the Small Cities Block Grant and CHAS. Councilman Linton seconded the motion. Motion carried. NEW BUSINESS TOWN HALL WINDOWS An estimate has been received from Charles Hubbell for replacement of 2 windows in Town Hall for $1 , 487 .00 or remove 2 windows and block up the windows for $600 . Councilman Lovelace made a motion to remove the windows and block up the openings providing that it will pass New York State Building Code. Councilman VanNederynen seconded the motion. Motion carried. GENERAL FUND EMPLOYEES STANDARD WORK DAY New York State Employees 's Retirement Systems has requested that all General Fund employees on state retirement keep a log book of hours worked for one month. Councilman Linton made a motion that the standard workday for General Fund employees of the Town of Enfield be 6 hours per day in the NYS Retirement System. Councilman .L_ovelace seconded the motion. Motion carried. DOG CONTROL CONTRACT TOMPKINS COUNTY RECYCLING PROGRAM AGREEMENT ENFIELD COMMUNITY COUNCIL CONTRACT YOUTH BUREAU SERVICES CONTRACT Councilman Linton made a motion to authorize the Supervisor to enter into the following contracts: Dog Control Contract , Tompkins County Recycling Program Agreement , Enfield Community Council Contract , and Youth Bureau Services Contract . Councilman Lovelace seconded the motion. Motion carried. ENVIRONMENTAL MANAGEMENT COUNCIL CONSERVATION ADVISORY COUNCIL APPOINTMENT Councilman VanNederynen made a motion to nominate Ron Beloin as Enfield representative to the Environmental Management Council and the -5- Town Conservation Committee. Councilman Lovelace seconded the motion. Motion carried. HOUSE ENUMERATOR Peggy Hubbell and Beverly Brown has applied for the position of. House Enumerator ., Councilman Linton made a motion to appoint Peggy Hubbell as House Enumerator at $10/number. Councilman VanNederynen seconded the motion. Motion carried. DOG ENUMERATION A dog enumeration needs * to be done. Supervisor Owens will speak with Lorraine Bard on what needs to be done. Councilman Dougherty said that next year she would be opening her own business . Would the town consider her for copying? It was answered, no. It would be a conflict of interest. DONATION OF BIOLISTICS "GENE GUN" Councilman Linton made a motion to move into an donation agreement with Mr. Edward D. Wolf on a donation of a Biolistics Model BPG-1 , Serial #II "gene gun" to the Town of Enfield. The apparatus is donated solely for historical use and display. Specifically, it shall not be fired in any manner for any purpose whatsoever . The Town of Enfield assumes total ownership of the apparatus and assumes full responsibility for ownership and use of the apparatus. -- Furthermore, the Town of Enfield hereby agrees to hold the former corporation Biolistics , Inc. , and all of its former officers, employees , subcontractors and agents harmless and blameless for any personal injury or property damage whatsoever that may result from the displaying , storing, or any other activity for which the apparatus is used. In the event that the Town of Enfield should decide to no longer display or use the apparatus for historical preservation purposes , then the apparatus shall be given to Mr. and Mrs. Nelson Allen currently living at 750 Millard Hill Road, Newfield, NY 14867 or, if neither are living, to one or more of their descendants . Councilman Dougherty seconded the motion. Motion carried. FIXED ASSETS Councilman Dougherty asked if the fixed asset listing was done. Supervisor Owens answered yes . EXCAVATING PERMIT FROM TRUMANSBURG TELEPHONE COMPANY An excavating permit from Trumansburg Telephone Company has been received. Councilman Linton recommended that the line should be put on the property line. Councilman Linton made a motion to sign the Excavation Permit on Buck E13.11 Road from Strong Road to Weatherby Road by Trumansburg Home 'Telephone Company providing they stay on the property line.
