The regular meeting of the Enfield Town Board was called to order at
7 :30 pm with the following member present:

APPROVAL OF MINUTES OF FEBRUARY 3, 1993
Corrections - The Cemetery Committee discussed modifying the
resolution on reserving cemetery plots and the requirement of the $150
fee. Under Highway Department correct model of chipper to read Bandit
Model 200+ Chipper. The members of the Junk Car Committee should be
the Supervisor, Councilman Dougherty, and Councilman Lovelace.
Councilman Linton should be deleted. Under the Mobile Home Park
Ordinance the second the motion should be Councilman VanNederynen not
Councilman Lovelace.
Councilman VanNederynen made a motion to accept the minutes with the
corrections. Councilman Lovelace seconded the motion. Motion
carried.
PRIVILEGE OF THE FLOOR
Rick Chase asked if Highway Supt . Updike checked with the DEC on the
possibility of receiving reimbursement for one half of the cost of the
chipper. Ron Updike answered yes, he did.
John Oechlin, member of the Eagle Scout troop, presented a project he
would like to do for the Enfield community. He would like to build a
shelter at the corner of Route 327 and Route 79 for the bus stop that
is serviced by Chemung transit. John requested financial help from
the town board for the shelter. The building size is 8' x 12 ' .
Helena Schaber has given him approval for use of her land for the
shelter. Written approval has not yet been received from the Boy
Scout Council but does have verbal approval for the project. John
expects to receive donations from Sherwin Williams and B. R. DeWitt.
Copy of the plans were distributed. Councilman Linton asked that he
check with the state and county about placement of the shelter.
Supervisor Owens asked that John come back next month with more
information.
COMMUN I CATIONS
Letter received from the Town of Newfield. They are going to have a
question and answer session with Williamson Law Book. The
questionnaire sent with the letter should be returned by March 31,'
1993.
Sprague Insurance Co. sent the possible insurance policy changes
requested by the town. The changes in the policy could raise the cost
approximately $4,000.

REPORTS
COUNTY REPRESENTATIVE
County Representative Dan Winch spoke about the 1% sales tax increase.
He stated major municipalities have a right to ask for a portion of
the increase. He said if the county has to split the tax increase
with the City of Ithaca, the county will have a shortfall . If this
happens, county taxes will have an estimated 20% increase.
Dan Winch spoke about the Solid Waste fee of $52 per household. Until
now, tax exempt organizations have not paid any solid waste fees.
DOG CONTROL OFFICER
Lorraine Bard, Dog Control Officer, said she received four complaints.
She is learning the territory of Enfield. She has issued one ticket.
ENFIELD COMMUNITY COUNCIL
Rosemary Pellegrino reported that the Youth Bureau Volunteers received
an award from the State. The reception was held on Monday, March 1.
The Enfield Community Council received a plaque that will be hung in
the Community Building. The first garage sale for the Community
Council will be held in April . The January financial statements were
distributed.
HIGHWAY SUPERINTENDENT
Highway Superintendent Ronald Updike reported that general maintenance
is being done. A box for the one ton pick up truck has been built for
wood chips. Ron Updike stated that he is presently applying for
assistance to purchase the wood chipper. He asked for a resolution
for a marketing agreement to offer wood chips to town residents at no
charge.
Councilman Linton made a motion to authorize Supervisor Owens and
Highway Supt. Updike to fulfill the grant requirement of Low Tech
Resource Recycling Program. Councilman VanNederynen seconded the
motion. Motion carried.
HISTORIAN
M. Clyde Hubbell had no report.
PLANNING BOARD
Councilman Lovelace reported for JoElla Moore. Councilman Lovelace
stated that John Rancich has not attended meetings in approximately
seven months. Councilman Lovelace asked if Supervisor Owens received
the qualifications necessary for an agricultural member of the
Planning Board. Supervisor Owens said an agricultural member has to
gross $10 ,000 a year per the attorney of the Association of Towns.
Gary Fisher, an applicant for the agricultural member vacancy, does
not qualify for the position. The town board will continue to look
for another candidate.

Councilman Lovelace made a, motion to hold a public hearing on April 6,
1993 at 7 : 30 pm pending receipt of a letter from the Planning
requesting John Rancich's removal from the board. Councilman
VanNederynen seconded the motion. Motion carried.
PUBLIC SAFETY COMMITTEE
Councilman VanNederynen reported that the committee has disbursed into
individuals to see how other townships have dealt with the situation.
CEMETERIES
John Smith reported that the committee did not have a meeting in
February. Greg Kirchgessner does not want to mow Rolfe Cemetery this
year
FIRE DEPARTMENT
The dedication of the rescue truck to Jake Smithers will be held on
April 18, 1993 at 1:00 pm. The Fire Department may be requested an
additional $500 for IRS reports.
Councilman VanNederynen reported that there will be a Open House at
the Enfield School for new residents of the area on March 11. On
March 17 there will be an Open House for all residents .
BILLS
Councilman VanNederynen made a motion to pay General Fund Warrant 3-93
for $$6, 429.15 and Highway Fund Warrant 3-93 for $6, 425 .60 .
Councilman Lovelace seconded the motion. Motion carried.
UNFINISHED BUSINESS
The Sprague Insurance Co. options for referred to the Highway
Superintendent for recommendation.
NEW BUSINESS
John Smith has received esti;aates on replacing windows in the Town
Hall for $1,200 - $1,300 .
Councilman VanNederynen made a motion to adjourn the meeting.
Councilman Linton seconded the motion. Motion carried. Meeting
adjourned at 9: 50 pm.
