HomeMy WebLinkAbout1993-02-05 February 5 , 1993 The regular meeting of the Enfield Town Board was called to order at 7:30 pm with the following members present: Elected Officials: Other Officials: Supervisor Jean (--)wens Historian M_ Clyde Hubbell Councilman Pat Dougherty Town Clerk Jean Scofield Councilman Robert Linton Highway Supt- Ron Updike Councilman Linda VanNederynen Councilman Donald Lovelace PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES OF JANUARY 7, 1993 Add - Highway Supt- Ron Updike was present Scheduled date for Audit meeting is January 20 1993 HUD Grant motion - Councilman Dougherty opposed because of the fee Delete - page 2. first sentence , money spent by the town would be matched by the county should - wording of Final Draft of the Employee Manual- It state Final copy Correct Organizational Resolutions - There are two #13's. Renumber *them 13a and 13b- Add Junk Car Committee to the list of committees_ Membersare Supervisor, Robert Linton, and Donald Lovelace_ CouncilmanLovelace made a motion to accept the minutes with the correotions- Councilman VanNederyneii seconded the motion- Motion carried. APPROVALOF MINUTES OF JANUARY 13, 1993 PUBLIC HEARING There were no corrections- Councilman VanNederynen made a motion to approve the minutes ac� written- Councilman Dougherty seconded the motion- Motion carried. APPROVAL OF MINUTES OF JANUARY 20, 1993 AUDIT MEETING Corrections - Add other officials in attendance - Town Bookkeeper Pat Podufalski and Court Clerk Carolyn Thall- ('ouncilman VanNederynen made a motion to accept the minutes with the ,corrections. Councilman Lovelace seconded the motion- Motion carried. COMMUNICATIONS Letter received from the Tompkins County Board of Elections- There will be no changes made to the Enfield election districts. Le' ter received from Supervisor Kirby of the town of Lansing ".upj_-,orting the towns decision on the payment to the County for election expenses. -3- 1- Vegetation Control 2- Bituminous Material 3- Cold Recycling of Bituminous Material 4- Bridge Repair 5- Subsurface Drainage FURTHER RESOLVED, that the Town of Enfield reserves the right to reject any or all bids. Councilman Dougherty seconded the motion- Motion carried. Nothinghas been done with the renaming of Townline Road in Newfield_ TheTown of Newfield hopes to do something at their next meeting_ Highway Supt. Updike stated that Roberts Equipment has the state bid for a Bandit Model 200 Chipper. Councilman Linton made a motion to authorize Highway Supt. Updike to purcha3e a Bandit Model 200 Chipper for $13, 141 on state bid- Councilman Lovelace seconded the motion. Motioncarried. TOWN HISTORTAN Historian M_ Clyde Hubbell suggested that there should be a system to inform the incoming Town Board members of existing policies. Councilman Linton stated that is why the town has the Organizational Resolutions at the beginning of every year. Councilman Dougherty commended M_ Clyde Hubbell on the excellent job he did on the 1992 Enfield Scrap Book. PERSONNELCOMMITTEE Councilman Lovelace reported that the committee removed the fines in the Personnel Policy Manual. Councilman Dougherty made a motion to accept the Personnel Policy Manual- Councilman Lovelace seconded the motion. Motion carried- RECORDS INVENTORY GRANT Supervisor Owens circulated a copy of the submitted grant application_ PLANNINGBOARD JoElla Moore stated that there are seven existing mobile home parks listed in Enfield. Mrs- Moore spoke regarding the possibility of changing the draft Mobile Home Park Ordinance description of a pre- existing mobile home park to 5 mobile homes from 7 mobile homes. CouncilmanLinton asked that Jean contact an attorney regarding the legality of the appointment of an agricultural representative and whether the representative derives his income from farming. HUD GRANT The grant application is in the process- The application from last year will be considered. -4- i'THETFRIES COMMITTEE Jc-hn Ginith reported that the committee adopted a resolution that anyone reserving a cemetery plot is required -to pay the $150 fee- Their next meeting is scheduled for February 24, 1993 at 7:00 pin. Councilman Dougherty made a motion to replace Roger Brown on the Cemetery Committee with Roger Hubbell . Councilman VanNederynen seconded the motion. Motion carried. BILLS Councilman Linton made a motion to authorize Jean Owens to attend the Su pervisors Forum in Albany in March- Councilman VanNederynen seconded the motion. Motion carried. Councilman Linton ma-de a motion to pay General Fund Warrant 2-93 for $23, 600- 15 and Highway Fund Warrant 2-93 for $2,856. 06- Councilman Lovelace seconded the motion- Motion carried_ UNFINISHEDBUSINESS MOBILE HOME PARK ORDINANCE Councilman Dougherty made a motion to adopt Mobile Home Park Ordinance Local Law #1 of 1993 to be effective July 1, 1993. Councilman Linton seconded thy, motion- Roll call vote: Supervisor Owens - yes, Councilman Linton - yes, Clouncilman Dougherty - yes, Councilman Lovelace - yes, Councilman Lovelace - yes. Motion carried_ HOUSENUMBERING M_ Clyde Hub-bell agreed. to temporarily continue house numbering until someone is found to take over. Supervisor Owens will put something in the Enfield Community Council Newsletter to advertise the position_ NEWBUSINESS DISABILITY INSURANCE The Town does not presently provide Highway employees with disability insurance. The rate would be $3. 35 for males and $7 - 35 for females per month. The -town can be reimbursed up to $_ 60 week per employee ($2 - 40 month) - Councilman Dougherty made a motion to offer full-time highway employees disability insurance for $_60 week with the town absorbing the balance. Councilman Lovelace seconded -the motion. Motion carried. COMPUTERS FOR JUSTICES AND SUPERVISOR Councilman Lovelace asked if a computer was put in the budget for 1993. Supervisor Owens stated she had put in approximately $300 extra in the Justice budget- Councilman Linton made a recommendation that money not be taken from contingency this early in the year. Councilman Dougherty recommended that more time be spent on what we have now. Councilman Lovelace stated it would not hurt to look to see what is out there . Councilman Lovelace made a motion to adjourn the meeting. Councilman Dougherty seconded the motion. Motion carried. Meeting adjourned at 10:25 pm. Respectfully submitted, Jean Scofield, Town Clerk
