HomeMy WebLinkAbout1993-01-13 � n January 13, 1993 The Public Hearing on the Enfield Mobile Home Park Ordinance was called to order at. 7 :30 pm with the following members present: TOWN BOARD MEMBERS: OTHER OFFICIALS: Supervisor Jean Owens Town Clerk Jean Scofield Councilman Donald Lovelace Councilman Linda VanNederynen Councilman Robert Linton Councilman Pat Dougherty The legal notice was read by Supervisor Owens. COMMENTS BY THE FLOOR: Councilman Linton asked Mike Williams if the Planning Board was in agreement. It was answered yes. Mr. Williams stated that under definitions a & H pre-existing mobile homes at time of adoption would be grandfathered. Any additional mobile homes would be covered under law. Bill Mather stated he supported the proposed law 100%. Gary Fisher asked if the law would govern the number of sites or mobile homes . Answered: ,number of sites. Bill Mather stated that 6 is governed by the state if law stayed with 6 .it would be governed by state regulations. Supervisor Owens stated that by next ,board meeting that final G & H would be completed. Councilman Linton asked that Supervisor Owens check on correct procedure for adoption of a local law. Gary Fisher asked about page; 9 #5.2 (A) regarding shopping facilities. Linton asked why it was there. Mike Williamss stated it was in Newfield's law and Planning Board decided it should be left in. Marty Shapiro stated transportation and shopping facilities are conducive to mobile home communities. Mike Williams stated that it would help to determine traffic patterns. Councilman Linton stated there were no mobile home park owners in attendance. He (Linton) assumes that they would be in favor of it. Gary Fisher asked what it would cost the owner to comply. Answered there has not been an analysis done. Councilman VanNederynen asked if the number of mobile home sites could be changed to 6 from 7 to make it a mobile home park. Gary, Fisher asked how many mobile home parks are in Enfield. Answered: 5 - 7 estimated. 4 -2- Councilman Linton stated we should be looking towards future not past. Mike Williams says Enfield is the last town in the area not to have regulations . Enfield is a prime target area for a large park development. Councilman Dougherty asked if the 5 or 6 existing parks would come in to apply for a permit. Answered: hopefully, yes. Code Enforcement Officer would help. Marty Shapiro said it would be a good idea to go through tax rolls to find out how many parks are in the town. Councilman Dougherty asked if existing mobile home parks have plans for CAD system. Answered: no, not yet. Marty Shapiro said page 7 #F stated Planning Board would have up to 6 months to review Pre-existing park applications. Bill Mather stated that the ordinance would help town protect themselves from parks who do have violations that the town are aware of. Councilman Linton stated most things in the ordinance will make aesthetics look nice for the passerby but is not essential for people living there. Mike Williams said the Planning Board hoped to haver mobile home park owners in attendance to state what the cost would be to comply with the ordinance. John Smith stated that rent in Newfield parks has risen approximately $50 a month since the ordinance was adopted. Supervisor Owens made a motion to close the public hearing at 8:40 pm. Supervisor Owens stated that the Annual Audit Meeting and Special Town Board Meeting will be advertised for next week, January 20, 1993. Respectfully submitted, Jean Scofield Town Clerk
