The regular meeting of the Enfield Town Board was called to order at
7 :30 pm with the following members present:

PLEDGE OF ALLEGIANCE
REPORTS
COUNTY BOARD OF REPRESENTATIVES
County Board Representative reported that 1992 was a very difficult
year for him being in public serviceā primarily due the County budget
cuts and still trying to provide services in Tompkins County.
The new Tompkins County Airport, a controversial topic in the eyes of
many people, will be buixt by the airlines using the terminal and a
$3.00/ticket user fee. The County has received the signed contract
for 1993 from U.S. Air.
County Rep. Winch stated that all towns received a letter from Dryden
Supervisor Schug regarding the County charge for indirect election
expenses. The County feels that the towns should be charged for
expenses. The Town of Enfield has received a charge of over $1 ,000
for 1992 .
APPROVAL OF MINUTES OF NOVEMBER 4, 1992
It was noted that the Planning Board appointment was Sue Webster not
Sue Thompson. Councilman VanNederynen made a motion to accept the
minutes with the correction. Councilman Dougherty seconded the
motion. Motion carried.
PRIVILEGE OF THE FLOOR
Alice Linton asked about the 1993 HUD application. She felt that it
was very important especially for the Senior Citizens of the town.
Jim Hansen, County Planning commissioner, stated they will be
following the same procedure as was done in Caroline for the HUD: grant
application. He felt Enfield would be granted a $404 ,000 grant for
approximately 25 homes. There is enough work in Enfield to make use
of the grant. Karl Heck, Administrative Coordinator for the County
Planning Board spoke about how applications are received. There was a
possibility that data received from last year could be used for this
year.
The cost to the town of Enfield could be up to '$3,000 for the county

to do the grant application. The money spent by the town would be
matched by the county. There was no cost to the town for last year's
application. The county would like monetary &,saistance for
preparation of the 2nd year application.
COMMUNICATIONS
Notice received from the Tompkins County 'Department of Health that
they will no longer be issuing Open Burning Permits. The New York
State Dept. of Environmental Conservation will be issuing the permits.
Letter received from the Middle Department Inspection Agency
commissioner announcing the appointment of James Buck as the
electrical inspector for the area.
COMMITTEES/REPORTS
CEMETERIES
Supervisor Owens asked if there were any town board members who had
any suggestions or topics to be discussed by the Cemeteries Committee
to see her for referral .
John Smith reported that Richard Wortman sent a check for $300 for the
cemetery fund..
Roger Laue asked about the $150 ongoing care fee for cemetery plots
previously reserved. The question was referred to the Cemeteries
Committee.
ENFIELD COMMUNITY COUNCIL
It was reported that there was no meeting scheduled for December. The
next meeting on January 28 they will have the election of officers.
Pat Hanley has been appointed as the After School Director. The
Enrichment Program will start in a couple of weeks. The Pre-school
program still has a low enrollment. The Teen Program just purchased a
ping pong table, computer, and air hockey table. The program has
approximately 12 - 15 teens enrolled.
ENFIELD FIRE DEPARTMENT
Greg Kirchgessner reported that the Fire Department has applied for a
loan for 4 years to lease eleven air packs. The $4,500 loan would
have an interest rate of 8%.
The Fire Department is sponsoring 5 boy sco uts for the explorer
program.
The Not for Profit application still has not been completed.
The dedication to Jake Smithers of the heavy rescue truck will be held
in the Spring.

HIGHWAY SUPERINTENDENT
Highway Supt . Ron Updike reported that the Public Service worker is
cleaning the Town Hall , painting, and patching pot holes .
James Dew hurt his hand on the job. Ron McFall broke his leg at home.
Mr. Updike suggested the possibility o_f purchasing a wood chipper.
There is a state contract for $14,000 for a 12" chipper. he felt that
the town could use on considering the amount of brush being cut.
There was a possibility that the town could offer a "Christmas Tree
Chipping Day" if the chipper is purchased. There is money budgeted in
the Equipment Reserve Account.
TOWN HISTORIAN
M. Clyde Hubbell reported that his annual report will be ready next
month. Senator Randy Kuhl was here in the Enfield Town Hall on
December 14 for a town meeting. The roam was a mess and the building
was not unlocked.
Councilman Lovelace stated that the Town Hall and the Community
Building should be more secure. Doors should have latch guards
installed.
It was suggested that there should be someone in charge of opening the
building' and making sure everything is in order.
PERSONNEL COMMITTEE
The Final Draft of the Employee Manual is done: They hope to have the
final draft next month.
RECORDS INVENTORY GRANT
Virginia. Bryant spoke regarding the grant application. She had
learned that she would need to apply in steps. The grant is being
applied for Records Inventory Schedule. She did not feel that we
would qualify for a large portion of money,.
Town Clerk Jean Scofield suggested purchasing a used paper shredder.
She knew of one available for $50 . Councilman Lovelace made a motion
to authorize Jean Scofield to offer $50 for the purchase of a used
paper shredder. Councilman VanNederynen seconded the motion. Motion
carried.
The Town Board, endorsed Virginia Bryant for her work on the grant
application.
PUBLIC SAFETY COMMITTEE
The house numbering was referred to Building & Code Enforcement
Officer Roger Ramsey. Mr. Ramsey is opposed to numbering houses.
Councilman VanNederynen suggested that long-term planning for house
numbers should be referred to the Planning Board. Supervisor Owens
felt that house numbering should be referred to Public Safety

Committee because of the representation of various departments of the
committee.
HUD
Councilman Linton made a motion to authorize the Supervisor to enter
into an contract with the County for up to $3,000 for a small cities
HUD grant application. Councilman Lovelace seconded the motion.
Motion carried. Councilman Dougherty apposed.
Councilman Lovelace noted that the Community Building is still not
handicapped accessible.
PLANNING BOARD
The secretary delivered to Supervisor Owens an updated draft of the
Mobile Home Park Ordinance. Changes were as follows:
The number of mobile homes in an "existing Mobile Home Park"
was changed from 3 to 7 .
The number of mobile homes defined as a "new mobile home
park" was changed from 3 to 4. Duplicate definitions in the
original text were stricken.
The definition of a "mobile home park operator" was
completed, having been partly omitted in the original text .
The fee for mobile home park license was changed to $100
plus $10 for each mobile home.
The Public Hearing was scheduled for January 13, 1993 at 7:30pm in the
Community Building.
BILLS
Councilman Linton made a motion to pay General Fund Warrant 1-93 for
$23,600 .15 and Highway Fund Warrant 1-93 for $2,856.06. Councilman
Dougherty seconded the motion. Motion carried.
ORGANIZATIONAL RESOLUTIONS FOR 1993
Councilman Linton made a motion to adopt the 1993 Organization
Resolutions as they stand corrected. Councilman Dougherty seconded
the motion. Motion carried. (Copy of Organizational Resolutions
attached. )
UNFINISHED BUSINESS
ELECTION EXPENSE CHARGES
Councilman Linton made a motion to authorize the Supervisor to act in
sympathy with the Town of Dryden Supervisor James Schug . Councilman
Lovelace seconded the motion. Motion carried.
HAEF£LE TV
Supervisor Owens said she is trying to have Haefele do a free drop for
cable TV for the Community Building and the Highway Department.
NEW BUSINESS
PLANNING BOARD APPOINTMENT
Applications were received for the vacant Planning Board position from
Herb Masser, Virginia Bryant , William Mather, and Gene Endres.
Councilman Linton made a motion to appoint Gene Endres to the Planning
Board for a term of 7 years. Councilman Lovelace seconded the motion.
Motion carried.
TOMPKINS COUNTY YOUTH BOARD
Councilman VanNederynen made a motion to appoint Judy Paskin to the
Tompkins County Youth Board for a three year term. Councilman.
Lovelace seconded the motion. Motion carried.
BUILDING PERMIT INFORMATION DISCLOSURE
A letter was received from George LaPave, Assistant Assessor,
regarding "Duties of Officers to Furnish Information" . The County
charter states that a report should be submitted not less frequently
than once a month.
The Town Board censuses was to submit reports in a timely fashion.
LORRAINE BARD - HEALTH INSURANCE
Councilman Linton made a motion to allow Lorraine Bard to buy into the
town's health insurance covereage. Councilman VanNederynen seconded
the motion. Motion carried.
ANNUAL AUDIT MEETING
Councilman VanNederynen made a motion to hold the Annual Audit Meeting
at 7 : 30 pm in the Town Hall . Councilman Lovelace seconded the motion.
Motion carried.
TRANSFERS
Councilman Linton made a motion to authorise the Supervisor to make
the necessary transfers to balance the accounts for 1992 . Councilman
Lovelace seconded the motion. Motion carried.
GENERAL FUND WARRANT ADMENDMENT
Councilman VanNederynen made a motion to amend the the General Fund
Warrant to add Sprague Insurance Co. for $3,404.75. Councilman Linton
seconded the motion. Motion carried.
Councilman Lovelace made a motion to adjourn. Councilman VanNederynen
seconded the motion. Motion carried. Meeting adjourned at 11:50 pm.
