The joint meeting of the Enfield Planning Board and the Enfield. Town
Board was called to order. at 7 : 40 pm with the following members present :

Supervisor Owens stated that the purpose of the meeting is to be updated
on what is happening . The town board members received an draft of the
Mobile Home Park Ordinance . The Planning Board said they have had a
couple of public information meetings and some changes have been made .
The Town Attorney has looked at it and feels that it was okay . Errors
were noted and corrected . It was stated that a mobile home park is a
parcel of land or contiguous parcels containing three or more mobile
homes .
The fees collected for applications for a mobile home license would be
collected to finance an inspector .
Councilman Linton felt that the number of units should be increased .
Marty Shapiro felt that less than six units let owners create mini home
parks without any regulations .
Councilman Linton said the ordinance would cost taxpayers money to
enforce it .
Pre-existing parks would be exempt except for sections 4 , 5 . 7 , 5 . 9 ,
5 . 10 , 6 , and 8 .
Councilman Linton agreed with a mobile home park ordinance for large
parks but not for small parks being run to supplement owner ' s income .
Supervisor Owens said she in support of the document: but she needs to
understand who the ordinance applies to .
Councilman Linton felt that: the mobile home park or.din•ance would make
affordable housing unaffordable .
Marty Shapiro felt that fees would affect mobile home parks.-, The intent
was to set guidelines for new mobile home parks .
Councilman Linton said if ynu grandfather someone and say from now on
you regulate someone ; the people you grandfather will be on your side
(the enforcing town) .
Councilman Dougherty stated that the "poor people" deserve to have a
better living environment .
Marty Shapiro said the ordinance would give people a nice place to live .
Most items in the ordinance would not cost owners very much except for

the park lighting . He stated people from the public information
meetings came up with a number that would qualify a group of mobile
homes as a mobile home park .

Councilman Linton said the best way to handle this is to included it in
a site plan . Site Plan Review would exempt existing •operati.on.s .
Mike Williams said he would rather take t.:he plan back and work on it
then include it in the Site Plan Review .
Marty Shapiro said why not exempt existing parks from 5 . 9 (page 1.3) -
Open Park and Park Amenity?
Councilman Linton felt 7 or more units should be included under the
Mobile' Home Park Ordinance . Change pre-existing mobile home parks of 7
or more be exempted , but a new
mobyle home

of 4 or more constitutes
a new mobile home park regulated

Councilman Dougherty asked how the fees were determined . It was
answered they were lowered from Newfield ' s Ordinance .
It was discussed that: an initial ap-plication fee of $100 Plus
lu $10 for
each unit and for any additional temporary licenses application
be added under 4 . 6 .
A two-year renewal fee for existing licensed parks would be $10 per
unit .
Councilman VanNederynen stated thaat: Computer Aided Dispatch System
requires naming of roads and lanes . it was noted it could be amended at
a later time to the law.
Councilman Dougherty asked about page 17 Fire Protection.. Does the
fire department have rules? It was answered no , but clauses could be
used at: a later date .

Meeting . Supervisor Owens said that the Mob.. le Home Park Ordinance will
be put on the agenda for the December 2 meeting .
A final,_ropy of the draft Mobile Home Park Ordinance will be available
by the Planning Board in one week .
Supervisor Owens said she has had three applicants for the Planning
Board . She needs to know how many openings are on the Planning Board.
Supervisor Owens stated she needs a 'letter of resignation from David
Thompson .
