The regular meeting of the Enfield Town Board was called to order at
7 : 30 pm with the following members present :

PLEDGE OF ALLEGIANCE-.
APPROVAL OF MI`1VUTES OF OCTOBER 7 , 1992
Add Communications . Received letter from Department of Agriculture
and Markets regarding non-receipt of dog licenses 1991-92 . Received
letter from Tompkins County Budget and Finance that they will be
collecting the interest earned on penalties received on collected
county tax. Received letter from Empire Health Care telling the town
that insufficient notice was received to cancel the health insurance
coverage for the town. Empire canceled the town' s coverage effective +
November 1 , 1992 . Letter received from the Comptroller 's Office
saying the PUC method of collecting payments is illegal .
Add that Lorraine Bard will keep adoption fees and the town will
retain redemption fees .
Delete the transfer of $816 from DA9040 . 8 (highway Workers Comp) to
A1910 . 4 (insurance) transfer . Councilman Linton made a motion to
accept the minutes with the corrections . Councilman VanNederynen
seconded the motion. Motion carried.
PRIVILEGE OF THE FLOOR
Marvin Arnold asked about the sale of cemetery plots listed on the
agenda. He stated that Budd Cemetery does not sell plots .
COMMUNICATIONS
Letter received from the Fire Department to Ron Updike thanking them
for hauling fill to repair the pond .
Letter received from Barry Stevens of the Department of State
Transportation stating they will do an investigation of the
intersection of Route 79 and 327 . Supervisor Owens wrote to them
regarding the intersection.
Letter received from Senator Kuhl thanking the town for support for
his proposal to separate the state into two states .
Letter received from the SPCA thanking the town for notifying them of
the Town Board' s decision to contract. with Lorraine Bard .
Letter received from the Tompkins County Planning Department regarding
the HUD grant comparing Enfield with Caroline .

CQMK�TTEES/REPORTS
SPRAGUE INSURANCE COMPANY
Robert Bowers presented an updated insurance proposal . Liability
insurance would be from Selective Insurance Group from New Jersey.
Workers Compensation insurance is from State Fund Insurance. The
updated proposal is approximately $6 ,000 less than the previous
proposal .
Councilman Linton stated that there is no need for the Host Liquor
liability insurance. Mr . Bowers said it could not be taken out of
policy. Town Clerk Jean Scofield asked if the insurance coverage
would cover her office in her home. It was answered no.
Councilman Linton asked why 1986 ;lack has a $500 deductible, the 1992
Mack has a $250 deductible, and the rest of the vehicles have a $0
deductible under comprehensive perils coverage. Mr . Bowers said
policy was written same as previous but could be changed. It was
stated that the town would have full coverage for glass . It was
stated that a 1946 FWD truck w/snow plow should be added to the
policy. Councilman Linton asked Hired Auto Liability was necessary.
It was answered it would cover Town Supervisor or Clerk doing town
business with their personal vehicles after the their own insurance
coverage was exhausted.
Councilman Linton asked for rate differences for Workers Compensation.
Clerical is $ . 64 per hundred, street and road personnel is $19. 69 per
hundred, and street cleaning is $10 . 86 per hundred.
The total cost for the policy is $41,769 . 96 . Supervisor Owens
suggested that the Town Board make a decision at the December meeting.
CEMETERIES
The Cemetery Committee recommended that a $150 Care Fee be charged and
deposited into a trust fund in addition to a $250 burial fee that is
currently being charged by the cemetery caretaker .
Councilman Linton made a motion to follow the Cemetery Committee
recommendation and charge a $150 Care Fee (to be deposited into a
trust account) along with the burial fee of $250 to paid to the
Cemetery Caretaker. The $150 Care Fee is to be paid at the time of
the plot reservation for all Enfield cemeteries . Councilman Dougherty
seconded the motion. Motion carried.
ENFIELD COMMUNITY COUNCIL
Marnie Kirchgessner distributed the September Financial Rep-ort of the
Enfield Community Council: . She reported that they had a very
successful Harvest Festival and grossed over $3,000 , net was
approximately $2 , 300 . Ona McFall won the quilt from the raffle.
ENFIELD FIRE DEPARTMENT
Greg Kirchgessner distributed the 3rd Quarter (ending September 30 ,

1992) Financial Report . A recently refurbished, heavy rescue truck
will be dedicated to Jake Smithers : Jake was a volunteer fireman for
approximately 30 years .
HIGHWAY SUPERINTENDENT
The Rabies Clinic was held on October 28 , 1992 . A total of 273 cats
and dogs were vaccinated in Enfield. Tompkins County had a total of
2 ,037 vaccinated.
The flag pole is up and the flag was hung for the. Harvest Festival .
Plans are being made to repair Hines Road bridge: It will be closed
for 7 - 10 days. The decking has been received.
The pickup truck has been painted. Ford Corporation painted the front
half of the truck and put in a bed liner for free. The town paid for
the back half for $250 .
Superintendent Updike said he is going to use a community service
worker (who is a carpenter) to replace a cornice on the Highway
Building.
The cinder trucks are ready. The 1977 AutoCar was taken to Syracuse
for repair . It had a bent frame and rear wheels aligned.
The Highway Department hauled 76 loads of fill for the Fire
Department . There is approximately 25 loads more that will be hauled.
PERSONNEL COMMITTEE
Councilman Dougherty said the committee is setting up a rules and
regulations book. It will be given to the Highway employees for
comment before it is brought to the Town Board. The book will protect
employees and the town.
HISTORIAN
Jack Hubbell said he had a display at the Fall Festival. He had 36
interested individuals at the display . The flag was put up on the
flag pole. A flag will be obtained from the Capital and will be flown
in memory of Mabel Purdy.
PUBLIC SAFETY COMMITTEE
There was no report .
PLANNING BOARD
JoElla Moore reported that the Planning Board needs one additional
person. David Thompson will be resigning and John Rancich has not
been attending the meetings . Sue Webster' s term will be ending and
she would like to continue . The Mobile 'Home Park Ordinance is almost
ready to be voted on and will be distributed to the Town Board
members . The joint Town Board/Planning Board meeting is November 18,
1992 at 7 : 30 pm.

Councilman VanNederynen asked Supervisor Owens to call Bob Mulvey and
ask why he recommended that the Mobile Home Park Ordinance be separate
from the Site Plan Review.
BILLS
Town Board decided to delete the Williamson Law Book invoice for
$676 . 25 for computer software support for the bookkeeper . Councilman
Linton made a motion to pay General Fund Warrant 11-92 for $7 ; 649.77
and Highway Fund Warrant 11-92 for $8 , 505 . 63 . Councilman VanNederynen
seconded the motion. Motion carried.
UNFINISHED BUSINESS
There will be no memorial plaque for Jake Smithery .
Councilman Linton made a motion to have the Public Hearing on the
Preliminary Budget on November 11, 1992 at 7 : 30 pm in the Community
Building with a Special Board Meeting to adopt the Final Budget to
follow. Councilman Dougherty seconded the motion. Motion carried.
Councilman VanNederynen made a motion to hold a Public Hearing on the
Firemans' Contract at 7 : 30 pm in the Community at the regular meeting
on December 2, 1992 . Councilman Dougherty seconded the motion.
Motion carried.
NEW BUSINESS
Councilman VanNederynen made a motion to appoint Virginia Bryant as
Record Management Officer Representative so that she could attend the
Regional Grants Training Workshop. Councilman Dougherty seconded the
motion. Motion carried.

Councilman Linton made a motion to authorize the Supervisor to make
