The regular meeting; of the Enfield Town Board was called to order at
7:30 with the following members present:

PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES OF SEPTEMBER 2, 1992
Correction to minutes: change Councilman Winch in second paragraph on
second page under "C•emetelr^ies" to County Representative Winch.
Councilman Dougherty made a motion to accept the minutes with the
correction. Counci_manI'Loveiace seconded the motion. Motion carried.
PRIVILEGE. OF THE FLOOR
There were no coiiiments.
COMMITTEES/REPORTS
COUNTY BOARD OF REPRESENTATIVES
County Board Representative Dan Winch commented that the Town of Enfield
does not have a EMC representative and urged the town to fill the
position. The CHITS funding is .coming to end. The state is starting
another program where towns will be competing with other transportation
services for funding. A bridge on Hires Road needs to be repaired. The
Town of Enfield is responsible for the repair wort; that needs to be
done.
LORRAINE BARD - DOG CONTROL PRESENTATION
Lorraine Bard said She did riot feel that taking over the dog control in
Enfield would be a problem and would take on the town on a one-year
trial basis. She would pick up stray dogs six days a week. (Sundays
would be on a emergency basis. only. ) The Town would be responsible for
vet bills for dogs picked up and taken to the Cornell Vet School because
of being hit by vehicles if the owner is not found. She works with SPCA
of neighboring towns.
She stated she would have to be a part-time employee of the town for
$4,812 per year.
LAMA INSURANCE PRESENTATION
Lama Insurance did not attend the meeting_
SPRAGUE INSURANCE PRESENTATION
Harry Bowers presented a insurance proposal to the Town Board. The cost
to the town for Workers Compensation insurance and liability insurance
would be47,72y. 9ts per year. Sprague Insurance currently provides
insurance coverage for 22 municipalities and 14 fire departments.
CEMETERIES
John Smith went to Saratoga Springs to the. Historian Association
Conference on cemeteries on September 24 - 26, 1992.
He distributed minutes to the Cemetery Committee Meeting held on
September 29, 1992'_ The committee recomiiiends that a $150 on-going care
fee be charged that would be deposited into the trust fund. Currently
a $250 burial fee us being charged.
Supervisor Owens stated that she will be forwarding invoices to the
Cemetery Cc-irmittee for recommendation for payment before they are
presented to the 'Town Board.
A donation from Fran Newhart for $200 was received for the cemetery
fund.
ENFIELD COMMUNITY COUNCIL
A statement of Revenue and Expense was distributed to the Town Board.
There is a high attendance in the enrichment programs being offered this
fall- The attendance for the "pre-school" program is low. The
Community Council will be mailing out notices to parents of pre-school
children. The County Recreation Committee will be dissolving and become
a County Recreation Commission.
ENFIELD FIRE DEPARTMENT
Greg Kirchgessner asked if there was a possibility of the town removing
snow in front of the fire hall. Highway Supt. Updike did not foresee it
being a problem. Greg asked if Mickelson would be assisting with the
tax forms. Supervisor Owens said that the bill has been paid and they
should be working on the forms.
The Fire Department will be starting work on the pond. It will cost
approximately $5,000 - $£3,000.
Councilman Lovelace made a motion that Councilman Linton be appointed as
liaison to the Fire Department for the last quarter. Councilman
VanNederynen seconded the motion. Motion carried. It was noted that
the meetings are the second Tuesday of the month.
HIGHWAY DEPARTMENT
Highway Superintendent Ron Updike reported that the surface treating is
done. The trucks are working out of town. Other towns are helping the
Enfield Highway Department with work in the town ( stone pile ) .
The bridge on Hires Road needs a new surface. Highway Supt . estimates
it will take four days of welding to -repair the bridge and approximately
$1,600 cost to the town.
Highway erupt_ Updike plans to ;lave a fla- o pole up before Election Day.
The Fire Department Pond will need aJapro:,imately 100 loads of fill that
the Highway !.Department will help with. It will take about 5 days.
HISTORIAN
M. Clyde Hubbell commented that the Harvest Festival will be October
24th. He will have his display set up in the Town Hall.
PERSONNEL COMMITTEE
The committee is discussing work rules, regulations and grievance
procedures- They are working on a policy that will be brought to the
Town Board for adoption.
Blue Cross/Blue Shield health insurance coverage will be available to
part-time employees and elected officials it they (employees and elected

made that it would be paid for in advance . The waiting period for new
policy holders would be eleven months .
The present policy provided retiree and their families continuing
coverage medical coverage. Councilman Lovelace suggested that present
retired employees should be given one year 's notice before a change is
made. Councilman Linton made a motion to place the policy of prior,
retirees, future employees, and future retirees to the Personnel
Committee for recommendation to the Town Board. Councilman Lovelace
seconded the motion. It was stated that if a recommendation is done by -
January 1, 1993, it could be included in the Annual Policy. Motion
carried_
PUBLIC SAFETY COMMITTEE
There was no meeting held.
RECORDS INVENTORY COMMITTEE
' V*i.rginia Bryant would like to work on the committee.
PLANNING BOARD
There are plans to have an information forum on the mobile home
ordinance that will be implemented in the Site Plan Review.
BILLS
Councilman Linton made a motion to pay General Fund Warrant 10-92 for
$5,956. 11 and Highway 'Fund Warrant 10-92 for $16,913. 18. Councilman
Lovelace seconded the motion. Motion carried.
DOG CONTROL CONTRACT - 1993
Councilman Linton made a motion to appoint Lorraine Bard for the 1993
Dog Control Contract. Councilman VanNederynen seconded the motion.
Motion carried.
KUHL PROPOSITION
Councilman Linton made a motion for Supervisor Owens to write a letter
to support the Kuhl Proposition that would allow New York State to be
divided into two states. Councilman Lovelace seconded the motion.
Motion carried.
TV CABLE FRANCHISE
The Town Board commented that they will be keeping an "eye open" to what
Haefele TV is doing in the Town.
RABIES CLINIC
The Tompkins County Health Department is sponsoring a Rabies Clinic that
will be held Wednesday, October 28, 1992 in Town Hall from 7:00 pm -
9:00 pm.
JAKE SMITHERS MEMORIAI, PLAQUE
Councilman Dougherty asked about having a plaque displayed in Town Hall
in memory of Jake Smithers. The question was tabled until next months
meeting.

Councilman Linton made a motion to adopt the Preliminary Budget for 1993
with the changes. Councilman 'Lovelace seconded the motion. Motion
carried.
1992 BUDGET TRANSFERS
Councilman Linton made a motion to transfer $876 from DA9040.8 (highway
Workers Comp) to A1910.4 ( insurance) and $2, 597 from A1990.4
(contingency) to :
A1110.4 (Justice contractual) - $1, 150
A1920.4 (Association dues) - $187
A8160.4 (refuse and garbage) - $1,260
Councilman Lovelace seconded the motion. Motion carried.
Councilman Lovelace made a motion to adjourn the meeting. Councilman
Dougherty seconded the motion.. Motion carried.
